• • Meetings of September 2, 1975 - Regular Meeting 11, - Special Meeting 18, - Special Meeting 24, - Budget Workshop 30, - Special Meeting 30, - Workshop The Town Clerk gave a brief synopsis of the Minutes for the month of September. There was one correction noted and made. Mayor Gilday called for a motion to approve the minutes as read. • MOTION by Commissioner Mumford/Commissioner Bauer: "I so move". TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Regular Meeting October 7, 1975 7:30 P.M. Meeting called to order by Mayor Morton E. Gilday at 7:30 P.M. Present were: Also present: Morton E. Gilday, Mayor Leslie W. Joy, Vice Mayor Commissioner Ruth E. Mumford Commissioner Harry Bauer Commissioner Robert D. Clark Town Attorney, Thomas E. Sliney Town Manager, Elaine W. Roberts Finance Director, Anton Drasal Police Chief, Kenneth Jones Building Official, John P. O'Grady Town Clerk, Kathryn M. Borgemenke Approximately 35 citizens in the audience. PLEDGE OF ALLEGIANCE PUBLIC REQUESTS: None Approval of Minutes, as written: ROLL CALL on the Motion Carried Unanimously. I Minutes Highland Beach • Town Commission Regular Meeting October 7, 1975 Page 2 of 6 REPORTS OF VARIOUS AGENCIES OF THE TOWN: (a) Board of Adjustment - No Report (b) Community Appearance Board - No Report Mayor Gilday noted that the term of Mr. Beekman will expire this month. He called for a nomination to have Mr. Beekman succeed himself. MOTION by Vice Mayor Joy/Commissioner Mumford: "I will offer that nomination". Mayor Gilday then called for any other nominations. There were none. ROLL CALL on the Motion Carried Unanimously. Mayor Gilday recognized Mr. Beekman who was in the • audience and thanked him for his time and effort. (c) Housing Board of Adjustment and Appeals - No Report (d) Planning Commission - Mayor Gilday recognized Mr. Joseph Boscove, Chairman of this Commission. Mr. B©scove reported that the Planning Commission will be holding a Public Meeting Wednesday, October 15, 1975, to discuss the revisions of the Comprehensive Plan. (e) Police Commissioner - Senator Hults was absent this evening and the Mayor called on Chief Jones to submit the monthly report for September. Election of Town Representatives to Retirement Plan Board of Trustees. Mayor Gilday announced that it was necessary to elect two representatives to the Retirement Board • of Trustees. He called for two nominations from the Commission. MOTION by Commissioner Clark/Vice Mayor Joy: "I would move that Commissioners Mumford and Bauer be reelected for this next term. ROLL CALL on the Motion Carried Unanimously. Reports and/or Recommendations of the Town Manager, Mrs. Elaine W. Roberts. Mrs. Roberts spoke on the following subjects: New personnel rules. It was unanimously agreed that this item be considered at a workshop. Change of addresses on Ocean Boulevard. The Commission decided to investigate if it would be possible to drop the South from Ocean Boulevard. This will be • an open matter subject to further consideration. Letters relative to the designation of a change in flood plain classifications for the Town. Letters from the Town Attorney, re: 98 year Land Use restriction for Ambassadors Site 5 and the bonds not yet supplied to the Town. Southern Bell's construction along the bike path. Publication of Bulletin on a bi-monthly basis. The Commission agreed to try this for a cost saving project. MOTION by Commissioner Bauer/Commissioner Clark: "I move to cut down the monthly .mailing of the bulletin to bi-monthly mailing and thereby save postage." ROLL CALL on the Motion Carried Unanimously. Comprehensive Land Use Plan, per Florida State Statute. Meeting on October 8, 1975 regarding the Page Communication System. County matching funds for Bike path is included in the new budget. Building Department Report: Temporary C/O for Ambassadors Site 5 has been extended to October 17, 1975. Finance Department: Audit started October 1, 