Meeting called to order by Mayor Morton E. Gilday at 10:00 A.M. Mayor Gilday announced that this meeting was called following an inspection this morning by members of the Town Commission of the Sewage Interim Treatment Plant. Present were: Mayor Morton E. Gilday Vice Mayor Leslie W. Joy Commissioner Ruth E. Mumford Commissioner Harry Bauer Commissioner Robert D. Clark • Also present.: Town Manager, Elaine W. Roberts Consulting Engineer, John Klinck Can-Tex Representatives Earl Totz, Highland Beach Utility Company Jesse Arney, Operator Thomas Sliney, Town Attorney Mayor Gilday recessed the meeting for approximately 10 minutes until the Town Attorney and Jesse Arney arrived. Mayor Gilday called the meeting back into session at 10:20 A.M. Mr. Arney and Mr. Sliney were present. Mayor Gilday called on Mrs. Roberts and she listed the deficiencies found at the plant. She also read from a copy of a letter addressed to Mr. Urbanek from the County Board of Health. In comparison the lists were quite similar. She orally stated the deficiencies. Mrs. Roberts stated that someone from the Board of Health would join her and the engineer on a tour of the plant site next week. Only one motor is working, repairs on the second motor are anticipated. Mr. Klinck stated that he would call the Health Department and request an inspection. Mrs. Roberts stated she would like to go along. Discussion followed pertaining to the fuel line leak on the generator. Mr. Arney will keep an eye on this. Discussion reverted back to the motor at the plant that is not working. Many alternatives were mentioned to remedy this situation. The sinking of the vault was explained by Mr. Klinck. He stated that it was not sinking at this time, and that the joint between the building and the vault can be repaired. Mrs. Roberts opined that Florida Power and Light would not agree with this. Commissioner Clark stated that the Town has no obligation to maintain the plant until after it is accepted. He then read the agreement signed by Mr. Urbanek. Mr. Klinck stated that he believed the motor located at the plant that had burned out was still under the contractor's one year warantee and he felt the Town should not be expected to pick up the motor and take it down to Lauderdale. He stated that they (Engineers) are going after the contractor. Mr. Klinck stated that he would talk to Mr. Conroy of Florida Power and Light relative to the vault. • I Minutes Highland Beach • Town Commission Special Meeting November 6, 1975 Page 3 of 4 Mrs. Roberts read from a letter dated this date from Russell and Axon relative to Lift Station No. 1. A great deal of discussion followed regarding Lift Station No. 1. Mayor Gilday suggested and asked the Town Attorney if he agreed; that the Town now accepts Lift Station #1 and System #1 for oQeration only and this in no way represents a final acceptance of this system or of the lift station. Mr. Sliney agreed and questioned the other defects on the other systems that precipitated the Town receiving the bonds. • Mayor Gilday called for statement of acceptance (underlined above) a Motion on his previous for operation only. MOTION by Vice. Mayor Joy/Commissioner Mumford: "I'll move that." ROLL CALL on the Motion Carried Unanimously. Commissioner Bauer urged the Commission and Consulting Engineer to investigate any sources of maintenance for the system and also backup supplies for mechanical failures. The Commission agreed that a maintenance program should be established and carried out.
