Gilday, Mayor, at 7:30 P.M. Present were: Morton E. Gilday, Mayor Leslie W. Joy, Vice Mayor Commissioner Ruth E. Mumford Commissioner Robert D. Clark Commissioner Harry Bauer Also in Attendance: Elaine W. Roberts, Town Manager Thomas E. Sliney, Town Attorney Anton Drasal, Finance Director John O'Grady, Building Official Kenneth Jones, Chief of Police Jane E. Barker, Deputy Tom Clerk Approximately 23 citizens in the audience. PLEDGE OF ALLEGIANCE Public Requests as called for by Mayor Gilday None Approval of Minutes, as written: Meetings of April 1, 1975 - Regular - Public Hearing 15 - Special 18 - Special 29 - Monthly Workshop and Special Mayor Gilday summarized the Minutes of each of the Meetings held in the month of April. Minutes Highland Beach • Town Commission Regular Meeting May 6, 1975 REPORTS OF VARIOUS AGENCIES OF THE TOWN Page 2 is f 10 A. Board of Adjustment - Louis Y. Horton, Chairman who Mayor Gilday recognized Mr. Horton/noted that the Board of Adjustment held a Special-Public Hearing on Tuesday, May 6, 1975 at 10:00 A.M. The Board considered relief from the Sign Ordinance from two petioners; Palmco Developers, Thomas H. Shaw, President, 3009 So. Ocean Boulevard, Highland Beach, Florida and Aberdeen Arms Association, Inc., 4750 So. Ocean Boulevard, Highland Beach, Florida. Permission was granted to Aberdeen Arms Association, Inc. to put an identifying sign on the Boca-Hi "pylon"at the entrance of the Boca-Hi property. • Ocean Pines requested an extension of the temporary sign permit. This sign is now in the front of their project. Under the terms of the Sign Ordinance this temporary sign would be taken down when the Certificate of Occupancy is rendered. It was decided to postpone a decision for another week and there will be a meeting of the Board of Adjustment on Tuesday, May 13, 1975, at 9:30 A.M. for the purpose of final action on this petition. The Board of Adjustment has received a petition from the Sindo Corporation regarding the erection of a fourplex on South AIA asking for relief from the Zoning Ordinance in certain matters. This will be discussed in a preliminary fashion after the Special Meeting folbwing the hearing of the Sign Ordinance on Tuesday, May 13, 1975. A Public Hearing will be set for the afternoon, Wednesday, May 28, 1975. Mayor Gilday commented that he had the pleasure of sitting in on the Meeting of the Board of Adjustment this morning and he noted that the Board Members were hardworking and thinking individuals. • Minutes Highland Beach Town Commission Regular Meeting May 6, 1975 Page 3 of 10 B. Community Appearance Board - Betty Jean Stewart, Chairman. No Report C. Housing Board of Adjustment and Appeals - Judge Robert V. Santangelo, Chairman. No Report D. Planning Commission - Joseph Boscove, Chairman. No Report E. Police Commissioner - Senator .William Hults. Senator I~..i lts noted _ that everything has been going along very smoothly and this past month has been very • quiet. Reports and/or Recommendations of Town Manacier - Mrs. Elaine W. Roberts Mrs. Roberts noted that there had been an accident last Thursday, May 1, 1975, on the Bike Path. She had found out, after investi- gation, that the truck that was blocking the path had been given a ticket approximately one hour before the accident happened. Mrs. Roberts reported that there were no injuries sustained. She called the Consulting Engineer to see if the path could be barricaded and he in turn called the contractor and asked him to place barricades along the path. This took place Friday afternoon. The Mayor took this time to state that the City had never, as yet, officially accepted the path due to the fact that it has not been approved by the Town Engineer. AUXILIARY POLICE Mrs. Roberts spoke to Chief Kenneth Jones regarding this matter after an inquiry from an interested citizen. Chief Jones sub- • mitted a report and additional information from the State of Minutes Highland Beach • Town Commission Regular Meeting May 6, 1975 Page 4 of 10 Florida, which explaines in length about Auxiliary Police. Mrs. Roberts went on to elaborate on the qualifications and the expenses involved relative to Auxiliary Police. PALM BEACH COUNTY MUNICIPAL LEAGUE The next meeting will be in Boynton on Friday, May 9, 1975 at 1:45 P.M. Mrs. Roberts noted to the Commission items on the agenda which look interesting. She offered to the Commission the Minutes of the last Meeting which was held in Palm Beach Shores. She stated that it was a very interesting meeting. AREA PLANNING BOARD This presentation was held on the 29th of April, 1975, and the Capital Improvement Plan has been ~.