TOWN COMMISSION WORKSHOP
Tuesday, October 28, 1975
9:30 A.M.
Mayor Morton E. Gilday called the Regular Monthly Workshop Meeting
to order at 9:30 A.M.
Present were:
Morton E. Gilday, Mayor
Leslie W. Joy, Vice Mayor

Commissioner Ruth E. Mumford

ORDINANCES
Second Reading and Public Hearing - November 4, 1975.
Ordinance No. 288 - Amending Chapter 19
Plumbing. No Discussion.
Ordinance No. 289 - Amending Chapter 7
Building. Discussion followed relative to
comparison of other municipalities rates.
Rationale for increases. Increased costs
to the Building Department.
RESOLUTIONS
Resolution No. 293 - Directing Conformance with
State Communications Plan - It was decided
that the requirements of the State were not
clear. The Commission requested additional
information before considering the matter.
• Resolution No. 294 - New Signature Cards and
Resolution for University National Bank of
Boca Raton - Retirement Plan. Discussion

followed questioning which Board and/or Commission
should adopt this Resolution. It was decided to
check this out with Mr. Drasal, Finance Director.
Paving of South West Parking Lot - Carr Soil and
Sod.
Carr Soil and Sod submitted a proposal for paving
south west parking lot in the amount of $1,890.00.
Mr. O'Grady suggested the grading of the surface
for a temporary parking lot.
Rules and Regulations -
Changes as noted: #1 Working Hours, #8 Employee
Grievance Procedure, #12 Compassionate Leave,
#10 Holidays, also additional requirements com-
posed by Commissioner Clark, #14 Time off for
Illness, #15 Group Insurance; the Commission
was in agreement with any additional and/or
changes. A New Directive will be distributed
before the adoption of Personnel Rules and
Regulations.
CORRESPONDENCE
Letter to Mayor from Regency Highlands requesting
a temporary Certificate of Occupancy to show models
in building. Discussion followed relative to the
question of safety. Mr. O'Grady replied to all of
the Commissioners' questions.
Mayor Gilday stated that this would be proposed
at the Regular Meeting and he asked the other
Commissioners to offer other names at this time.
BOARD OF ADJUSTMENT
Reappointment of Fred Hartkopf,lst Alternate one
year term.
WATER SYSTEM
Mrs. Roberts informed the Commission that she and
the Vice Mayor are to meet with an engineer relative
to the expansion of the water plant. Discussion
followed pertaining to cost, construction, etc. It
was the unanimous consensus that water expansion
should not be considered until the water and sewer
lines are completed on AIA.

TOWN MANAGER
Mrs. Roberts reported on the following items:
Her vacation, hiring a maintenance man (part
time), Street light Ambassadors Site 1, Gracey
Brothers Insurance, Occupational License (Mr.
Sliney and Mr. O'Grady spoke to this subject),
Mr. Olsen's letter pertaining to lots and/or
homes for sale in Bel Lido and placing a sign
at entrance of the subdivision. It was decided
that this request would not be permitted under
the Sign Ordinance. Letter from Mr. Urbanek
relative to the Sales Model remaining on the
site. Striping deceleration lane for approximately
$95.00. Flag Ship Bank now owning Boca Cove.
Lethal Yellow letters_to property owners.
Mayor Gilday recognized Mr. Thomas P. Losee,
President of the Civic League. He told the
Commission that the monthly meetings would be
• changed to follow the Commission Workshop
Meetings and try to get the trustees to become
more involved.
Mayor Gilday then recognized Col. Hauck who
spoke briefly.
