Mayor Horton called the Public Hearing to order at 7:20 P.M. Present were: Mayor ~Ior~.QnR Vice M~yar Mumforti,~ Commissioners Joy and Clark. Commissit~~e~,~.gta~m~ ~nras ~bs~nt. ~ ` Also present: Town Attorney and~l'owri~Clcrk. TI'~~Town Manager was absent. The Town Clerk read the notices that were published in the Boca Raton News for the record at the request of the Town Attorney. Notices of .the Public Hearings on the Comprehensive Plan and land, use restrictions were published on January 27, 1978,_.February 6, 1978, February 14, 1978,. and February 24, 1978. Notice of Intention to adopt an ordinance adopting the Comprehensive Plan and Land Use Map was published February 15, 1978. Formal consideration (final reading and proposed adoption).. ," of an ordinance of the Town of Highland Beach, Florida Adopting the Comprehensive Plan and Land Use Map was read __ in its entirety by the Mayor and Town Attorney. Mayor Horton noted that this reading will reflect .'changes made in the plan since the first reading. All changes were discussed at the .previous public hearing held on February 1'~, 1978 or at the workshop held on February 28, 1978. Mayor Horton commended the .Planning and. Zoning Board for the length of time, their devotedness, and the talent thug have shown in presenting this plan. Then members of the public made their comments on the Comprehensive Plan. A letter from Jack Parker Construction of Florida, dated February 28, 1978 was read into the record by the Mayor. Mr. Roy Flack, Vice President of Jack Parker Construction, spoke to the Town Commission on behalf of his client, Highland Beach Property Corporation owned by Jack Parker. It was noted for the record that this Comprehensive. Plan made mention of a future land use development.. plan which would be adopted as a part of the. There was a very lengthy discussion relative to the :non- conforming use of the Holiday Inn. Citizens speaking concerning the Holiday Inn were: Mis.s:Gaudian, Michael Dent, Qrman Twitchell, Thomas Losee, Douglas'Gibb, Marjorie Dent.and Mrs. 'Textrum. Mr Boscove, Chairman of the Planning Comtanss3,on/ Local Planning Tgency explained the.non-conforming areas '~ of the Town and stated that .past ordinances have made all. motels in-other than TR district non-conforming.
