May 30, 1978 _ 9:30 A.M.
Mayor Horton cared the Workshop Meeting to order at 9:30 A.M. Present
were: Mayor Horton, Vice Mayor Mumford,_Commissioners Joy, Clark,and
Storm. Also present: the Town Attorney (9:40 A.M.), Tawn Manager. and
Town Clerk.
78.17 Proposed Zoning Ordinance - Discussion
This item to be aken up later in the. meeting..
78 23 Proposed Ordinance Amending Chapterl3~ entitled
"Housing" - Discussion
There were no. questions or discussion relative to this ordinance..
Second and Final Reading - June 6th, Regular Meeting.
78 26 Board of Adjustment - Appointment of Alternate
Member - Discussion.
The name of Arthur J. Kiefer, 2700 South Ocean Boulevard was
suggested by the chairman of the Board of-Adjustment. A letter
wili.be forthcoming with this recommendation and action will

78.29 Six months Financial Statement
The Town Manager-gave an analysis of various expenditures
questioned by the Mayor and .Commission.
At this time, Mayor Horton called for comments from the
audience pertaining to the agenda. One taxpayer .was recog-
nized and she questioned the. Interim Services and Facilities.
Fees. The Town Attorney replied.
78.27 Memo from Carl Howard re: Sewage System
Mr. Howard explained various additional expenses incurred by
him in-the operation of the sewage system. He also explained
.the proposed monitoring system and increasing-charges by the
phone company, various equipment necessary for the system, etc.,
This item will be discussed further and acted upon June 6th,
Regular Meeting.
78.30 Police Department
• (a) A donation in the amount of $lOQ0.00 from Mr. Meadows and
recommendation from the Chief for appropriate expenditures.
Mrs. Roberts read the-memo from the Chief dated May 24, 1978,.
(See memo attached). Item to be scheduled Regular Meeting,
June 6, 1.978. Mayor Horton will write a letter of "Thank Xou"
to Mr. Meadows.
(b) Letter from Police Committee suggesting letters of co~men-
dations. It was the consensus of the Commission that Mayor
Horton write letters of commendation to Chief Jones,Sgt. Cecere
and patrolmen Blonder and Widelitz citing thex outstanding ser-
vice during the.."Drug Bust° within the Town.. Mayon Horton noted
that the boat had been released by the. Sheriff's Department and

is now in the custody of the. Town.

re: Traris~.t Development Program
This, letter is a request for comments from the Town Commission.
Any comments .will be offered to the Town Manager for transmittal
to the Area Planning Board.
78.32 Letter from Arthur Roy dated May 3,' 1978
Mr. Ray requested a "beach patrol" to keep the beach clean and
oversee its condition, fSee letter attached). A brief dis-
cussion followed.
78.17 Proposed Zoning Ordinance - Discussion
Mayor Horton~st~ted~that each Commissioner had received a
.corrected copy of the proposed Zoning, Ordinance. He took each
gage4,and read the ~-ota~tons ':and/or corrections, additions and
deletions.
Mayo` Horton`took'this"time to welcome the new Building Official,
Mr. Francis Hamzik.
• The following changes took place during the review of the pro-
posed Zoning Ordinance:
Page 12, Section 5.$, delete "State Road A-I-A" and insert"any
streets or roads".
Page 25, Section 6.1, line 4 and 6 respectively, delete "certain
of" and "but to discourage the survival of certain other non-
conformtes".
Page 30, Section 7.5 (a),-4th paragraph, line 4, after authorize
insert "and empowered".
Page 32, Section 8:1, 1st paragraph, delete "and enforcement".

The Town Attorney presented to the Town Commission a section
numbered 8.9 Administration of Existing Residential Planned Unit
Development (RPUD)
Discussion relative to this new section followed.
Mayor Horton offered a proposed section under RMM:
"Lots 4,6,7 and 13 in this District (RMM) are of an unusual
configuration. The Planning Commission shall work with the
builder in determining the placement of a building or buildings
on the lot/lots to insure the best possible use of the property.
The Town Commission as a special exception may permit variations
from the width and length requirements (see 11 and 12 above) all
other requirements must be met".
Meeting recessed at 12:20 P.M.. and will resume June 1, 1978 at
1:30 P.M. at which time there will be further discussion on the
proposed Zoning Ordinance.
