Workshop Meeting
May 18, 1976 11.00 A M
Meeting called to order by Mayor Morton E. Gilday at 11:00 A.M.
Present were:
Mayor Morton E. Gilday
Vice Mayor William S. Hults
Commissioner Ruth E. Mumford
Commissioner Leslie W. Joy
Absent: Commissioner Robert D. Clark
Also present:
Thomas E. Sliney, Town Attorney
Anton Drasal, Finance Director
Elaine W. Roberts, Town Manager
Kathryn M. Borgemenke, Town Clerk
76.52 POLICE MATTER
The Mayor noted that this meeting was scheduled to consider
whether or not there was a sufficiently grave emergency
situation prevailing in the Town at this time so as to require
an appointment of an additional police officer. The Mayor
then elaborated on this matter.
Mayor Gilday recognized Chief Jones who stated that he requested
the appointment of an additional man mainly due to the sick
report of the men in the department at the time. The Chief
felt that the department could get by without an additional
man by using overtime with the men the department now has to
October 1st.
Discussion followed relative to overtime expenses, vacation
schedules, etc.
Mrs. Roberts stated that she would be prone to abide by the
recommendations of the Police Committee since they were charged
• with the responsibility to investigate this~m~tter. She

recommended that a patrolman be hired as of July 1, 1976.
She also noted that the Town would receive additional federal
revenue sharing monies shortly.
Mayor Gilday recognized Mr. John O'Grady who spoke relative
to the austerity program, growth within the Town, need for
additional police officer, etc.
Mayor Gilday asked the Chief if he would be able to hire
a patrolman on a part time basis? The Chief believed he
might have one candidate and he would research this matter.
It was the consensus of the Commission that the Chief
explore this posibilityfor the Police Department and this
be presented as a report for the Workshop to be scheduled
on Tuesday, May 25, 1976. The Commission was in agreement.
76.8 Guthrie, Jacobs and Eubanks - Auditor's Bill
Mayor Gilday read a letter from Guthrie, Jacobs and Eubanks.
requesting the balance of $7,250.00 for their audit for
the Town.
Discussion pertaining to this matter followed and it was
the consensus of the Commission that this item be placed
on the agenda for the Special Mee ting that is scheduled
to follow.
