1975.06.24_TC_Minutes_Regular L J TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Public Hearing June 24, 1975 10:00 A. M. Meeting called to order by Mayor Morton E. Gilday at 10:20 A.M. Present were: Morton E. Gilday, Mayor Leslie W. Joy, Vice Mayor Commissioner Harry Bauer Commissioner Robert D. Clark Commissioner Ruth Mumford Absent Also present: Town Manager, Elaine W. Roberts • Town Clerk, Kathryn M. Borgemenke Approximately 12 citizens in the audience. Mayor Gilday announced the purpose of this meeting will be to consider two ordinances: one relating to RPUD-l, RPUD-2, and RPUD-3; and one ordinance amending the sewer franchise. The Mayor noted that the reading will be in full on the RPUD Ordinance. This Ordinance was read in its entirety by the Town Clerk. MOTION by Commissioner Bauer/Mayor Gilday move that we approve this Ordinance as read. Mayor Gilday noted that this Ordinance was to carryout a letter of intent which had been granted and/or approved by the Town Commission previously. Mayor Gilday recognized Col. H. A. Hauck, Secretary-Treasurer of the Highland Beach Civic League who read a transcript from the Regular Monthly Meeting of the Civic League held on June 4, 1975. Minutes Highland Beach • Town Commission Public Hearing June 24, 1975 Page 2 of 3 Mayor Gilday stated that it had been brought to phis attention that this Ordinance can not be enacted upon today but will come up at the Regular Monthly meeting on July 1, 1975. He requested Commissioner Bauer who offered the motion to withdraw same. Commissioner Bauer stated that he would withdraw his motion and Mayor Gilday who was the second withdrew the same. Vice Mayor Joy took this time to express his feelings on this matter. Mayor Gilday recognized Mr. Johnson who asked how the ten year completion date was arrived at. Mayor Gilday explained this to Mr. Johnson. Mayor Gilday then requested Mr. Thomas Delaney to express his views as a builder/contractor. Mr. Delaney did so. Mrs. Betty Jean Stewart expressed her views on the 10 year completion date also. • Mr. Krauss questioned the water and sewer service that will be available to RPUD development. Being no further discussion pertaining to this Ordinance the Mayor announced that the Commission would go on to the Ordinance amending the sewer franchise. This Ordinance was read in its entirety by the Town Manager. Mayor Gilday suggested that the amount of the bond ($250,000) provided for be reduced to the amount of $175,000 and this is based on the latest figures and information procured from the Town's engineers yesterday afternoon (Monday, June 23, 1975). Mrs. Roberts reminded the Mayor that if this is changed it must start in with a first reading again. She then read from the Charter. It was noted that if this amount should be changed the date of the first reading would be July 1,1975.
