Minutes of Meeting of Town Commission
Workshop Meeting
July 13, 1976 9:30 A.M.
Mayor Gilday announced that this Workshop Meeting had been
scheduled to interview the three applicants for the position
of consulting engineer to the Town.
Present were:
Mayor Morton E. Gilday
Vice Mayor William S. Hults
Commissioner Ruth E. Mumford
Commissioner Robert D. Clark
Commissioner Leslie W. Joy
Also present:
Elaine W. Roberts, Town Manager
Chief Kenneth Jones
• Police Commissioner L. Y. Horton
John P. O'Grady, Building Official
Kathryn M. Borgemenke, Town Clerk
76.43 Interview Three Applicants for Consulting Engineers
The Commission heard from three Engineering Firms, namely;
James M. Montgomery; presentation by Mike Fisher and Glen
Humphrey; Ross, Saarinen, Bolton and Wilder, Inc.,
presentation by Arthur Saarinen and after a braef recess
they heard from Mr. Arthur Meeks representing Robert E.
Owen and Associates, Inc. Each presentation lasted
approximately one-half hour.
76.60 Appointment/Reappointments to Various Agencies
of the Town - Discussion
Mayor Gilday noted that Mr. Raymond Blosser, Alternate
member of the Board of Adjustment had been appointed to
fill the vacancy as a Regular Member to that Board. A
vacancy now exists on the Board of Adjustment for an
Alternate Member.
A vacancy now exists on the Planning ~]ommission. Mayor
Gilday submitted the name of Mr. Chris Markatos. Mrs.
Betty Jean Stewart recommended the name of Mr. Harold

Storm who is presently serving on the Community Appearance
Board. Discussion pertaining to these two individuals
followed. Mayor Gilday stated that Mr. Dent had suggested
the names of John P. O'Grady and himself.
The Mayor explained that no discussion would be necessary
at this time due to the fact that Mr. O'Grady is still
employed by the Town of Highland Beach.
Mayor Gilday noted that Mr. Dent had offered his services.
The Mayor stated that he would like to see Mr. Dent serve
as an alternate on the Board of Adjustment because of his
background and knowledge. The Mayor did state that he
had not approached Mr. Dent relative to this particular
appointment. It was the consensus of the (}ommission that
the Mayor speak to Mr. Dent to see if he would be willing
to serve in this capacity.
The Mayor then suggested the name of John Kanner, Alternate
Member of the Housing Board of Adjustment and Appeal to
• fill the vacancy of regular member on same created by the
resignation of Mr. Carl Krauss. The Mayor noted that this
in turn would create a vacancy on this Board for an alternate
member. The Mayor stated that he had no suggestions at
this time.
Mayor Gilday called for any other names to be offered to
fill the existing vacancies on the Town's agencies. There
were no specific names offered at this time.
Discussion followed relative to chronic absenteeism of
members of the various agencies and some solution to this
problem.
Mayor Gilday stated that he had received a copy of the
judgment relative to Healy vs. the Town of Highland Beach
and copies are available.
Mrs. Roberts announced that Mr. Horton and Chief Jones will
present the latest information about the C.D.C. Mr. Horton
delivered a concise presentation on the Cooperative Dispatch
Center and a meeting that he, Mrs. Roberts and Chief Jones
• attended. A great deal of discussion evolved on the subject
of cost.

Mrs. Roberts noted that a meeting is going to be held on
Wednesday, July 14, at 10:00 A.M. with Mayor William Koch
of Gulfstream; she invited the Mayor and any other
member of the Commission that wished to attend.
Mr. Horton suggested, that if it were the pleasure of the
Commission, that a motion be offered to the effect that
Highland Beach should commit itself to whatever amount they
feel for the maintenance of the C.D.C. and that this be
contingent upon, or with the understanding that the Town
will have an opportunity later to vote the final agreement.

It was the consensus of the commission that they would be
prepared to go along on a figure of $5,000.00 only.
Mrs. Roberts noted that Mr. Horton would like to speak about
the new Police Officer for the Town. Mr. Horton reiterated
circumstances regarding the hiring of a particular person for
the Police Department. He stated that the Chief's choice
would agree to retrain at his own expense to qualify for the
Department. This would enable him to work for the Town on a
temporary basis until the first of October, with the
understanding that he will be assigned to full time duty on
the first of October.
Mayor Gilday suggested that in view of the fact that a
Special Meeting is to follow this Workshop, this item
should be carried forward and action taken upon it
at this time.

Being no further business to come before this Workshop, the
meeting ADJOURNED at 12:40 P.M.
