Special Meeting
September 11, 1975 9.30 A M
Meeting called to order by Mayor Morton E. Gilday at 9:40 A.M.
The Mayor announced that this meeting had been called to consider
a number of items.
Present were:
Mayor Morton E. Gilday
Vice Mayor Leslie W. Joy
Commissioner Robert E. Clark
Commissioner Ruth E. Mumford
Commissioner Harry Bauer
Also present:
Town Manager, Elaine W. Roberts
Town Attorney, Thomas E. Sliney
Finance Director, Anton Drasal
• Deputy Town Clergy, Bette Barker
In addition: Messrs. Earl Totz, Don Garbrick, Bob
Seymour, Mr. Cashman and Mr. Webb of
Webb Construction Company.
LAUDERDALE CONTRPsCT
Mr. Sliney gave a comprehensive report on this matter
for the benefit of the Commission. Mr. Cashman read a
letter dated September 2, 1975 that he had written to
the Town. A great deal of discussion followed regarding
the contract between Lauderdale and Webb.
Following discussion Mr. Sliney stated that he was
reluctant to authorize the Town to go ahead and pay the
unit price differences. Much discussion involving the
payments followed.

ORDINANCE - FIRST READING - TO ADOPT PROPOSED OPERATING
BUDGET 1975-76
Mr. Drasal submitted the proposed budget and delineated
all of the revisions.
Discussion followed relative to the anticipated revenue
for 1975-76,Revenue Sharing; both State and Federal,
salary increases. Mrs. Roberts, at this time, broke
down the salary increases for each employee. She
stated that in the light of the economic problems she
might have to reduce the staff at Town Hall.
Mayor Gilday asked the Town Attorney if a reading in full
would be necessary, Mr. Sliney replied it was not required;
however, he preferred that this ordinance be read in full.
Discussion followed regarding the passage of the Ordinance
• on first reading. Mayor Gilday suggested the. wording for
the Motion on first reading be: "I move that we accept
this Ordinance on first reading, full reading, and
adoption and/or rejection to follow at the next meeting."
Ordinance entitled "Appropriating Funds for the Fiscal
Year 1976-Beginning October 1, 1975 and Ending September
30, 1976" was read in full by the Town Manager.
MOTION by Commissioner Mumford/Commissioner Bauer that this Ordinance
be accepted for processing and that it be placed on the agenda for
a Special Meeting to be held on September 30th, at which time it
will be rejected or passed.
ROLL CALL on the Motion Carried Unanimously.
ORDINANCE - FIRST READING - MILEAGE 1975 TAX ROLL
Ordinance entitled "Effecting A Tsx Levy Based Upon
the 1975 Tax RQ11 of the Town" was read in full by
the Town Manager.
• Mayor Gilday called for a like motion to receive this
Ordinance for processing and to place it upon the agenda
for the Special Meeting to be held on September 30th for
final action.
