1978.01.31_TC_Minutes_WorkshopTOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Workshop Meeting January 31, 1978 9:30 A.M. Mayor Horton called the Workshop Meeting to order at 9:30 A.M. Present were Mayor Horton, Vice Mayor Mumford, and Commissioners Joy, Clark and Storm. Mrs. Roberts and Chief Jones were in West Palm Beach at the E. Giordano trial; Mrs. Borgemenke, Town Clerk, was ill. Mrs. Barker, Deputy Town Clerk, was in attendance. 78.1 Representative from Gulfstream and Highland Beach for C.D.C. Budget Mayor Horton announced that Mayor Koch of Gulfstream has been fairly active in the above project from the beginning and had quite a bit to do with the negotiation of the fee from the two smaller municipalities. He has informed Mrs. Roberts that he would be willing to serve as a representative for the two communities, for a short time. After discussion, . it was the consensus of the Town Commission that Mayor Koch should act as the representative for Gulfstream and Highland Beach on the C.D.C. Budget. Mayor Horton then asked if there was any one in the audience who wanted to speak to any items on the agenda. There were no comments at this time. 78.2 Proposed Change in Payroll Mayor Horton asked if Miss Birkbeck, Finance Director, had a report on this matter. She then stated, that the auditors had suggested that the Town change their payroll system from every week to every two weeks. About a year ago, Miss Birkbeck had taken a poll of the staff and the majority were in favor of being paid every two weeks. A date of April 1, 1978 was set for this changeover, thereby giving the employees sufficient notice of the change from weekly to bi-weekly payroll checks. Being no formal action needed on this matter, it was the consensus of the Commission that payroll checks would be issued bi-weekly starting April 1, 1978. • 78.3 Request from Jack Parker Construction, owner of Lot 13, East and West. Correspondence dated December 22, December 30, 1977 and January 16, 1978. Minutes Highland Beach Town Commission Workshop Meeting • January 31, 1978 Page 2 of 6 This matter will be up for discussion at the. Regular Meeting on Tuesday, February 7, 1978. It is a case where their build- ing permits have expired and they now desire to discuss the matter with the Commission. They have requested that this matter be placed on the agenda for the Regular Meeting on February 7th. 78.4 Proposed Ordinances The four proposed Ordinances, amending: Building Code, Air- Conditioning Code, Electrical Code and Plumbing Code had suggested language changes in them and these were read by Mayor Horton. These Ordinances will be read in full at the Regular Meeting on February 7, 1978 with the language changes inserted. 78.5 Contract for Carl Howard - Sewage System Contractor Carl Howard's contract has been held up insurance, which we now have received. • Insurance, dated January 4, 1978, shows bodily injury and $50,000. for property is scheduled for adoption at the next r. waiting for his The Certificate of the limits of $500,000. damage. Mr. Howard then addressed the Commission and informed them that he had to increase his insurance at the Town's request, and that his employees in Delray Beach receive a 5/ Cost of Living increase each year, plus merit raises. He further requested that a 10% increase in remuneration be considered. He further stated that he would be willing to wait until April to sign the contract which would run for a year and include the additional 10% increase he is requesting. Mayor Horton informed Mr. Howard that the Town Commission would be prepared to take action at~the Regular February Meeting. 78.6 Sale of old Police Equipment Mayor Horton stated that since we had now joined the C.D.C., we have two portable radios and two trunk mounts which the Police Department had been using. In studying the Florida Statutes, Mayor Horton stated that Mrs. Roberts had not • found anything in there that would prohibit the sale of this equipment. The name of Mr. DiCampli was suggested as a possible purchaser. Commissioner Clark expressed the opinion that the sale of this equipment should be advertised. Minutes Highland Beach Town Commission Workshop Meeting • January 31, 1978 Page 3 of 6 78.7 Support of Proposed Senate Bill - to include funding to municipalities for state mandated programs Mayor Horton stated that this Bill (Senate Bill No 231) was introduced by Senator Jim Glisson who requested support from various communities around the state. This has to do with state mandated programs which are adopted at the state level but administered and funded at the local level. This Bill proposes that if the State wants something done, they should supply the money - or funding - for it. Mayor Horton then asked for approval of the Town Commission to draw up a Resolution stating the Town's support of this Bill. This could then be passed on to the proper people if voted on at the next regular meeting. 