~d on the bulletin board in the Conference Room. It has not completed at this time and she invited any comments and/or suggestions. • PLAN OF ORGANIZATION and JOB DESCRIPTION FOR BOOKKEEPER.. Mrs. Roberts suggested that the box labled Town Treasurer be inserted under the Town Finance Officer. This way the Treasurer, as well as being the Bookkeeper would answer to the Finance Director, the head of that particular department. Mayor Gilday called for a Motion To Amend the Plan of Organization. MOTION by Commissioner Bauer/Commissioner Clark: I would like to make that Motion so that it will conform to this new Chart. A very brief discussion followed relative to this motion. Roll Call on the Motion To Amend the Organizational Chart Carried Unanimously. DEPARTMENT HEAD MEETINGS WITH TOWN MANAGER Mrs. Roberts stated that there is a new policy in Town Hall. Each Department Head will meet with the Town Man ager one day each week at 9:00 A.M. Mrs. Roberts went on to explain the meetings and asked that any Commissioner that has an area of interest to meet with her and the Department Head. • Minutes Highland Beach • Town Commission Regular Meeting May 6, 1975 Page 5 of 10 PALM BEACH JUNIOR COLLEGE Mrs. Roberts reported that there will be another course at Palm Beach Junior College and it starts Saturday, May 10, 1975, and runs from 9:00 A.M. to noon. Mr. O'Grady will join Mrs. Roberts. Mrs. Roberts read from some of the agenda. FLORIDA CITY AND COUNTY MANAGERS ASSOCIATION This meeting was held in Lakeland on May 23, 24 and 25, 1975. Mrs. Roberts reported on the highlights of the conference for the audience and Commissioners. Mrs. Roberts stated that she felt very privileged to have attended the conference for she had returned quite enriched. CORRESPONDENCE RECEIVED From City of Boca Raton has been conducting an on-the-job Federal Training Program for personnel who have a desire and • aptitude for landscape and nursery operations. She stated that the letter went on to advise of people available at this time. From Environmental Center. This is several departments within the State that have merged to form one unit. A map is enclosed showing their locations throughout the State. From Boynton Beach as a report on the bicentennial celebrations planned for that City. From Kathryn M. Borgemenke stated she will be settled and ready for work on Monday, May 12, 1975. BUILDING DEPARTMENT REPORT Mr. O'Grady helped Mr. Johnson remove the Sea Cliff's sign. The Fontaine House has also had some damage done to their sign and they Yea ve made an application for a new sign that will conform to the Ordinance. The Ambassador - Site 5 - the three buildings are in the finishing stages. Mr. Muntz has submitted plans that will be presented before the Community Appearance Board. Regency Tower is progressing. Boca Cove has paid toward their water bills which have been in • arrears. Minutes Highland Beach Town Commission • Regular Meeting May 6, 1975 Mrs. Roberts noted correspondence received by the Building Department. FINANCE DEPARTMENT Capital Improvement Program for five years. There are some forms to be made out relative to this subject. The Audit Report has been submitted to the Auditor General and the State Controller. The Finance Statement forseven months was submitted to the Mayor today. Preliminary steps toward the new budget for fiscal year 1975-76 will start next week. Page 6 of 10 HEALTH DEPARTMENT Bike Path Dedication - Mrs. Roberts stated that~the benches can be delivered and placed tomorrow (Wednesday). She stated that the "Bike Path Crossing" signs will be installed by the Department of Transportation. She asked for permission to • notify the condominiums and request that the bike path be delineated at each egress and ingress. Mrs. Roberts noted that the bike