1975. Health and Environment. Public Works and Utilities Reports: Bridge inspection (State) program. Minutes Highland Beach • Town Commission Regular Meeting October 7, 1975 Page 4 of 6 Marking and striping of deceleration lane. Infiltration at sewage interim treatment plant. Mrs. Roberts requested the Town Commission to hold a Special Meeting one week from today (Tuesday, October 14, 1975) to settle the request of Webb Contracting relative to the increased cost. The Town Attorney agreed to this meeting. Mrs. Roberts asked the Commission to approve the $260.00 expenditure to build up around the intersection of Bel Liao and Tranquility Drives. Carr Soil and Sod will be doing the work. Mayor Gilday called for a motion to approve this expenditure. MOTION by Commissioner Bauer/Vice Mayor Joy: "I'll be happy . to make that motion to approve that expenditure out of the Road and Bridge Fund." ROLL CALL on the Motion Carried Unanimously.. Reports of Members of the Town Commission (a) Mayor Morton E. Gilday. Mayor Gilday gave a brief report felative to the budget, pending law suits; VanLennep, Healy and Hoffmann. (b) Vice Mayor Leslie W. Joy - No Report (c) Commissioner Ruth E. Mumford - No Report (d) Commissioner Robert D. Clark - No Report (e) Commissioner Harry Bauer - No Report Mayor Gilday took this time to thank Commissioners Mumford and Bauer for all their work on the Bicycle path. FIRST READING OF ORDINANCE Ordinance No. 289 was read by the Town Clerk by Title only. Ordinance No. 289 entitled "Amending Chapter 7 of the Code of Ordinances, Titled Buildings". Ordinance No. 2gg was read by the Town Glerk by Title only. Ordinance No. 288 entitled "Amending Chapter 19 of the Code of Ordinances, Titled Plumbing". Minutes Highland Beach • Town Commission Regular Meeting October 7, 1975 Page 5 of 6 It was noted that these ordinances will be read on second reading and public hearing on Tuesday, November 4, 1975. SECOND READING OF ORDINANCR Ordinance No. _285 was read in its entirety by the Town Clerk. Qrdinance No. 285 entitled "Adopting F.S.S. 316 - Uniform Traffic Control". Mayor Gilday called for a motion to adopt this Ordinance as read by the Town Clerk. MOTION by Commissioner Clark/Commissioner Mumford: "So move". ROLL CALL on the Motion Carried Unanimously. It was noted that this ordinance should be • codified into the Code of Ordinances and to be- come effective on October 7, 1975. UNFINISHED BUSINESS Mayor Gilday recognized Mr. Ben Burgess who requested to address the Commission. Mayor Gilday denied this request due to the fact that Mr. Burgess is not a resident nor a taxpayer in the Town. He suggested that Mr. Burgess see the Town Manager in her office, for any discussion. Mayor Gilday then recognized Mr. Ben Townend, a resident of Bel Lido. Mr. Townend stated that he felt the citizens of the Town should be told why Mr. Burgess was dismissed. He went on to elaborate on this statement. Discussion followed between Mr. Townend and Mayor Gilday. Mayor Gilday stated that if Mr. Townend had any • complaints he should file them with the Chief of Police. Mayor Gilday then recognized Mr. James Schubert who stated that he had made a written complaint and that the complaint was not answered. Mrs. Roberts stated that this will be followed up in a day or so. Mayor Gilday noted that Mr. Burgess appeared with his attorney previously in order to be heard and could now proceed legally if he so chose. Mayor Gilday recognized Mr. Dent who stated that he felt the Police Commissioner should investigate this and report his findings to the Town Commission. Further discussion followed. BILLS FOR APPROVAL Mr. Drasal presented the bills to be approved by the Town Commission. • MOTION by Commissioner Bauer/Commissioner Mumford: "I'll move these bills be paid". ROLL CALL on the Motion Carried Unanimously. Being no further business to come before the Commission, the meeting ADJOURNED at 9:05 P.M.
