Gilday at 7:30 P.M. Present were: Morton E. Gilday, Mayor Leslie W. Joy, Vice Mayor Ruth E~ Mumford, Commissioner William S. Hults, Commissioner Robert D. Clark, Commissioner Also present: Town Manager, Elaine W. Roberts Town Attorney, Thomas E. Sliney Finance Director, Anton Drasal Police Chief, Kenneth ~D'ones • Building Official, John P. O'Grady Town Clerk, Kathryn M. Borgemenke PLEDGE OF ALLEGIANCE Mayor Gilday requested the Town Clerk to read Resolution No. 308, declaring the election to have been held May 4, 1976 unnecessary. The Clerk complied and read the Resolution in full. Mayor Gilday took this time to introduce Judge Frederick L. R. Hill. Judge Hill officiated at the swearing in ceremony of Vice Mayor William S. Hults, Commissioner Ruth E. Mumford and Commissioner Leslie W. Joy. Mayor Gilday, on behalf of Commissioner Clark, stated how delighted they both were to have these three individuals on a continuing basis with them. Mayor Gilday recognized Mr. Thomas Losee who conveyed the congratulations of the Civic League to the Commission. He then recognized Mr. Louis Y. Horton, a former Mayor, who • also stated that he and the people of this Town were delighted to be represented by this Commission. ROLL CALL on the Motion Carried Unanimously. There were no public requests. REPORTS OF THE TOWN COMMISSION Mayor Gilday noted that the South Central Regional Wastewater Treatment Board has requested by letter an appointment of the Town to this Board, for the technical advisory committee. The Mayor read an excerpt from the letter. He then called for a Motion naming Commissioner Clark and the Town Manager, Mrs. Roberts, as liason on behalf of the Town. MOTION by Commissioner Hults/Commissioner Mumford: "I'll so move". • ROLL CALL on the Motion Carried Unanimously. Mayor Gilday stated that the Town had an ad running for a Patrolman in a number of the local papers. He reported the reasons for this ad. He also took this opportunity to report on the recommendations of the Police Committee. He stated that he did not know whether, at this time, an additional officer would be employed; however, he felt that in the new fiscal year there might be a need for an additional officer. Vice Mayor Hults thanked the people that attended the investiture of officers this evening. Commissioner Ruth E. Mumford - No Report. Commissioner Leslie W. Joy - Agreed with Vice Mayor Hults. Commissioner Robert D. Clark - Reported on a meeting that he and Mr. Edward Miles attended at the Area Planning Board for solving water pollution problems. Mr. Miles was recognized by the Mayor and he agreed fully with • Commissioner Clark's Report to the Commission. Minutes Highland Beach Town Commission • Regular Meeting May 4, 1976 REPORTS OF VARIOUS AGENCIES OF THE TOWN Page 3 of 5 (a) Board of Adjustment - No Report (b) Community Appearance Board - No Report (c) Housing Board of Adjustment and Appe~rl - No Report (d) Police Committee - Louis Y. Horton, Police Commissioner, reported on a meeting held on April 22, 1976. He noted that the Committee recommended that a permanent patrolman be hired starting June 1, 1976, not October 1, 1976. The Mayor agreed with Mr. Horton that such was the recommendation. The Committee also submitted a memo to the Commission relative to the Cooperative Dispatch Center and stated their approval of this item. Mr. Horton also gave the monthly activity report for the Police Department. At this point Vice Mayor Hults complimented the Chief and the two men that were left on duty as a result of the absence of the two officers. He felt they were doing an excellent job. • Mayor Gilday recognized Mr. Clarence Mumford who questioned the absence of the two officers. His questions were answered by Mr. Horton. Mayor Gilday then recognized Mr. John P. O'Grady who questioned the austerity program of the Town. The Mayor and Commissioner Clark answered Mr. O'Grady's questions. ORDINANCE Second Reading and Public Hearing Ordinance No. 297 - Designating a Local Planning Agency. Ordinance No. 297 was read in its entirety by the Town Clerk. Mayor Gilday called for the approval of this Ordinance. MOTION by Commissioner Mumford/Vice Mayor Hults: "I'll move". ROLL CALL on the Motion Carried Unanimously. • The Town Attorney noted that this Ordinance shall be effective this date. Minutes Highland Beach Town Commission • Regular Meeting May 4, 1976 Page 4 of 5 Mrs. Roberts asked the Mayor if this Ordinance should be codified. The Mayor answered in the affirmative. Mayor Gilday stated that starting the first Tuesday of July, 1976 the regular monthly meetings will be held at 1:30 in the afternoon. The Commission is hoping for a greater attendance. RESOLUTION Resolution No. 310 - Opposing Amendments to Part VI, Chapter 553 - re: Building Code was read in its entirety by the Town Attorney. MOTION by Commissioner Clark/Vice Mayor Hults: "I'll move the adoption of this Resolution as read". ROLL CALL on the Motion Carried Unanimously. • REPORTS AND/OR RECOMMENDATIONS - TOWN MANAGER, ELAINE W. ROBERTS At this point Mayor Gilday invited the audience to remain after the meeting and partake of light refreshments with the Commission. Mrs. Roberts announced that she would be on vacation the week of May 10. The Palm Beach Municipal League meeting will be on May 14, 1976. The South Florida Regional Planning Council will hold a Workshop on Wednesday, May 19, 1976 in North Dade County. Mrs. Roberts read a traffic count which-she had obtained for 1976, 5350 cars, in 1975 7,600 cars at north end of Town 5,031 in the south end (July). In July of 1974 4,631 at the north end and 4,225 at the south end. Mrs. Roberts reported on various subjects that had been discussed at either workshops and/or meetings previously. She gave the monthly reports .for the Building Department, • Finance Department, Public Utilities and Works, Sewer System, Salt Water Intrusion Wells, which will be completed this week. She also mentioned the engineers which she had met with this week. Vice Mayor Hults took this time to ask that the bill for Guthrie, Jacobs and Eubanks be tabled. Mayor Gilday questioned a $1,000.00 deposit on the Errors and Omissions policy. Mayor Gilday called for a Motion to approve these bills, with the exception of the bill from Guthrie, Jacobs and Eubanks.
