1975.09.30_TC_Minutes_Special• Tt7WN OF HIGHLAND BEACH, FLORIDA MINUTES OF MEETING OF TOWN COMMISSION Special Meeting September 30, 1975 9.30 A M Mayor Morton E. Gilday called the meeting to order at 9:33 A.M. and announced that this meeting had been called for a number of purposes. Present were: Morton E. Gilday, Mayor Leslie W. Joy, Vice Mayor Commissioner Ruth E. Mumford Commissioner Harry Bauer Commissioner Robert D. Clark Also present: Town Attorney, Thomas E. Sliney Town Manager, Elaine W. Roberts • Finance Director, Anton Drasal Town Clerk, Kathryn M. Borgemenke Approximately 25 citizens in the audience. Mayor Gilday recognized Mr. John O'Donnell, an attorney. Mr. O'Donnell stated that he was an attorney with the Palm Beach PBA and that he was present this morning to request that the Commission, in considering the budget, not reduce the Police Force from the present staff of 5 men and the Chief to 4 men and the Chief. Mr. O'Donnell also stated that specifically he was attending the meeting on behalf of Ben Burgess, who is proposed by Chief Jones to be dropped from the force in a budgetary cut back. Mr. O'Donnell stated his case relative to the cut back. • Minutes Highland Beach • Town Commission Special Meeting September 30, 1975 Page 2 of 5 Mayor Gilday, at this time, recognized Mr. Ralph Wilcke who expressed his dissatisfaction with the lift station abutting his property at 2624 So. Ocean Boulevard. He stated that his concern is the final appearance of this building. BOARD OF ADJUSTMENT Mayor Gilday stated that there has been a resignation on this board, William Wernecke. He offered the name of Raymond F. Blosser to the Board of Adjustment. At this time Mayor Gilday invited the nomination of Mr. Raymond F. Blosser. At this time Mayor Gilday called for additional nop~tinations. There were none. MOTION by Commissioner Clark/Bauer: "I'll move the appointment of Mr. Blosser for such a position." • ROLL CALL on the Motion Carried Unanimously. SECOND READING AND PUBLIC HEARING ORDINANCE NO. 286 - BUDGET 1975-76 Ordinance No. 286 was read in full by the Town Clerk and the Finance Director. Mayor Gilday called for the reading of the Budget - Department by Department. Mr. Drasal replied to this request. Mrs. Roberts questioned Page 1, General Income, Municipal Financial Assistance, in the amount of $31,000. Mr. Drasal replied that this was a typographical error and should read $3,000. This correction was noted by the Commission. It was established that the Water and Sewer funds were proprietary accounts and were not relative to establishing the millage for the Town. • Various questions were asked by Messrs. Dent, Brownley, Totz and Schubert. Minutes Highland Beach • Town Commission Special Meeting September 30, 1975 Page 3 of 5 Mayor Gilday called for a Motion on the Ordinance as read, the Ordinance to be effective on the 1st day of October, 1975. MOTION by Commissioner Clark/Commissioner Mumford: "I'll move the adoption of the Ordinance as read." Discussion followed relative to the reduction in the Police Department, the amount of people in the Finance Department and the cost of operating the Building Department. A lengthy discussion followed regarding the salaries of the individual Departments. Further discussion followed regarding the millage rate. ROLL CALL on the Motion Carried Unanimously. • SECOND READING AND PUBLIC HEARING ORDINANCE NO. 287 - ESTABLISHING MILEAGE Ordinance No. 287 was read in its entirety by the Town Clerk. Mayor Gilday called for a Motion to adopt the levy of millage as provided for in this Ordinance. MOTION by Commissioner Clark/Commissioner Bauer: "So move." A brief discussion followed relative to this Ordinance. ROLL CALL on the Motion Carried Unanimously. PITTSBURGH DES MOINES Mrs. Roberts stated that originally this item was on the agenda to request the Commission to grant an extension for this contract. However, a periodic pay estimate was received to be approved by the • Town Commission for payment for the final estimate and reconciliation agreement. All of the work has been completed on the tower. The balance is $14,300.35 and Mrs. Roberts asked for approval of payment of this. • Minutes Highland Beach Town Commission Special Meeting September 30, 1975 BILLS FOR APPROVAL Page 4 of 5 Mr. Drasal presented the bills for approval to the Commission. MOTION by Commissioner Bauer/Vice Mayor Joy: "I'll move that we approve the bills as submitted." ROLL CALL on the Motion Carried Unanimously. Being no further business to come before the Town Commission the meeting ADJOURNED at 11:00 A.M. After the Workshop Meeting, Vice Mayor Joy noted that a letter relative to Sgt. John Ryan had not been included in the Special • Meeting. At 12:09 P.M. Mayor Morton E. Gilday reconvened the Special Meeting of the Town Commission, Town of Highland Beach. The Mayor noted that there will be one last item of business. Mayor Gilday requested a motion to reopen the Special Meeting that was held earlier this morning. MOTION by Vice Mayor Joy/Commissioner Mumford: "So move." ROLL CALL on the Motion Carried Unanimously. Mayor Gilday announced that a letter had been received from the Police Chief dated September 25, 1975 to Mrs. Roberts. The Mayor read the letter aloud for the benefit of all. At this time Mayor Gilday asked Mrs. Roberts if it were her recommendation that the Chief's suggestion be followed. Mrs. Roberts answered in the • affirmative. Mayor Gilday called for a Resolution to the effect that the recommendation of Chief Jones for the demotion in rank of Sgt. MOTION by Vice Mayor Joy/Commissioner Clark: "I would so move," (See Resolution attached.)
