Special Meeting
April 27, 1976 10:00 A.M.
The Special Meeting was called to order by Mayor Gilday at 10:03 A.M.
The Mayor stated that this meeting was called for a number of purposes.
Present were:
Mayor Morton E. Gilday
Vice Mayor Leslie W. Joy
Commissioner Ruth E. Mumford
Commissioner William S. Hults
Commissioner Robert D. Clark

SECOND READING OF ORDIN.~:DTCE NO. 295 - AMENDING CHAPTER 2-6
OF THE CODE OF ORDINANCES
Ordinance No. 295 was read in its entirety by the Town Clerk.
This Ordinance shall be effective July 6, 1976.
Mayor Gilday called for a motion that this Ordinance be adopted
as read.
MOTION by Commissioner Clark/Commissioner Mumford: "I so move".
Commissioner Hults noted that he was not entirely in favor
of this Ordinance unless it would bring more citizen parti-
cipation. Mayor Gilday stated that this Ordinance could be
rescinded if it did not work.
ROLL CALL on the Motion Carried Unanimously.
SECOND READING ORDINANCE NO. 296 - AMENDING SECTION 3.02 OF
THE CHARTER

Mayor Gilday called for a Motion to adopt this Ordinance as
read.
MOTION by Commissioner Hults/Commissioner Mumford: "I move that we
adopt Ordinance No. 296".
ROLL CALL on the Motion Carried Unanimously.
The Town Attorney noted that this, a charter change, will be
filed with the Secretary of State's Office.
POLICE COMMITTEE
•
Mayor Gilday stated that the Commission had received two
communiques from the Police Committee. The first deals with
the Cooperative Dispatch Center which the Mayor read in full
for the benefit of all. Discussion relative to this item
followed and it was decided that this item should be included
on a Workshop. Commissioner Clark noted he could not vote
for an expenditure of money in an approximate amount. He
also questioned if the service would be better and would the
response time be more or less in the answering of a call.
Mayor Gilday read the second communique from the Police
Committee. The Committee recommended that another patrolman
should be added to the force during the fiscal year 1976-77.
It was the consensus that this item should also be taken
up at a Workshop with all the pertinent information. Discussion
followed relative to hiring part time temporary help.
BILLS FOR APPROVAL
Mr. Drasal submitted the bills for approval. It was the
consensus of the Commission to exclude the invoice of
Guthrie, Jacobs and Eubanks in the amount of $7,250.00.
MOTION by Commissioner Hults/Commissioner Clark: "I move that we
pay the $1,891.44".
