1976.05.25_TC_Minutes_Workshop TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Workshop Meeting May 25, 1976 9:30 A. M. Meeting called to order by Mayor Morton E. Gilday at 9:35 A.M. Present were: Mayor Morton E. Gilday Vice Mayor William S. Hults Commissioner Ruth E. Mumford Commissioner Leslie W. Joy Commissioner Robert D. Clark Also present: Elaine W. Roberts, Town Manager Thomas E. 5liney, Town Attorney Anton Drasal, Finance Director Kathryn M. Borgemenke, Town Clerk • OLD BUSINESS 76.10 Lauderdale Webb Status Mrs. Roberts reported that a meeting would be held on Wednesday, May 26, 1976 with the consulting engineers, town attorney, Mayor Gilday, Jesse Arney and herself. A report on this meeting will be forthcoming. 76.35 Sewer System Status Mrs. Roberts stated that several letters have been written as a result of a meeting that the Mayor and she had with Mr. Delaney back in April. The letters were relative to laterals crossing AlA, the property surrounding lift station #1 and the electric vault at the sewage treatment ~.-~-~ plant site. Mrs. Roberts reported that Mr. Totz and Mr. O'Grady staked out the laterals that should be re- stored. Florida Power and Light will take a picture of the electric vault and submit same to the Town. • Workshop May 25, 1976 Page 2 of 5 Discussion followed pertaining to Florida Power and Light and the electric vault. The Mayor replied to Mrs. Roberts query: that he was not satisfied to the letter written on the 18th of February and amended in March that they would be responsible for any more settlement. Discussion followed relative to the restoration of lift station #1. Commissioner Clark noted that this was the responsibility of the utility company. 76.42 Advertisin - Buildin Inspector Mayor Gilday read a note from the Civic League recommending that the Town Commission find and appoit a full time replacement for John P. O'Grady. Mayor Gilday stated that an ad should be placed and the Town should try to find some well qualified person to be trained by Mr. O'Grady. Mrs. Roberts noted that Mr. O'Grady has been filling three positions. It was the • consensus of the Commission that an Advertisement should be placed as soon as possible. 76.44 Well Field and Water Plant - Wirin Mrs. Roberts explained that she had received 5 bids for the wiring between the well field and the water plant. She noted that the flood control district might restrict the use of the well field and she recommended that only the two wells be wired at this time. She noted that this will be a substantial savings. 76.52 Police Matter - "Extra Man" - Report Mayor Gilday noted that an advertisement had been cir- culated by the Town for an additional patrolman. The Chief after reviewing the applications, made a decision relative to a former police officer who will be willing to work part time, if recertified. The Mayor informed the Commission that the Chief was unable to report in person due to the fact that he was in court in Palm Beach. • 1 Workshop • May 25, 1976 Appointment(s) to Agencies of the Town Page 3 of 5 Mayor Gilday stated that it has been brought to his attention that there are going to be four replacement/appointments made. The C.A.B. Board; the term of Mrs Jackie Becker is to expire July 2, 1976. A recommendation from the Chairman of this board is forthcoming. Planning Commision: the terms of Robert B. Myers, James M. Farrin and the alternate member Francis Johnson, will expire July, 2; July 2 and July 1, respectively. Mayor Gilday stated that both Mr. Myers and Admiral Farrin have indicated that they would be happy to be reappointed. This is also the wish of Mr. Boscove, Chairman of the Planning Commision. Mayor Gilday then stated that Col. Johnson was not quite sure, at this time whether he wished to be reappointed or not. NEW BUSINESS• • 76.53 Relocation of Hydrant - East Side of AlA Mrs. Roberts stated the purpose and intent for the relocation of this hydrant. Only one bid has been received to date and Mrs. Roberts is desirous of obtaining additional bids. Discussion followed pertaining to DOT, Mr. Goldberger, abutting property owners, etc. Mr. Sliney stated that he would like to review the fact situation, draft a letter and present it to Mr. Goldberger. ?6.55 Town Manager Reports, Correspondence and Continuing Reports Mrs. Roberts stated that most of the information had been distributed to the Commission in the status reports. She did say that the salt water wells were completed on May 10. A letter was drafted and sent to Mr. Goldberger relative to the bike hike path in the vicinity of Regency Highlands. The DOT approved the letter as written, Mrs. Roberts read the letter for the benefit of the Commission. C. Workshop • May 25, 1976 Page 4 of 5 Mayor Gilday noted that Palm Beach County had reimbursed the Town for one-half of the amount of the bike hike path: $17,500. He asked for the wishes of the Commission relative to a dedication of the bike/hike path at the regular monthly meeting, June 1, 1976 and at the same time present the Resolution to Mrs. Stewart in appreciation of her time and efforts that she put forth making the path a reality. Mayor Gilday also expressed his feelings and asked for the consideration of the Commission relative to a plaque to be placed on the elevated water honoring former Mayor L.Y. Horton. The Commission was in full agreement. Mayor Gilday then read a letter re: "Law Day 1976" thanking the Town .for the Proclamation it had issued. This letter was from the Palm Beach County Bar Association. Mrs. Roberts reported on the extension of the Bike Path in Boca Raton to the Town's south line. She then stated that the ground water storage tank had • been cleaned out. Mrs. Roberts called to the Commission's attention the "Datagram" and some issues that she felt needed consideration. She spoke on the abolishment of the courts and stated she had written a letter to Senator Phil Lewis. She reported on a letter to Mr. Dittman, Seagate of Highland representative relative to the approval from the DOT for the pedestrian walk zone across AlA. Discussion followed relative to no parking signs along AlA, walking of dogs along the beach, rodents on bike path, etc. Mrs. Roberts asked the Commission if they wished her to get working again on the Water Mutual Aid Agreement with Boca Raton. Mr. Sliney stated that he would contact Boca Attorney, Red Howell and see about the agreement. Mrs. Roberts then reminded the Commission that she is still holding up the valve installation at the treatment plant site because of trying to make an arrangement with Boca • Workshop • May 25, 1976 Page 5 Of 5 Raton to buy extra water. Discussion followed relative to water and the relocation of the valve from the old line to the new line. Mayor Gilday recognized Mr. Dent who spoke about the DOT and the placement of signs along AlA right-of-way. The Mayor and Mrs. Roberts also spoke on this subject. Mr. Sliney stated that until the Town had a definite parking problem the signs should not be considered. Being no further business to come before this workshop session the meeting adjourned at 10:30 A.M. • Y. Mrs. Roberts did announce that she had promised that a grievance relative to health insurance from the Police Department would be placed on this agenda for discussion.
