1976.09.29_TC_Minutes_WorkshopTOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Workshop Meeting .September 29, 1976 9:30 A M Vice Mayor Hults called the Workshop Meeting to order at 9:30 A.M. and announced that the Mayor will join the Commission shortly. Present were: Vice Mayor William S. Hults Commissioner Ruth E. Mutmford Commissioner Leslie W. Joy Commissioner Robert D. Clark Mayor Gilday entered the meeting at 10:05 A.M. Also present: Elaine W. Roberts, Town Manager Thomas E. Sliney, Town Attorney Anton Drasal, Finance Director Kathryn M. Borgemenke, Town C7e rk 76.72 Ecosearch Company - Dr. William Woodman - Rodent Control Program Vice Mayor Hults introduced Dr. Woodman to the Commission and the audience. Dr. Woodman explained that to date he had been trapping only; and did not go into a poisoning program. After a very thorough explanation of his findings within the Town Dr. Woodman presented his recommendations to the Commission. He stated. that he would like to embark upon a somewhat limited baiting program in conjunc#ion with trapping. A great deal of discussion followed relative to type of bait, mowing of grass, cost of project, areas of trapping, etc. Dr. Woodman stated that a program of this sort for one month would cost approximately $400.00. This item will be placed on the agenda of the Special Meeting immediately following this workshop. • Minutes of Workshop Meeting September 29, 1976 Page 2 of 5 Commissioner Clark brought to the attention of the Commission that the Federal Highw~ Act of 1973 defines bike paths and walkways as being akin to highways and therefore being eligible-for federal funding. He went on to state that using the definition of bike path as a highway why couldn't the Town use road and bridge fund monies to maintain the bike path. Mrs. Roberts replied that this is what was intended. She stated alternatives that could be applied to the cleaning and maintaining of the bike/hike path. 76.35 PROPOSED ACCEPTANCE OF SEWAGE SYSTEM AND INTERIM SEWAGE TREATMENT PLANT Mrs. Roberts informed the Commission that she had received a letter from Tom Delaney, dated September 20, 1976. The letter included two pieces of correspondence: one to Florida Power and Light; and the second one to an electrical firm in Ft. Lauderdale. Mr. Delaney is authorizing the necessary work for the completion of this electrical problem at the sewage treatment plant. • 76.64 (a) CONTRACT - ENGINEERING F"TRM Mrs. Roberts reported on a meeting at which Mr. Sliney, the Building Official and she went over the proposed contract. Discussion followed relative to figures submitted by the engineers, monthly retainer fee, prices for general services, etc. It was suggested that the Commission hold a workshop to go over this contract page by page. Discussion followed about a proposed separate maintenance program for the sewer system. 76.69 Ordinance (Proposed) Mayor Gilday asked if there were any one of these ordinances that the Commission wished to discuss individually. The Commission agreed that since these ordinances were scheduled for the Special Meeting immediately following the workshop it would be redundant to discuss them at this time. ~J Minutes of Workshop Meeting September 29, 1976 Page 3 of 5 76.71 APPOINTMENT OF A COMMISSIONER TO CONFER WITH TOWN MANAGER - STAFF EVALUATION Mayor Gilday brought to the attention of the Commission that he would be willing to take over this function and he remains to stand by his word. This particular moment the Mayor requested someone to pinch hit and/or assist him in this project. He stated that he had spoken to Commissioner Mumford and she has very kindly agree to assist the Mayor if this were agreeable with the other members oEthe Commission. All members were in agreement. This item will be placed on the agenda for the Special Meeting to follow immediately. 76.73 POLICY - RE: SICK LEAVE AND DISABILITY PA Y Mrs. Roberts explained the reason she presented this memo to the Commission. She recommended that the Town adopt the same policy that Boynton Beach uses. Primarily that the Town would not pay sick leave from the first day; the Town would wait until • the employee returns to work and then give them the Workmen's Compensation Check that would be mailed directly to the Town; plus the sick leave over and above that. The Mayor noted that this would leave the employee with no pay while out ill. He stated that the Town had only endured one bad experience relative to this and the Town should not adopt a policy because of this one bad experience. The consensus was to take no action and continue with the present procedure. 76.70 APPOINTMENT - COMMUNI~'Y APPEARANCE BOARD Mayor Gilday noted that this vacancy had just been filled very recently by Mr. Arthur Roy. The appointment was just for a month. The full term now expires and Mr. Roy is agreeable to serve for the term of one year. • I Minutes of Workshop Meeting • September 29, 1976 .76.55 TOWN MANAGER, REPORTS, CORRESPONDENCE AND CONTINUING REPORTS Page 4 of 5 Mrs. Roberts reported that she had received communication from the Flood Control District which she made available to the Commission. She noted that she had informed the Board of the Flood Control District of discrepancies she had noted. She called the attention of the Commission to page 6 and 7. She will attend the public hearing relative to this matter to be held Thursday, October 7th. There have been complaints relative to the early collection of the trash. Discussion followed pertaining to time of pickup and if the hour could be moved from 6:00 A.M. to 7:00 A.M. or 8:00 A.M. The Mayor noted that there had been no increase in price when the contract was renewed for another five years approximately one year ago. The Mayor suggested that Mr. Mareno should be informed of the complaints and ask if he would consider starting collecting at 7:00 A.M. • The Town had received a request from a Mr. Browning and Mr. Soward to build a larger dock on Bel Air Drive, Lot 4. The zoning code calls for a dock to be no closer than 25 feet to the side line and to be no wider than 5 feet. The request is for a dock to be 70 feet long. Mrs. Roberts read the letter of request for the record. This request will be given back to the Building Official and be governed by the guidelines under the zoning code. A letter of notification was received from the Department of Commin.nity affairs announcing a public hearing in West Palm Beach, October 28th, relative to the local comprehensive planning act. Ocean Pines has informed the Town that they are now sold out. The Building Official has notified them to remove their temporary sign. • U Minutes of Workshop Meeting September 29, 1976 Page 5 of 5 Mrs. Roberts informed the Commissi on that there have been docks constructed within the Town without the consent of the Town Commission. She is in touch with the Corps of Army Engineers to see if they have changed and/or altered their format, requirements and procedures. Four bids have been received for the repaving of the six streets in the Town. Mrs. Roberts recommended to the Commission that they accept the bid from East Coast Asphalt for the three streets in Bel Lido in the amount of $13,275.60. If the other three streets are included the total bid was $23,094. The bid tabu- lation was presented to the Commissioners. Mayor Gilday suggested Mrs. Roberts speak with East Coast relative to various questions. He also suggested the Town Manager get an option to do the other three streets for approximately $10,000.00, at a later date. Mr. Dorson submitted plans of a hospital to be built in Delray Beach and he would appreciate the value of the Commissioners' comments to be sent to Delray Beach. • Commissioner Clark questioned the Area Planning Board Census as opposed to the results by the University of Fl da.
