Minutes of Meeting of Town Commission
Workshop Meeting
Aril 25, 1978 9.45 A.M.
Mayor Horton called the Workshop Meeting to order at 9:45 A.M.
Present were: Mayor Horton, Vice Mayor Mumford, Commissioners
Joy, Clark and Storm. Also present were the Town Attorney,
Town Manager, Zoning Consultant and Town Clerk.
Mayor Horton recognized one taxpayer who commented on the
proposed zoning ordinance, amendments to Section 5.13.
The Mayor suggested that Item 78.17 be scheduled last today.

78.23 Proposed Ordinance to amend Chapter 134 entitled
• Housing, Code of Ordinances.
The Town Manager explained the amendments for the benefit
of the Town Commission. (Scheduled First Reading, Regular
Meeting, May 2, 1978)
78.24 Letter of resignation from Mr. Frank Carberry,
Alternate Member, Board of Adjustment.
This item, in addition to a letter of recommendation from
the Planning Commission on filling a vacancy, will be
scheduled for the Regular Meeting, May 2, 1978.
78.25 Culde Sac at the west end of Bel Air Drive.
The Town Manager presented a land survey of Lots 1, 2 and 3,
Highland Beach Isles Subdivision, showing the encroachment
of the pavement. After various alternatives were discussed,
it was the consensus of the Town Commission that as an interim
step, the Town Manager try to arrange a "trade-off" with the
owners.

Mrs. Roberts reported on two accidents within the Town. One

The Town Commission reviewed each recommendation presented
by the Planning Commission. Mrs. Roberts stated she would
talk to Mr. Boscove and have a definite answer for each
question before the Second Reading, May 1, 1978.
Dr. Orman presented "representative parcels" to show how
zoning regulations could be applied.
Mayor Horton recognized the following people:
Mr. Michael Dent; Mr. John Evans, representative for Mr.
Milani; Mr. Roy Flack, representative of Highland Beach
Property Corporation; and a representative for the
Wiedersum property.
After a great deal of discussion relative to the proposed changes
in the zoning ordinance, the meeting ADJOURNED at 12:05 P.M.

involved the Police Car (not new one). It has been repaired.
The Police Car was hit from the rear while making a turn into
one of the condominiums. The $250.00 deductible will be
requested from the insurance company at fault.
The fire hydrant across from Regency Highland was hit. It
is proposed to be relocated back to the property line - bids
have been requested.
There will be a hearing on the Fair Tax Council (suggested
for inclusion in the proposed County Charter) in the County
Commission Chambers, April 27, 1978 - 7:30 P.M. - West Palm
Beach.
Mrs. Roberts submitted to the Commission a salary schedule
as revised for the position of Building Official. This
item will be scheduled for the Regular Meeting, May 2, 1978,
• Allocation of Anti Recession money in the amount of $1,914.00
will be scheduled for the Regular Meeting, May 2, 1978.
Mrs. Roberts stated that she had received two bids for the
relocation of the fence at the Water Plant. She had been
advised by the two bidders that the fence should not be
repainted. It was the consensus of the Commission that the
residents on the east side of the water plant, where no
fence e~€ists, be notified in the form of a reminder by the
Town Attorney, that they are using 8 or 10 feet of Town
owned property..
Mrs. Roberts reported on the bid opening held this date at
9:00 A.M. for additional work at the water plant. Three
bids were received and will be compared by the consulting
engineer. A recommendation will be forthcoming.
78.17 Proposed Zoning Ordinance
Mayor Horton read the following letters for the record: Bel
Lido Property Owner's Association, Inc., dated April 11,
1978 by Earl A. Totz, President; .David O'Dunne, dated April
• 25, 1978; Michael H. W. Dent, dated April 25, 198 and Joseph
Boscove, Chairman, Planning Commission, dated April 24, 1978.
