Area Planning Board Certification - Presentation - Gene Caputo
Mr. Caputo read a Resolution, officially certifying Highland Beach
as meeting the requirements of the State Legislature requiring
municipalities in Palm Beach County to adopt a Comprehensive Plan
by October 1, 1975. Mr. Caputo presented the Resolution to Mayor
Gilday.
Fiscal Agent - Mr. Warmer - Presentation/Proposal
Mr. Bob Wagner, Southeastern Municipal Bonds, Inc., Orlando, Florida,
made a brief presentation to the Commission. Mr. Wagner presented
a proposed fiscal agreement to the Commission. Commissioner Clark
asked whether his understanding to the effect that if the voters
rejected the bond proposal; the Town would not be liable for the
time, efforts and expense occurred by Southeaster Municipal Bonds,
Inc. up to that time. Mr. Wagner answered in the affirmative.

Bike Path Markings
Mrs. Roberts stated that the DOT will do a traffic engineering
study within the next two weeks. It was suggested that dotted
lines denote the bike path through drive-ways and parking lots.
A white strip 24 inches wide was suggested for the places where
the bike crossed streets. Mrs. Roberts discussed the two different
signs that the DOT would furnish for the Town. It was suggested
that Mr. Sliney be asked if the expenses regarding the Bike Path Could
be charged to the Road and Bridge Fund.
Storm Drain between Ambassadors and Seagate
Mrs. Roberts questioned if the Road and Bridge fund could subsidise
a Storm Drain between Ambassadores and Seagate. She noted that
the DOT previously installed a drain betweea~ the two Penthouse
buildings and she would investigate this matter. Earl Totz
commented on ahe road elevation at Seagate. Mrs. Roberts was
instructed to get additional information on this subject.
Status Preliminary Budge 1975-76 - Finance Director_
• Mr. Drasal made a presentation to the Commission.. He stated that
he will have an estimate revenue figure by the next workshop.
It was suggested that the Commission hold a Workshop on June
10, Tuesday, at 9:30 A.M. Mr. Drasal announced that a bookkeeper
had been hired as of Monday, June 2, 1975.
Report on Planning Commission and Discussion - 3rd Lane AIA
The DOT, at the Planning Commission Meeting, st~ted that the Town
could get a third lance, primarily for left hanc~/s~orage lane.
The State will not pay for this; however, there might be Federal
Funds available. Mrs. Roberts stated that if the Commission wished
she would go ahead and start on the time consuming project.
It was the unanimous consensus of the Commission that AIA should
stay two lanes.

Lauderdale Contract Matter
Mayor Gilday referred to a letter to Mr. Klinck from Reliance
Insurance Company. Mayor Gilday called on Mr. Sliney for his
recommendations. Mr. Sliney stated that he did not want the
Town to be part of the contract that was discussed. It was
the unanimous consensus of the Board that there be a meeting
held. Joining in the meeting should be Representatives and
.attorneys for Webb, representatives and attorneys for Lauderdale,
Town Attorney, Vice Mayor Joy, Town Manager and requ?st a
representative from the Bonding Company; also a representative
from Russell and Axon should be present.
Ordinances
Air Conditioning Code - Amending Chapter 3 of the Code
NO CHANGES
• Streets and Sidewalkds and/or Bicycle Path
NO CHANGES
Traffic and Motor Vehicles - Amending Chapter 27 of the Code
NO CHANGES
Electrical Code - 1975 Edition - Electrical Inspector, Mr. Triano.
A great deal of discussion relative to this Ordinance followed.
It was noted that this is a very technical Ordinance and should
have ~, expert editing. Mrs. Roberts noted that. the Mayor and
she had made some corrections before the Town Attorney goes over
this. Mr. Sliney has not completed his assignment at this time..
It was decided that this Ordinance, if not complete, could be
tabled at the Second Reading and Public Hearing.
Recommendation - Board of Adjustment - Sign Ordinance
memos
Mayor Gilday read two/from Board of Adjustment. (Please see
memos attached.) Discussion followed regarding the order of
appeal pertaining to the Sign Ordinance, the Code Inforcement
Officer, the C.A.B. Board and etc. The question is when will
• the C.A.B. review this: before ojr after the Board of Adjustment;
the Board of Adjustment feels that they are the final decision
making board.

Mr. Sliney added his comments to this matter. John O'Grady asked
that the Sign Ordinance be simplified. Discussion then followed
regarding the coloring of the sign and the part the Community
Appearance Board plays in this..
The Commission was in agreement that a Pendant attached to the
original sign would not be offensive.
CORRESPONDENCE
The Workshop Meeting was adjourned at 11:25 A. ~'4.~= .,
Mrs. Roberts stated that she had received an answer from John
Grant's office onthe dimensions on the lagoon on the Hoffmann
property. She received a letter from the Board of County
Qbmmissioners, requesting the Town to submit any plans for
road projects that will require a request for County Funds.
Mrs. Roberts stated that she will request drainage along AIA.
A phone call was received from Mr. Roy Diggans relative to the
Post Office. Mr. Diggans asked if the Town Commission would
adept $4,000.00. Discussion regarding this matter followed.
Mrs. Roberts reported that she had employed a part time employee
for the Post Office. Mrs. Roberts then referred to a proposed
requested directive-. It was the unanimous consensus of the
Board that this Directive be discussed at a later time.
