Minutes of Meeting of Town Commission
Workshop Meeting
December 29, 1976 9:30 A.M.
Mayor Gilday called the meeting to order at 9:40 A.,.M.
Present were:

76.84 Daniel T. K. Hurley, County Court Judge
was introduced by Mayor Gilday. Judge Hurley explained for the
benefit of all the conversion of the Municipal Court to the
County Court system. He presented a schedule which will be
applied to the South County area. He noted that this was
tentative and he was contemplating establishing an independent
citizen committee to review the function of the court and make
recommendations after a period of approximately six months.
The Judge noted that he would see that Mayor Gilday be placed
on this committee. He stated that for the time being all jury
trials will be held in West Palm Beach. The Judge expressed
his personal feeling that he would like to see jury trials held
in other areas of the County as opposed to the County Seat.
Judge Hurley noted that there will be problems in the beginning
of the new court system and he requested that any citizen come
forth and present solutions and/or recommendations to him.
• Mayor Gilday took this time to inform the Commission and the
audience that the Electrical Inspector, Mr. Bud Triano, and his
wife Joyce were killed in the crash of a light plane yesterday

(December 28, 1976) a third person was injured, this was the
daughter of Mr. and Mrs. Triano.
76.87 Evaluation of Water Treatment Plant - Status Report
Ross, Saarinen, Bolton & Wilder, Inc.
Mr. C. Dean Patrinely presented the status report to the Commission.
Mrs. Roberts announced that the Town's application for EDA
funding had been refused. Discussion followed relative to this
matter. Mrs. Roberts was directed to find out why Highland
Beach had been denied this funding. Mr. Pa'~rinely stated that
a very rough estimate of the cost of construction on the water
plant expansion would be in the area of $500,000. The
consulting engineers will prepare and submit a cost estimate
at the Regular Meeting January 4, 1977.
It was the consensus of the Commission that the following items
be carried forward to the Special Meeting scheduled immediately
following this workshop.

No. 304 - Creating a Uniform Maximum Penalty
305 - Abolishing Municipal Court
306 - Require Additional Court Costs for Law
Enforcement Education, etc.
76.86 Appointment - Representative to Technical
Coordinating Committee
76.85 Town Manager - Merit Increase
76.87 Resolutions (Proposed)
No. 320 - Expressing Appreciation to John D. Wessel,
Municipal Court Judge
No. 321 - Expressing Appreciation to F. L. R. Hill,
Judge ad litem
- Providing for the establishment of a
Building Code Board of Adjustment and Appeal.
• This item, with the consensus of the Commission, will
be tabled until the end of January.

76.55 Town Manager, Reports, Correspondence and Continuing
Reports
Mrs. Roberts stated that a phone call from Senator Lawton Chiles'
office requested the use of the Commission Chambers on Friday,
January 21, 1977 from 9:00 A.M. to 10,:00 A.M. to enable the
Senator's aide, Tom Hayes, to conduct meetings with the citizens
of Highland Beach.
Discussion evolved relative to a permit for a seawall application
submitted to the Corps of Army Engineers to be placed on the
ocean across the street from the Police Station and Fire
Department. This application was filed by Drexel properties.
Mrs. Roberts read a letter of objection to the Corps from the
Building Official. The .Commission was in complete agreement
with this letter. Discussion followed regarding erosion.
Mrs. Roberts announced that the Town has received $206,000. in
• tax monies.
A wood car~zing was shown to the Commission, this was a donation
by a citizen of the Town. The Commission after looking at the
rest of the carvings will make a decision on where they should
be placed.
Mrs. Roberts spoke on the subject of a Town Garage. The
Commission asked the Town Manager to have cost estimates
submitted by the next Regular Meeting. The Building Official
~arill also submit a preliminary plan.
The auditor that has been working on the Audit Report for the
Town has been ill and there will be a slight delay in receiving
the report.
Cable T.V. for Delray Beach has gotten underway. The Town
Clerk was directed to find out if Leadership will serve the
area east of the Intracoastal.
Mrs. Roberts received information from the University of Florida
revising the population of Highland Beach from 1775 to 1904.
• Mrs. Roberts reported on the County Commission meeting she had
attended. She had requested County maintenance of the Town's

Bike/Hike Path. The County refused.
She noted that correspondence had been received from Edwards
Electric requesting the balance due them of $2,592. and
deduct this amount from the final payment owed Lauderdale
or Webb. Mrs. Roberts stated that she would get together
with the Town Attorney and discuss this matter. Discussion
followed relative to the Webb-Lauderdale problem.