78.8 Proposed Resolution regarding the Florida Business Development Act of 1978 This Resolution states that the Town Commission would oppose any portion of a Florida Business Development Act, which • would erode, abolish or transfer any control that the local governing body exercises in tl~ review and decision process. There was some wording in this Act which would deprive local communities of their proper function. This matter will come up for discussion and possible vote next week. 78.9 Group Insurance Miss Birkbeck gave a very complete explanation of the three proposals the Town had received from: Equitable Insurance Company Prudential Insurance Company Royale Insurance of Boca Raton The Town Manager had an expert analyze these proposals and the best proposal was: Equitable Life Insurance Company. The benefits would be increased while the premium would remain the same as Prudential. Miss Birkbeck also explained that we have had trouble with Prudential Insurance Company with regard to the settle- . ment of claims. Equitable Insurance Company has assured us that claim settlements will be made within five days. Lifetime coverage by Equitable is $50,000, while Prudential is $10,000. Minutes Highland Beach Town Commission Workshop Meeting January 31, 1978 Page 4 of 6 The Equitable quote for the premium figure is equal to the quote from Prudential, which is increasing their premium 27/, but with increased benefits from Equitable; none from Prudential. Mayor Horton stated that next week at the regular meeting the Commission could entertain a Motion to approve the signing of the contract with whatever insurance company they chose. The effective date of this new contract would be February 1, 1978. 78.10 Allocation of $2,096.53 Anti-Recession monies received in July, 1977 Miss Birkbeck stated that anti-recession monies must either be obligated or disbursed within six months, but not for the purchase of equipment. This money, in the past, has been placed in the General Fund. Mayor Horton then announced that at the Regular Meeting on February 7, formal action would be taken by the Commission. Reports, Correspondence and Continuing Reports, Elaine W. Roberts, Town Manager. Given by Mayor Horton, in Mrs. Robert's absence. The filter work at the water .plant was completed last Friday. The newly refurbished filters are capable of putting out more water than they have in the past. Boca Highland received their Building Permit last week for their new building and this included $24,600.00 in water connection fees. This money will go to the Water System Improvement Fund. Miss Birkbeck presented the Financial Statement for the first quarter, FY 77-78. There was discussion on this subject, particularly concerning Florida Power & Light's high utility bills. The Town has received $221,000 in real estate taxes, with the gross amount due of $310,000. State Revenue Sharing. will be reduced $988. • A letter from the Police Committee recommended the purchase of a portable radar for $1485. Mr. Genovese, Chairman, spoke to the Commission further recommending the purchase of the new radar system and also an emergency generator, in case of a power failure. After considerable discussion, it was Minutes Highland Beach Town Commission Workshop Meeting January 31, 1978 Page 5 of 6 decided to hold the matter of the radar in abeyance for the time being. The seventh man for the Police Force has not been hired because of problems in finding an acceptable applicant. A report will be forthcoming. Mayor Horton suggested that the Town Manager look into the costs of an emergency generator. Mayor Horton stated that the proposed dune line maps received from the State were on the table in the Commission Chambers for any one to look at, if they so desired. The Department of Transportation stated that the mound of rocks at the south end of Town, announcing the Town of . Highland Beach, was a hazard and had to be removed. Anew sign has been ordered for the south end of Town similar to same at north end. Mrs. Roberts then entered the meeting - at 11:00 A.M. She reported that a settlement had been made in the amount of $6,000.00 in the Ernest Giordano case. The insurance company will be paying $2,000. and the Town will pay $4,000. Repair of lift station pumps was discussed. Two pumps will be taken to S.A.S. (Service After Sales) in Winter Park and repaired; then the others at a later time. Discussion took place regarding clarification of Town Commission policy regarding mailing of notices of meetings. In the future, notices of special meetings only will be mailed to the five newspapers. Regularly scheduled meetings are published in the Town's monthly bulletin. Sergeant Knoll of the Boca Raton Police Department will give a crime prevention demonstration at 7:00 P.M. on Tuesday, February 7, 1978, followed by a Public Hearing • at 8:00 P.M. of the Board of Adjustment.
