1978.02.13_TC_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of 'town Commission PUBLIC HEARING February 13, 1978 7:00 P.M. Mayor Horton called the Public Hearing held at the Town Hall, 3614 S. Ocean Boulevard, Highland Beach, Florida, to order at 7:10 P.M. Present were: The Mayor, Vice Mayor Mumford, Com~-issioner Joy, and Commissioner Clark (entered the meeting at 7':25 P.M.) Commissioner Storm was absent. Also present. were the Tawn,Attorney, Town Manager .and Town Clerk. • /, The Mayor announced thatthis Public Hearing would be the First Reading of the proposed Ordinance to adopt a Compre- hensive Plan which would include a Land Use Plan (Future Development Plan) which had been submitted by the Planning Commission/the Local Planning Agency. This meeting had been properly noticed and advertised on January 27 and February 6, 1978, and according to law the second Public Hearing and proposed adoption of the Comprehensive Plain will be held on March 2, 1978. The Planning Commission will hold Public Hearings on the prcposed Zoning Ordinance on February 27, and March. 6, 1978. The Town Attorney stated that, in addition to the newspaper - publications required. by law, certified notices were mailed to various property owners,.partict~larl~ itiulti-family owners and other owners that might be affected by adoption of the proposed Comprehensive .Plan. .The Town Manager distributed extra .copies for interested citizens to follow along with the reading. Mayor Horton recognized the. priest from St. Lucy Church, Father Chepanis, who explained that he would be unable tp attend the entire meeting. The Father spoke on the subject of the Holiday ann. Mayor Horton requested that additionai,_ comments be heard after the reading of the. proposed ordinance. The Town Attorney, :upon request of the -°Planr~,ng Commission Chairman; stated that it would be_advis'able for the 'public to-know that the Land Use -Plan had been modified somewh~ by the Town Commission after its submission by the Planning Commission. ,.. x. ~; ,__-_ Minutes Highland. The Town Attorney noted that changes had been made in the "Table of Contents" and ..the "Page Numbers." Mayor Horton read into the record a.letter from Ocean. Properties, Ltd., Mr. Thomas Walsh, President. Mayor Horton suggested that.a copy pf this. letter be submitted to .the Planning.Commission., Discussion then followed concerning the Holiday. Inn. Various aspe~ts'of the proposed Comprehensive Plan were -then discussed"including Commercial Service Center; non- conforming condominiums; Transient Residenta'1 District; beach access; permitted uses and non--conforming. uses and density.. The fol owing members of the public expressed themselves concerning the Comprehensive Plan;. Michael _, Dent, Joseph Boscove, Lyle Gibson, Earl Totz, August Urbanek, Fred Wiedersum, Jean.Ellis and Roy Fiack appearing on behalf of Highland Beach Property Corporation owned by Jack .Parker. After discussion by the members of the 'public, the Town Attorney. announced. that the second Public `Hearing on the Comprehensive Plan and proposed adoption would be held on March 2, 1978 at~7:00>P.M. in the Town Hall. A list of those in attendance is attached.
