1975.09.30_TC_Minutes_Workshop TOWN OF HIGHLAND BEACH, FLORIDA • TOWN COMMISSION WORKSHOP Tuesday, September 30, 1975 Held in Conjunction with Special Meeting Mayor Morton E. Gilday called the Regular Workshop Meeting to order at 11:15 A.M. Present were: Morton E. Gilday, Mayor Leslie W. Joy, Vice Mayor Commissioner Harry Bauer Commissioner Ruth E. Mumfor~ Commissioner Robert D. Clark Mayor Gilday noted that there was no agenda presented for this meeting. • DECELERATION LANE - BIKE PATH Mrs. Roberts reported on suggested changes in the bike path in front of the Fire Station. Discussion followed relative to DOT regulations, striping of path, curb, etc. Mrs. Roberts also stated that Carr would do the work at the intersection of Bel Lido and Tranquility Drive for approximately $260.00. Mrs. Roberts elaborated on the necessary repairs to this area. Mayor Gilday took this time to read a letter from Regency Highlands. This letter expressed concern regarding the cut-back in the Police Department. The Mayor instructed Mrs. Roberts to answer. Mrs. Roberts explained to the Commission the plans she had for lift station #1, abutting Mr. Wilcke's residence. Mrs. Roberts reiterated the recommendations of the consulting engineer. • Mrs. Roberts stated that various people who have attended meetings have noted that there i~ not sufficient parking. She asked the Commission if they wished her to obtain a cost relative to paving • Workshop September 30, 1975 Page 2 of 3 the south west parking lot in the rear of Town Ha 11. It has been suggested that an additional bench be purchased to be placed at the north end of Penthouse Highland's driveway. The approximate cost would be $60.00. Discussion followed pertaining to the relocation of a bench from the north end of the Town. It was the unanimous consensus of the Commission that another bench not be purchased but perhaps rearranged. Mrs. Roberts referred to a letter from the Community Appearance Board, the Commission • spoke about the air conditioning in the Commission Chambers, purchase of flowers (plant) for the plumbing inspector and a suggestion to change the schedule of permit fees. Mrs. Roberts read a letter from the City Manager of Delray Beach relative to a meeting on Wednesday, October 8, 1975 re: "Page Communication System". Mayor Gilday noted that the Commission should agree on a charter of authority for the Police Commissioner. Discussion on this followed. The Mayor noted that there was no reference in the Charter providing for a Police Commissioner. Mr. Sliney noted that a complaint review board should be established in relation to the Police Department.
