TOWN OF HIGHLAND BEACH, FLORIDA

Special Meeting
February 17, 1976 9:30 A.M.
The Special Meeting was called to order by the Mayor at 9:30 A.M.
Present were:
Mayor Morton E. Gilday
Vice Mayor Leslie W. Joy
Commissioner• Ruth E. Mumford
Commissioner William S. Hults
Commissioner Robert D. Clark
Also present:
Anton Drasal, Finance Director
Kenneth Jones, Chief of Police
Jesse Arney, Water Plant Operator
John Klinck, Don Garbrick, Bob Seymour of Russell and Axon
• Jane E. Barker, Deputy Town Clerk
The Mayor announced that this meeting was called for a number of
reasons.
Inasmuch as neither the men from Russell and Axon nor Jesse Arney
were present at this time, the Mayor announced that they would
discuss the third item on the agenda:
76.22 POLICE DEPARTMENT - EDUCATION
Mayor Gilday asked Mrs. Roberts if she had the letter
received from Patrolman Giordano. She did not - but
went to get it. Patrolman Giordano was raising the
question about his education. Upon Mrs. Roberts' return,
she stated that she had given the Commission excerpts
of the State Statutes and referred to Page 1F-6 where it
explains how much the patrolmen receive for each one of
the courses. She went on to list the courses and how
much extra they received. This is paid by the Town but
is included in the State Revenue Sharing monies.
• There was considerable discussion regarding how much of
this education would be of benefit to Highland Beach.

The question was asked by the Town Manager, if matters
like this should be handled administratively or be
brought before the Commission.
Mrs. Roberts read the letter from Patrolman Giordano
regarding this most recent course that he wanted to
take at Palm Beach Junior College and also read her
answer to him.
Chief Jones was then asked what his opionion was and
he spoke to this subject.
76.20 - PROPOSAL FOR WATER TANK & TOWER CROSS CONNECTION
Mrs. Roberts questioned Mr. Klinck, via a telephone
conversation, that the work to be done by Lauderdale
Contracting to tie in the water tota'er and tank was
taken out of the contract in Change Order Number 4,
amounting to $1,240. In other words, if the Town
• were to receive two bids on this project, they could
go ahead and bid, since it is not now in the contract.
Mr. Klinck replied in the affirmative.
Mrs. Roberts went on to say that we have received two
bids - one from Webb Contracting in the amount of
$15,965 which was a reduction of $800. from their
original bid of $16,765. Lyons Construction offered
a bid of $11,525.
Mrs. Roberts asked the question regarding whether the
water would have to be shut down when they are taking
care of this matter. Mr. Klinck explained that the
water supply to the tank would be shut off - but the
water coming out of the tank would still be there.
Mr. Klinck went on to explain in great detail the process
to the Commission, during which there was much discussion.
76.21 - PROPOSAL FOR TIE-IN BETWEEN HIGHLAND BEACH AND
BOLA RATON
• Mrs. Roberts reported receiving three bids on this as
follows:

Webb General Contracting - $3,412 to make the
emergency connection
at the south end of
Town between Highland
Beach and Boca Raton
Robert DeMore - Engineering Contractor - in the
amount of $1,200.
Lyons Construction - in the amount of $920.
Mayor Gilday questioned whether all of these people
were bidding on the same thing. There was discussion
as to whether - if Mrs. Roberts could get Doc Lyons
to itemize his bill - would the Commission care to
authorize Mrs. Roberts to go ahead and have the work
started: Mayor Gilday asked if someone would make the
motion that providing Doc Lyons would specify the same
effect as Webb did for the price of $920,. the same can
• be accepted and Mrs. Roberts can authorize him to proceed.
MOTION by Commissioner Hults/Vice Mayor Joy: "I so move".
ROLL CALL on the Motion Carried Unanimously.
Further discussion todcplace regarding a future proposed
connection to be made between the City of Boca Raton and
our water plant off U.S. 1.
Mrs. Roberts then mentioned that Mrs. Eypel had been in
the office in connection with the Community Chest. She
inquired as to whether the Town wished to give anything
to the Community Chest this year? Inasmuch as we have
never given anything before, Mrs. Roberts informed her
that everyone gave privately and she assumed that the
same thing would apply this year. The Town Commission
agreed with this supposition.
BILLS FOR APPROVAL
Mr. Drasal presented the bills for approval.
Mayor Gilday called for a motion to accept and approve
these bills..

Commissioner Mumford mentioned that she has received many
complaints about sprinklers close to the bike path.
The south west area behind the Town Hall will have a coat
of oil put on it and concrete markers will be installed
and the employees will be instructed to park their cars
in that area.

Mayor Gilday expressed thanks to Commissioner Mumford
for the painting of the fire hydrants. Commissioner
Mumford, in turn, expressed thanks to the Fire
Department for their help in this project.
