Workshop Meeting
February 10, 1976 9.30 A M
Mayor Morton E. Gilday called the Workshop Meeting to order at 9:31. A.M.
Present were:
Morton E. Gilday, Mayor
Leslie W. Joy, Vice Mayor
Ruth E. Mumford, Commissioner
William S. Hults, Commissioner
Robert D. Clark, Commissioner
Also present:
Thomas E. Sliney, Town Attorney
Elaine W. Roberts, Town Manager
Kathryn M. Borgemenke, Town Clerk
Mayor Gilday noted that this Workshop had been called to discuss the
• water treatment plant expansion.
76.19 WATER TREATMENT PLANT EXPANSION
Mayor Gilday called on Mrs. Roberts to explain why
the Commission had met this date,
Mrs. Roberts reported that last Wednesday (2/4/76) the
Vice Mayor, Jesse Arney, Doc Lyons and she met at the
water treatment plant, to see where an additional filter
could be installed. They also went over the plans for
the treatment plant expansion that Russell and Axon
submitted August 13, 1975.
Mrs. Roberts suggested alternatives presented by Vice
Mayor Joy. She noted that another filter between
350,000 and 500,000 gallons would bring the plant up
to par during the peak season.
Discussion followed relative to new filters.
It was noted that there is a definite problem with the

new wiring over to the well field. Mrs. Roberts has
requested a cost estimate for this work from Doc Lyons.
She also requested Jesse Arney to get an estimate from
Edwards Electric. Discussion relative to the calculation
of water consumption in the Town followed.
Mayor Gilday asked if this would be a partial solution
over a period of years and Mrs. Roberts answered in the
affirmative. The additional filters would be part of
the expansion plan.
Mrs. Roberts stated that right now there were three things
needed: rewiring to well field, another filter (or
alternatives), and to provide an automatic lime feed room.
Vice Mayor Joy brought up the subject of salt water
intrusion in the well fields.

A great deal of discussion followed relative to the
elevated tank and the ground storage tank and the purchase
of water from Boca Raton. At this time Jesse Arney
joined the meeting.
Mr. Arney answered all questions that were asked him by
the Commission and Town Manager.
Mrs. Roberts suggested that the Town advertise for
engineers for this one specific project: Water Plant
Expansion.
Mrs. Roberts gave a most thorough report on the omission
of the cross aver line from the elevated tank to the
ground storage tank. She also read letters from John
Klinck of Russell and Axon.
Mr. Sliney noted that this project was part of an existing
contract and the general contractor controls the
situation.
Mrs. Roberts stated that she would look over the contract
to see if this work that had not been performed could be
omitted by a change order. She will further investigate
this matter.

Mrs. Roberts explained that she had requested another
change order to the contract; this item was the
installation of the 14" valve at the south end of Town.
She stated that there was no reason for Lauderdale to do
this work if the Town is going to arrange with somebody
to make the cross connection between Boca Raton and
Highland Beach.
Mrs. Roberts asked the Commission if they were willing
to pay Russell and Axon for the engineering they did
for the cross connection? This was affirmed. Plus
remove the cost of Lauderdale making the tie-in
between the old and new water line? The Mayor stated
remove it or if the difference is not much leave it
alone, pay them as though they had made it, and still
treat this as a different job. The Mayor asked Mrs.
Roberts to investigate and see if this can be done.
Discussion followed relative to joint payment and how
• assignment should be made. Discussion followed pertaining
to Waterway, the parent corporation of Lauderdale and
correspondence received by the Town.
Mrs. Roberts reiterated the consensus of the Commission
l) call John Klinck, find out how to and if to remove, -
what the cost would be to remove from the contract the
cost of the tie-in, and if it is not very much, to pay
it and proceed on our own with tie-in from the ground
water storage tank to the elevated tank; 2) she should
continue in getting estimates in correcting the wiring
between the treatment plant and the well field; and 3)
speak to someone in Boca Raton about purchasing water
from them.
Commissioner Hults suggested that the Town should go
further and start to search for new engineers. Mrs.
Roberts agreed that the Town should advertise for engineers.
Discussion pertaining to this matter followed.
Commissioner Mumford reported that before she purchased the
paint for the bicentennial painting of the fire hydrants
• she wished to inform the Commission that she could purchase
the paint at a discount of approximately $30.00. The hydrants
to be painted would be on AIA only. It was the consensus of
the Commission that Commissioner Mumford proceed with her project
