Special Meeting
October 14, 1975 9:30 A.M.
Meeting called to order by Mayor Morton E. Gilday at 9:40 A.M.
Present were:
Mayor Morton E. Gilday
Vice Mayor Leslie W. Joy
Commissioner Ruth E. Mumford
Commissioner Harry Bauer
Commissioner Robert D. Clark Absent
Also present:
Town Manager, Elaine W. Roberts
Town Attorney, Thomas E. Sliney
Finance Director, Anton Drasal
Town Clerk, Kathryn M. Borgemenke
• RESOLUTION - POLICE COMMISSIONER AND COMMITTEE
Resolution No. 291 was read in its entirety by the
Town Clerk.
Mayor Gilday called for someone to move the adoption
of the Resolution as read by the Town Clerk.
MOTION by Commissioner Bauer/Vice Mayor Joy: "I'll move that
we adopt this Resolution."
A brief discussion relative to this Resolution followed.
ROLL CALL on the Motion Carried 4 - 0.
WEBB MATTER
Mr. Sliney stated that he had not received a reply from
Reliance Insurance. He did, however, talk with Mr.
Casht~an of Webb Contracting Corp.
Mr. Klinck, representative of Russell and Axon, presented
• to the Commission the cost breakdown between Lauderdale
and Webb on the improvements to the Town's Water System.

Discussion followed relative to cost overruns, penalties,
work completed through pay estimate #10, cost of materials
in 1973 as opposed to 1975, etc.
At this time Mr. Logan Cashman joined the discussion.
Mayor Gilday suggested that Lauderdale Corp. request
that we pay whatever the amount may be due to Webb. Corp.
Mr. Sliney suggested a power of attorney be worked out
between Webb and Lauderdale.
Mayor Gilday stated that perhaps the best action for the
Town at this time would be to authorize the Attorney
to give Webb a communication to the effect that the Town
Commission will honor Webb's increased prices not to
exceed these figures involved on the breakdown sheet that
was presented by Russell and Axon this morning.
• Mr. Sliney restated this for a Motion: "It is my under-
standing that the Town is proposing to authorize a
continuation of this contract in a letter to Webb saying
that it will pay increases to the extent shown on this
particular sheet (reference sheet attached) and also
saying that it will pay Webb directly if we have written
approval from Lauderdale to that effect."
Mayor Gilday: Further additional approval - we will
pay them directly or by joint check.
MOTION BY Vice Mayor Joy/Commissioner Mumford: "I so move."
ROLL CALL on the Motion Carried Unanimously.
PERSONNEL RULES AND REGULATIONS
Mayor Gilday suggested that this item be held over until
the Workshop Meeting to be held on October 28, 1975. He
also noted that Commissioner Clark will have returned
from vacation at this time.

NOTARY CHARGES

Mrs. Roberts explained that the non-residents of the
Town are currently paying a fee. Residents of the
Town do not pay a notary fee.
A brief discussion followed regarding the subject.
Mr. Sliney stated that the policy should be: the
residents of the Town shall not be charged a notary
fee. It would be in order to charge the non-residents
and the notary can keep the fee.

Mayor Gilday called for a Motion: that for notarizations
taken by employees of the Town in Town Hall no charge is
to be made for that service rendered to Town residents -
a charge may be made for non-residents and the fees, in
that case, are to be retained by the notary
MOTION by Commissioner Bauer/Vice Mayor Joy: "I'll mov® that we
accept that."
ROLL CALL on the Motion Carried Unanimously.
Mrs. Roberts announced that the Post Office has
requested that the citizens of Highland Beach change
their zip code as soon as possible. This notice will
appear in the bulletin.
BILLS FOR APPROVAL
Mr. Drasal presented to the Commission the bills for
approval.
MOTION by Commissioner Rauer/Vice Mayor Joy: "I'li move we
approve these bills as read.
