MINUTES OF MEETING OF TOWN COMMISSION
Workshop Meeting
December 30, 1975 9:30 A.M.
Mayor Morton E. Gilday called the Regular Workshop Meeting to order
at 9:30 A.M.
Present were:

76.1 ~'OLICE DEPARTMENT - BENEFITS AND COMMENDATION
Mayor Gilday read a communication from the Chief of Police.
The Chief recommended a commendation for Ptl. Giordano
in the form of resolution. It was the consensus of the
• Commission that the necessary papers be readied for
the Regular Meeting to be held on January 6, 1976.
Mrs. Roberts asked if Mr. Horton's signature as Police
Commissioner be added to this commendation. This was
agreed upon.
Mayor Gilday read from a list of requests presented by
the members of the Police Department. Any changes or
definite action will be listed below:
A). The Police Department will have the following days
off as "holidays" - New Year's Day, Washington's Birthday,
Easter, Memorial Day, Independence Day, Labor Day,
Veteran's Day, Thanksgiving and Christmas.
B) When a holiday falls on an officer's day to work he
will be paid straight time plus holiday pay.
F) The total number of sick days that can be accumulat~4d
is 90.
H) Compassionate leave will be the same for the Police
Department as it is for the employees of Town Hall.

Mrs. Roberts stated that she will have these items drawn
up as personnel rules and regulations for the Police
Department and it will be presented at the Regular Meeting
Tuesday, January 6, 1976 for the Commission's approval..
76.3 MUNICIPAL CODE CORPORATION
Mayor Gilday read a letter from Mr. Laslie of the Municipal
Code Corporation dated December 4, 1975. Mrs. Roberts
requested that the Commission increase the supplements
back up to 100 as agreed to in the original contract.
76.4 ELECTION WORKSHOP - TALLAHASSEE
Mayor Gilday read a memorandum from the Supervisor of
Elections, Jackie Winchester. Mayor Gilday recommended
that nobody be sent to this. He felt Mrs. Winchester
would explain the new laws and changes thereto.
76.5 U.S.G.S. Letter dated 12/8/75
• Mayor Gilday read the letter to Mrs. Roberts from the
U.S.G.S. Discussion followed relative to this matter
and it was decided that more information should be obtained.
76.6 DIVISION OF FORESTRY - PALM TREES
Mrs. Roberts informed the Commission that the State now
has a program to plant Malayan and Maypan palm trees enc~
distribute them in about 12 to 2 years to municipalities
for use on public land.
76.7 BULKHEADS, DOCKS, DOLPHIN PILE
This is for a tentative approval for Dredge, Bulkhead,
Dock and Dolphin Pile Construction Project for Mr. August
Urbanek in the Intracoastal Waterway adjacent to Town
Lots 93 & 94. Mrs. Roberts read this request for the record.
After a brief discussion the Commission decided that Mr.
Noble and Mr. Urbanek be requested to appear at the
Regular Meeting January 6, 1976.

that there were approximately 10 lots in Bel Lido that
still owe "lot mowing fees" from 1972. The auditors
are requesting permission from the Commission to write
the amount of $210.00 off the books of the Town. It was
noted that writing these off will not prevent the Town
from collecting what is due.
76.9 MODEL BUILDINGS - (Boca Hi and Ambassadors West)
Mrs. Roberts stated that further research by Mr. Sliney
was necessary before this could be presented by the
Commission.
Mrs. Roberts reported that the tax monies received to
December 23, 1975 amounts to $186,629.00. The water main
from Highland Beach south to the Town limits has been
approved by the Board of Health. Timers on sprinkler
system were installed and before the bill s.s paid the
Plumbing and Electrical Inspectors will check and
verify the job.

76.2 INSURANCE COVERAGE
Mayor Gilday asked Mr. Drasal if all the insurance problems
were solved. Mr. Drasal presented two proposals: one from
Rob Roy and one from Gracey Brothers. After a lengthy
discussion on this subject it was the consensus of the
Commission to accept the proposal of Rob Roy in the amount
of $1,641.00 for automobile insurance.
Mrs. Roberts noted that there was a comparison of group
insurance for the employees submitted to the Commission.
Discussion relative to this coverage followed. In view
of the fact that Blue Cross-Blue Shield will increase
its premium by 1/3 on January 1, 1976; the consensus of
the Commission was that the Town have its employees
covered by Prudential.
