Gilday at 9:30 A.M. Present were: Mayor Morton E. Gilday Commissioner Ruth E. Mumford Commissioner William E. Hults Commissioner Robert D. Clark Mayor Gilday announced that Vice Mayor Joy would join the Commission in a few minutes as he had a Doctor's appointment. Also present: Anton Drasal, Finance Director Elaine W. Roberts, Town Manager • Thomas E. Sliney, Town Attorney Kathryn M. Borgemenke, Town Clerk 76.48 Resolution No. 310 - Opposin Amendments to Part VI, Chapter 553, re: Building Code Resolution No. 310 was read by title only by the Tbwn Clerk. 76.46 Ordinance No. 295 - Amends Chapter 2-6 of the Code of Ordinances Mayor Gilday stated that this Ordinance had the first reading and is scheduled for the final reading this date at the Special Meeting to be held at 10:00 A.M. At this point Mr. Dent requested that the Mayor return to item 76.48 for an explanation of this Resolution. Mrs. Roberts explained the reason for this Resolution, which is to oppose the intent of the State to establish building codes that would affect municipalities. 76.47 Ordinance No. 296 - Amends Section 3.02 of the Charter • Mayor Gilday stated that this Ordinance also will be on the agenda for adoption at the Special Meeting to be held at 10:00 A.M. this date. -~ , • Workshop April 27, 1976 76.49 Picture Postcards Page 2 of 4 Mrs. Roberts noted that people have mentioned that it would be nice to have postcards of the Town. After a brief discussion it was decided that the Town was still in an austerity program and this item would be tabled until a much later date. 76.50 Municipal Complex Si n Mrs. Roberts noted that this item had been discussed sometime back and that there was no prior action relative to this. Discussion followed relative to prices and the Seagate sign and its cost. It was decided to workshop this item at the May meeting with the necessary information regarding pricing. 76.51 Newspa er Pickup There was much discussion regarding central pickup, the condos that now have this arrangement, a pickup point for Bel Lido, • etc. Mrs. Roberts asked to table this until she received more information. Commissioner Hults suggested that this item be pursued further. 76.52 Ordinance - Local Plannin Agency Mayor Gilday announced that this Ordinance will have the second reading on May 4, 1976, Regular Meeting. This designated the Planning Commission as the official lead agency for the Town as required by Florida Statute. Mrs. Roberts asked permission to report on several items at this time. 76.55 Town ManBg~er - Reports, Correspondence and Continuing Reports Mrs. Roberts noted that on May 12 and 13, 1976, there will be a meeting on solid waste in Ft. Lauderdale. She stated that she had received a booklet and two letters from the South Central Regional Waste Water Treatment and Disposal Board. They request that the booklet be read and • then appoint a person to act on the technical advisory committee. Mrs. Roberts read excerpts from each letter. Workshop April 27, 1976 • Page 3 of 4 It was decided that a representative would be suggested at the Regular Meeting to be held on May 4, 1976. Mrs. Roberts stated that she had received a call from Senator C'ha.les' office and either he or his administrative assistant would be at the Town Hall on May 18, 1976 from 9:00 A.M. to 10:30 A.M. Mrs. Roberts stated that she had been holding many interviews with engineering firms that had answered the ad that appeared in the Ft. Lauderdale paper. She also reported on meeting with the Mayor, Mr. Boscove, Mr. O'Grady and Tom Delaney relative to Boca Hi RPUD and .,-.. construction schedule. Mr. Delaney also discussed the electric vault at the treatment plant, cuts in AIA and the ~- - -- -~--~ condition of Lift Station No. 1 surrounding property. A meeting todtplace with Mr. Potere of Seagate, a DOT representative and Mrs. Roberts about the marking of the bike • path, a pedestrian crossing and possible solutions for slowing cars entering and exiting Seagate. Mrs. Roberts noted that Mr. Drasal had completed the depreciation schedule and would be conferring with the auditors as soon as the contract is executed. Southern Bell had replied to a letter from the Town relative to monies in return for granting a requested easement. Mrs. Roberts reported on the salt water intrusion wells, and stated that they should be finished within one week. The motors and the emergency generator were returned to the sewage treatment plant. Mrs. Roberts noted that .plans should be formalized before July 1, 1976 for facilities for the handicapped.
