TOWN COMMISSION WORKSHOP
Tuesday, June 24, 1975
9:30 A.M.
Mayor Morton E. Gilday called the Regular Workshop meeting to order.
Present were:

• Mayor Gilday stated to the Commission that Mr. Robert P. Jornayvaz
wished to be heard at this time relative to his water bill. Mr.
Jornayvaz presented his case to the Commission. The Commission
suggested that Mr. Jornayvaz request in writing a verification of
his water meter. He agreed with this suggestion.
New Sewer Line - Penthouse Highlands to Lift Station No. 2. __r
Mrs. Roberts reported on the new force main to be installed on
the west side of AIA between the bicycle path and the edge of the
pavement. She stated that she had requested the contractors to get
the smallest pieces of equipment or do the job by hand if they had
to; to ensure that the property abutting the work will not be
disturbed any further.
A great deal of discussion followed relative to the replacement
of the line from the West side to the East side of the highway.
It was decided that the line not be relocated.

Cable TV - Ordinance - March 21, 1975
Mrs. Roberts explained that she had been asked the status of
this item,and she thought the Commission would express their
wishes relative to this Ordinance. Mayor Gilday asked if
"Leadership" had been contacted to determine if the Ordinance
would still be agreeable to them.
The Mayor suggested that the Town Manager have a meeting with
a representative of "Leadership" tv see if they wished to go
forward with the franchise and if so, that the Commission go
ahead with a first reading.
Discussion followed pertaining to underground as opposed to
overhead lines, the cost per subscriber, subscription to
service being voluntary, etc.
It was suggested to have a Special Meeting and first reading
in Auqust and the final reading at the Regular Meeting,
• September 2, 1975.
Th+e Workshop recessed at 10:15 A.M. to enable the Commission
to have the scheduled Public Hearing on two ordinances:
One pertaining to RPUD-l, RPUD-2, and RPUD-3, and one
amending the Sewer Franchise.
The Workshop Meeting reconvened at 11:15 A.M.
Police Department - Discussion of Possible Re-election
Collective~Bargaininq Representative
Mrs. Roberts noted that the Police Department had an election
to choose a Representative for Collective:~Bargaining.

After much discussion relative to an additional election, cost
of another election, waiver, acknowledgment of F.O.P., the
Mayor suggested that Mrs. Roberts check with a representative
of P.E.R.C. or Dr. Remington as to a waiver and/or the
proper procedure to follow.
CARR Proposal - Bike Path
Mrs. Roberts noted that the fill she obtained south from
Mr. Kemery's house to almost Mr. Slagle's house along the
bike path would not hold in the event of high tides.
One bid was received for grading and sodding.
It was the unanimous consensus of the Commission that this
item be included on the Regular Meeting to be held on Tuesday,
July 1, 1975.
Russell and Axon - Letter - June 17, 1975 - Wells Certification
Mrs. Roberts explained that this was an updated letter including
cost estimates for all the enginee~~~~ work necessary to obtain

Mrs. Roberts asked if the Commission ~+rished Russell and Axon
to work on this project.
the permits from the South Florid anagement District for
certification of the Town's wells. Russell and Axon has now
estimated the cost to be between $2,500 ~- $3,500 as opposed
to $8,500 - $10,000. A member of the Flood Control District
has advised the Town Manager that we might do this work our-
selves; if so, they would offer assistance in preparing the
forms.
It was the recommendation of the Town Manager that either she
and Vice Mayor Joy work on this project or if this is not
possible, hire a different Engineering firm.

CORRESPONDENCE•
(a) Highland Beach Utility Company - Bond
Mrs. Roberts stated she had asked each Commissioner. if
they would accept the recommendations of Russell and
Axon which were to be: provide for a bond in the amount
of $175,000 for the completion of the Sewer System and
$25,000 for the completion of the Sewage Interim Treat-
ment Plant. All four Commissioners were in agreement.
Mrs. Roberts went on to explain further.
Messrs. Urbanek, Delaney and Totz spoke relative :to this
subject.
It was noted that if the amount of the Bond should be
changed the Ordinance relating to the Amendment of the
• Sewer Franchise would have to revert to the first
reading.
Mayor Gilday suggested to Mr. Urbanek that he put his
proposal in written form through his attorney to Mr.
Sliney, Town Attorney.
(b) better to Boca Hi - Sewer System Odor
Mrs. Roberts explained the letter to Boca Hi about sewer
system odor. Mr. Murphy, the resident manager, stated to
Mrs. Roberts that he has retained the engineer who designed
the lift station, pump and internal sewage system and
that they mould start chlorination last Friday.
Discussion regarding this problem followed.
Mr. Delaney asked to talk to the Commission about the
Bond for the sewer. They Mayor agreed. Again, a great
deal of discussion followed regarding this matter.

(c) DOT - Fire Hydrant Access
A very brief discussion relative to this matter followed.
The Town Manager suggested the Commissi on refer to the
clipboard for this item, and if any quesltions should arise
she would be available to answer them.
(d) FAA - Regulations Pertaining to Elevated Water Tank
It was established that it was not necessary to place
a light on top of the water tank per FAA. John O'Grady
stated that a notice to Airmen.. went to all airports in
the area and as far as Atlanta.
(e) County Board of Health - Test on Water Lines
Mrs. Roberts stated that testing on water lines has
• been completed and passed. These are chlorination tests.
TOWN MANAGER - Discussion of Weekly Report.- June 9 through
June 13, 1975
Commissioner Bauer commented that he likes the report. There
was no further discussion.
DOT - Discussion of approved t~1an - Deceleration Lane at
Town Hall Site
Mrs. Roberts stated that DOT has approved this deceleration lane.
She requested the wishes of the Commission, after their review.

Comments from Town Commission - The Operating Permit for
the S.I.T.P, to the Florida D.P.C.
Mrs. Roberts and Mayor Gilday will go over this application.
It was established that this was not a final approval and just
an extension of the application that expired April 30, 1975.
A brief discussion followed regarding the RPUD 10-year
limitation, Highland Beach Tax Base and a meeting with Mr.
Cashman, relative to the agreement between Webb and
Lauderdale.
The Workshop Meeting was adjourned at 12:20 P.1~I. ~,
