Workshop Meeting
January 27, 1976 9:30 A.M.

76.5 U.S.G.S. - Salt Water Intrusion Well
Mayor Gilday recognized Mr. James R. Rollo and
Mr. Bill Scott of the U.S.G.S. Mr. Rollo gave
an informative presentation to the Commission
on the probability of salt water intrusion.
It was brought to the attention of the Commission
that $3,000.00 would be available to the Town
from January 1, 1976 to December 31, 1976, if
the Town was desirous in participating in this
Cooperative Agreement and agreed to provide
matching funds.
The Town Commission decided to study this
Agreement further.

NEW BUSINESS
76.12 RESOLUTION NO. 302 - Distribution of Monies
The Town Manager noted that the only change
would be in Section 2. (b) which would
exclude some of the on-going expenses as
delineated in the Resolution.
Mayor Gilday questioned the fact that "any
department head" would fall under this
request along with the Town Manager. The
Mayor suggested the wording "any department
head with the approval of the Town Manager"
should be included after the words "may be
made without further approval by the Commission
and (Mayor's Wording).
Mr. Sliney suggested that some clarifying
wording be added to the effect "previously
• approved by the Commission in the General
Operating Budget for the current fiscal year."
This item is to be placed on the Agenda for
February 3, 1976, Regular Meeting.
76.13 RUSSELL & AXON - Letters dated 1/5 & 1/14/76
Mrs. Roberts read the letter dated January 5, 1976.
Discussion followed relative to the abandoning
the existing transmission main. Mrs. Roberts
read a proposal from Webb General Contracting
and then noted she had received an additional
proposal from Lyons Construction Company.
Additional discussion followed pertaining to
the Cross connection between the new water
main, the elevated water tank and ground
storage tank.
Mrs. Roberts spoke to the su3nject of the tie in
with the Boca water line at the south end of the
Torn. Discussion followed regarding the repaving
of Appleby Street and the work on the bicycle path.
The Town Manager was instructed to obtain
information, from other cities and perhaps the
county, relative to keeping heavy equipment off
the bicycle path.

It was the consensus of the Commission that
this work must be done, (work referred to
in letter dated 1/5/76 from Russell & Axon).
76.14 POLICE DEPARTMENT - Increments, Pay Plan Merit System
Mayor Gilday asked if only the Police Department
system was scheduled for discussion at this time.
Mrs. Roberts noted that the Pay Plan that she
drew up was to cover all employees in the Town
Hall and the Police Department. Mayor Gilday
announced, at this time, that Betty Funck has
resigned effective the last of March.
Mayor Gilday suggested that Mrs. Roberts become
involved in a study of this pay plan with
Commissioners Clark and Hults.
76.13 RUSSELL & AXON (second letter) Dated 1/14/76
Mrs. Roberts asked for the consensus of the
• Commission relative to this change order to
expedite its transmittal back to the engineers.
The Mayor asked for confirmation from the Town
Attorney and this item will appear on the
Agenda February 3, 1976, Regular Meeting.
76.15 WATER AGREEMENT - Boca Raton - Mutual Aid
This .agreement was discussed at length and it
was the consensus of the Commission and the
Town Attorney that in Section 3 in the second
and fourth lines the word "so" be changed to "or".
Mrs. Roberts asked Mr. Sliney to check this
change out with the Attorney for Boca Raton.
76.16 LEASE - Reserve Well Field
Mayor Gilday noted that he had had a request for
some time, by the Boca Raton Community Theatre,
for a lease of a portion of this same field.
Mayor Gilday stated that before the Town entered
into this lease they should find out the feelings
• of Boca Raton relative to this Community Theatre.
Mayor Gilday showed plans to the Commission where
the theatre would be placed on the land. Discussion.

followed relative to the lease, dimensions of
the building, etc.
Mrs. Roberts stated that she would check into
any situation the Commission questioned and
report back.
Mayor Gilday recognized Mr. Tom Losee who
questioned if this would impair the future
water needs of the Town. Discussion pertaining
to this subject followed.
Mrs. Roberts took this time to call to the
attention of the Commission the request of the
City of Boca Raton for a right-of-way deed in
the area of 70th Street, N. W. and Santa Fe
Trail. This request involves a portion
approximately 30' x 200' of the well field.
There were questions relative to the lease that
were discussed.
• 76.17 PLANNING COMMISSION - Letter of Recommendation
Mayor Gilday announced that the Planning Commission
had submitted a letter of recommendation requesting
that the Town Commission amend the Zoning Code,
Chapter 30, Section 5.3 (b~. Mrs. Roberts
explained the intent of the recommendation to the
Town Commission. Mayor Gilday suggested that the
Ordinance be prepared for first reading February
3, 1976, Regular Meeting. The Town Attorney will
draw up the necessary amending ordinance.
Mrs. Roberts announced that the Comprehensive Land
Use Plan had been submitted to the State Division
of Planning. They requested a designation of a
local planning agency and Mayor Gilday verified
this fact in a letter. An Ordinance will follow
establishing a local planning agency. The Town
Attorney stated he would draft the necessary
ordinance for the meeting, February 3, 1976, Regular
Meeting.
• Mrs. Roberts stated that she had more items to bring
before the Commission during this Workshop Meeting.

Mayor Gilday asked to be excused at this time.
Mrs. Roberts informed the Commission that Herold
Pearson, the plumbing inspector for the Town,
had passed away and she requested wishes of the
Commission. It was the consensus of the Commission
a donation in the amount of $25.00 should be
submitted to the Cancer Fund.
Mrs. Roberts told the Commission about her talk
with the Director of Customer Service, Postal
Department relative to the Town's Post Office.
She then suggested that the hiring of two part
time people might resolve the situation. It was
decided to put a notice in the Bulletin that help
would be needed on a part time basis in the Post
Office.
Mrs. Roberts presented a communication from the
South County Central Dispatch System, including a
recommendation that nothing be done at this time.
There have been three estimates received for
maintenance of the sewer system at this time.
Mrs. Roberts noted the basic charges proposed by
each company.
Discussion followed relative to Mr. Arney and his
contract.
Mrs. Roberts informed the Commission that the Audit
Report had been submitted to the Town with a bill
for $13,250.00. Discussion followed relative to
this matter. It was suggested that bids be
obtained from other auditors.
Mrs. Roberts gave a very brief report on: status
of general insurance for the Town, VanLennep's
appeal to the Supreme Court being turned down,
and the arrival of additional terramycin for
palm tree injections.