path will be dedicated to Mrs. Stewart. Mrs. Roberts stated that she could not recommend to the Commission the naming of a dedication date. Mrs. Roberts noted that Mrs. Allen and Mr. Hauck of the Civic League were in the audience this evening and she wanted to express her thanks to the members of the Civic League who worked so long and hard in distributing terramycin. The Bill on Tropical Fish Sanctuary - House Bill 1183 is now in Committee and will be voted on tomorrow (Wednesday). This pertains to "No tropical fish to be taken within three miles of the shore by any other means except a hook and line." The people in the County have assured Mrs. Roberts that they are not looking at any parcel of less than 500 feet and before anything is done they have promised to meet with the Town of Highland Beach relative to a County Beach being located within the town limits, if said is to be considered. • Minutes Highland Beach • Town Commission Regular Meeting May 6, 1975 Page 7 of 10 PUBLIC WORKS Mrs. Roberts noted that she asked the Commission to consider authorizing Russell and Axon to evaluate the wells toward the Florida Flood Control District Approval at a cost of about $8,500.00. It is the opinion of Mrs. Roberts that if the forms are filled out by the appropriate people at Town Hall Russell and Axon would not be needed and there would be a savings of $8,500.00. Mrs. Roberts stated that she Vice Mayor Joy and Mr. Jesse Arney would try to accommodate the Florida Flood Control District Approval by filling out the forms for the Town. Mrs. Roberts explained the prerequisites for approval. As a result sent a letter to Mr. Urbanek with Mrs. Roberts stated that she had recieved a Progress Report from Russell and Axon on the various water projects. Discussion followed regarding Lauderdale Contracting, payment of some of their subcontractors, Underground Supply, valves, and a letter from the bonding company. Mrs. Roberts read a letter from Russell and Axon in its entirety. (Please see letter attached) SANITARY SEWAGE SYSTEM Discussion was quite brief on this subject. Vice Mayor Joy questioned Mrs: Roberts re lative to laterals in the south portion of town. Mrs. Roberts replied. The Status Report on the interim treatment plant is the same as it was last month. • Minutes of Highland Beach Town Commission Regular Meeting • May 6, 1975 Page 8 of 10 Mrs. Roberts made reference to a copy of a letter to the Chief Administrator in the Bureau of Sanitary Engineering, Jacksonville. 'Irhis agency wants the division agency to approve the plans for the Water Treatment Plant expansion. Once this approval is given they will be able to go out for bids. Mrs. Roberts sug- gested to the Commission that the Town contact a Fiscal Consultant. Mrs. Roberts stated that she had received a copy of an easement grant for the vacation of Appleby Street between U.S. 1 and Dixie Highway and she also received with it an easement for a strip of land 30 feet wide and approximately 200 feet long on the Town's well field site to be deeded to the City of Boca Raton for paving 70th Street. The Town Attorney has been given copies of these and his recommendations will be forthcoming. Mrs. Roberts notified the Commission that the Water Treatment Plant airconditioning system went out of commission this past week. She received a proposal and estimated cost from Air • Teck (Please see letter attached) in the amount of $1,675.00, for the installation of a new unit. Mrs. Roberts recommended and asked for Commission approval of $1,675.00 for this work. Vice Mayor Joy stated that Yie felt the Commission should not wait the year or so till the new treatment plant is completed before the installation of the new airconditioning. He was not agreeable to spending $1,675.00 on a new unit at this time and then expending additional funds next year when the plant is expanded, and perhaps might need a larger capacity unit. He requested the Town Manager to find out if the unit that would be installed now would satisfy the requirements of the future expansion. Mumford Commissioner Mumford noted that she had received numerous com- plaints about dogs loose on the beach. C. Commissioner Robert D. Clark - No Report. E.
