1976.11.30_TC_Minutes_Specialr • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting November 30, 1976 10:50 A.M. Vice Mayor Hults called the Special Meeting to order at 11:30 A.M. Present were: Vice Mayor William S. Hults Commissioner Ruth E. Mumford Commissioner Leslie W. Joy Commissioner Robert D. Clark Absent: Morton E. Gilday, Mayor Also present: Elaine W. Roberts, Town Manager Thomas E. Sliney, Town Attorney • Anton Drasal, Finance Director Kathryn M. Borgemenke, Town Clark Acceptance of resignations and fill vacancies created on: (a) Police Committee and (b) Alternate Member - Board of Adjustment Vice Mayor Hults read a letter of resignation from James W. Light, Sr. from the Police Committee. MOTION by Commissioner Clark/Commissioner Mumford: "Move the resignation be accepted". ROLL CALL on the Motion Carried 4 - 0. Vice Mayor Hults stated that the Mayor had recommended Mr. Peter J. Genovese be appointed to fill the vacancy created on the Police Committee. MOTION by Commissioner Mumford/Commissioner Clark: "I move that Peter Qenovese be appointed to the Police Committee". • ROLL CALL on the Motion Carried 4 - 0. Vice Mayor Hults acknowledged Mr. Genovese who was in the audience. Mr. Genovese spoke a few words of acceptance. Town of Highland Beach Town Commission Special Meeting November 30, 1976 Page 2 of 4 The Vice Mayor then read a letter of resignation from Mr. Peter Genovese as a regular member on the Housing Board of Adjustment and Appeals. MOTION by Commissioner Clark/Commissioner Mumford: "Move the resignation be accepted". ROLL CALL on the Motion Carried 4 - 0. Vice Mayor Hults read for the record a letter from John P. O'Grady and Michael H. W. Dent relative to the Urbanek property and permits for Sites 6, 7 and 4B. The letter offered a counter proposal for the consideration of the Town Commission. Resurfacing of Three Streets in Bel Lido • Mrs. Roberts stated that if the Commission chose only to have the three streets on the island surfaced the cost would be $13,275.60. MOTION by Commissioner Clark/Commissioner Joy: "I move that we proceed with those three streets at that price with the distinct understanding that control will be exercised over this method of putting in water lines and there will be no cutting the streets in the future". ROLL CALL on the Motion Carried 4 - 0. Removal of Sludge from the Sewer Interim Treatment Plant Mrs. Roberts asked the Commission if they would expend $1,227.88 to remove the sludge. Commissioner Clark suggested that perhaps Boca Raton would have the facilities for the necessary future removal .7 MOTION by Commissioner Clark/Commissioner Joy: "I move that we have the sludge hauled away now and investigate other remedies for the future". ROLL CALL on the Motion Carried 4 - 0. Town of Highland Beach Town Commission Special Meeting November 30, 1976 Page 3 of 4 Agreement with U.S.G.S. Commissioner Clark noted that since the cost was so low ($1,500) he felt the Town should go ahead with the agreement. He so moved. Tt was the consensus of the Commission that some of the funds could be allocated from the anti-recession monies. MOTION by Commissioner Clark/Commissioner Mumford. ROLL CALL on the Motion Carried 4 - 0. Storm Drains - Highland Beach Drive Mrs. Roberts asked for Commission approval to repair the storm drains on Highland Beach Drive. The money would be expended from the Road and Bridge Fund. Discussion followed relative to drainage, an assessment program to abutting property owners. The Town Attorney stated that • he would get with the Town Manager and discuss an assessment program. Commissioner Clark stated that the Commission should _ authorize the Town Manager to go ahead with the drainage project and then investigate with the Town Attorney. MOTION by Commissioner Clark/Commissioner Joy: "I so move". ROLL CALL on the Motion Carried 4 - 0. Commissioner Mumford spoke about dead tree removal along the bike hike path. She suggested that the anti-recession money could be expended for this project and it would afford work for one or two people. ORDINANCES (Proposed) re: Municipal Court (a) Creating a Uniform Maximum Penalty (b) Abolishing Municipal Court (c) Amending Section 17-5 Code of Ordinances Require additional court costs for .Law • Enforcement Education, etc. The aforementioned three Ordinances were read by the Town Clerk, by title only.
