1978.02.28_TC_Minutes_Workshop• TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Workshop Meeting February 28, 1978 9.50 A.UQ. Mayor Horton called the Workshop Meeting to order at 9:50 A.M. Present were: the Mayor, Vice Mayor Mumford, Commissioners Joy and Clark. Commissioner Storm was absent. Also present: Dr. Richard Orman, Zoning Consultant, Town Attorney and the Town Clerk. The Town Manager was absent. The Mayor read a letter from Mr. Dent dated February 26, 1978 relating to the Comprehensive Plan. The Mayor heard the following people: Attorney Bob Romani re: Hoffmann's R.P.U.D. Mr. Roy Flack, Vice President Parker Construction a/k/a • Highland Beach Property Corporation. 78.11 Comprehensive Plan The Mayor requested the Town Attorney to give a snynopsis of changes, additions and deletions that he recommended in a letter to the Town Manager dated February 27, 1978. The Town Attorney noted that many of the changes were suggested by various agencies that reviewed the plan and made recommendations. Mayor Horton read recommended editing by the Town Manager. The Mayor read an additional change relating to Page 35 "Residential Medium Density". Discussion followed pertaining to the deletion of Section 6. Dr. Richard Orman spoke on non-conforming uses. Mr. Sliney noted that "Residential Medium Density" provides for uses other than residential. 78.12 Parker Construction a/k/a Hichland Beach Property Corporation Mayor Horton read a memorandum from the Town Manager to the Town Commission dated February 21, 1978 relating to the history of Highland Beach Property Corporation. • The Mayor then read a letter dated December 22, 1977 from Gerald Mager, Attorney for the Corporation, to the Town Attorney. This item will be scheduled for the Regular Meeting Tuesday, March 7, 1978. 78.13 Hoffmann's R.P.U.D. Mayor Horton read a memorandum from the Town Manager to the Town Commission relative to the history of this R.P.U.D. and extensions granted the Hoffmanns. It was the consensus of the Commission that this item be scheduled just before the Public Hearing Thursday, March 2, 1978 for a Special Meeting to consider a one month extension to further study this matter. 78.14 No Passing Zones along AIA A very brief discussion on this matter followed. • 78.15 Pro osed Resolution - Re ardin Double Taxation Problem This item will be placed on the agenda for the meeting of Tuesday, March 7, 1978. 78.16 Additional Well-Site Land Mayor Horton referred to a letter from William L. Kerslake. (Please see letter attached) This item will be investigated by the consulting engineers. Mayor Horton took this time to discuss the matter of the library. The Mayor read a letter from G. Guenther for the record. This will be discussed Tuesday, March 7, 1978. On the subject of the division of Palm Beach County, a speaker was heard by the Civic League. The Mayor suggested, if the Commission was willing, to appoint an ad hoc committee to meet with various municipalities to acquire more information. This action will be scheduled for Tuesday, March 7, 1978. Mr. Bob Romani, representing Kenneth Slinkman, Attorney, spoke on extension of Hoffmann's R.P.U.D. One citizen spoke on the Department of Environmental Regulation and a second citizen spoke relative to the Holiday Inn.
