1978.06.27_TC_Minutes_Workshop • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Workshop Meeting June 27, 1978 9:45 A.M. Mayor Horton called the Workshop Meeting to order at 9:45 A.M. In attendance were: Mayor Horton, Vice Mayor Mumford, and Commissioners Joy, Clark and Storm. Also in attendance were: Elaine W. Roberts, Town Manager, and Chief Jones. Mayor Horton asked if any one in the audience cared to speak to any items on the agenda . One Town resident stated that she had some information on the library and Mayor Horton said that he would be glad to talk with her at any time. 78.33 Recommendation regarding lethal yellow pro ram Mrs. Roberts read a letter from Tom Virgin of Turner Landscaping • who has been involved in the innoculating of trees for lethal yellow. According to Mr. Virgin's letter, the Town has lost only 2-3/4% of all trees in Town due to this disease. If we include the trees lost for reasons unknown, we have still lost only 5%, or to put it the other way, we have saved 95/ of the trees we have treated for lethal yellowing. A figure of $392.50 was determined by the Finance Department. This matter will be further discussed at the Regular Meeting on July 5, 1978. • 78.34 (B) Paul Long - Water Meter Installation Billin Mayor Horton read a memo from the Town Manager regarding the Paul Long water meter installation fee.The Town has no record of this money having been paid - Mr. Long thought his contractor Minutes Highland Beach Town Commission • Workshop Meeting June 27, 1978 Page 2 of 5 whose firm-.has since dissolved, had paid it. In discussing this with the Town Attorney, Mrs. Roberts was advised to see what could be worked out with Mr. Long. Mr. Long has paid the Town $220.48 which is half of the outstanding total bill. This matter also will be brought up at the next meeting. 78.35 Holiday Inn Use - See Letter from Hi hland Beach Civic League This letter was read into the record at the last. meeting on June 6, 1978. It had to do with a suggestion that there be a change in the Comprehensive Plan. At that time, Mayor Horton stated that the Town Commission was working on the zoning ordinance and suggested that the letter from the Civic League be set aside temporarily. The consensus of the Commission was that they could not see how the Holiday Inn was being hurt and that there was no point in having our Attorney research this any further. The matter will be brought up at the next meeting. • Commissioner Clark reported that he heard heavy equipment being operated in the vicinity of Holiday Inn one evening after 7:00 P.M. When the machine was about to leave, it could not get up over the dune and proceeded to gouge a path right through it. Mayor Horton suggested that Mrs. Roberts write the Holiday Inn, regarding this matter. 78.36 Re-scheduling of Regular Meetin to July 5, 1978 Because the next meeting date is July 4th ( a holiday) Mayor Horton announced that the regular meeting for July would be held on July 5th at 1:30 P.M. 78.37 Quote from Earl Harvel regarding fire hydrant relocation The fire hydrant across from Regency Highland was hit and is now at an angle. Mr. Arney thinks this fire hydrant should be moved as it is quite close to the road since the road has been widened. Should this hydrant be hit again, a lot of water could be lost, putting the Town in a dangerous position. Discussion took place regarding who should pay for these hydrants when hit by a motorist. A quote has been received from Mr. • Earl Harvel and it will not be known until Mr. Harvel digs up the hydrant what damage has been done. Mr. Harvel is quite busy but he would be available to do some work for us. Mayor Horton asked Mrs. Roberts to investigate this further with the Town Insurance Company. Community Appearance Board A resignation has been received from Mr. Beekman. The Community Appearance Board is meeting this Thursday, and at that meeting may make a recommendation for a replacement. Mayor Horton stated that action will be taken at the next regular meeting of the Town Commission on July 5, 1978. Jackie Becker's term also expires in July. B. Planning Commission A memo from Mr. Boscove, Chairman of the Planning Commission, stated that the terms of four members of this Board expire in July. Action will be taken at the next regular meeting of the Town Commission. • 78.39 Appointment of Acting Town Clerk Mrs. Roberts' recommendation is to appoint the Deputy Town Clerk, Mrs. Barker, as Acting Town Clerk, for an indefinite period. This matter will be taken up at the next regular meeting of the Town Commission - July 5, 1978. 78.40 Discussion regarding Benefits requested by Police Dept. Mayor Horton stated that the Town Manager had received a written list of benefits dated May 30, 1978, that the Police Department wanted implemented by the Town Commission for Fiscal Year 1978/79, - signed by all of the Police Officers. Copies were distributed to the Commission and the Police Committee. Mrs. Roberts had requested the Chief to respond to twelve items listed in the request, which he did on June 5th. At a Police Committee Meeting held on June 6th, Mrs. Roberts was asked to respond to the twelve items. The Police Committee, as a result of their meeting forwarded a letter to Mrs. Roberts with their recommendations. Mayor Horton explained all of this for the benefit of the Commission • and Mr. Bauer, a Police Committee Member, responded with a reminder that the Police Committtee had unanimously recommended an 8/ cost of living increase. Minutes Highland Beach Town Commission • Workshop Meeting June 27, 1978 Page 4 of 5 Mayor Horton asked the Commission for their opinion on the percentage increase that might be granted and the consensus was that it should be held in line with President Carter's recommendation. Further discussion followed. 78.28 Highland Beach Utilities Company A letter of request from the Highland Beach Utilities Company last November re: the Sewer Franchise between the Company and the Town was put aside because a financial statement from the Company had not yet been submitted to the Town. Mr. Tom Delaney, an officer with the Company, presented facts and figures included in this statement to the Commission. Most of the re-negotiation request concerned the amount of connection fees. Mrs. Roberts then informed Mayor Horton that Mr. Bruce Adams from the Water Management District Resource Center • was present and Mayor Horton thanked him for the conducted tour of the Water Resource Center. He further informed Mr. Adams that he had written a letter to Mr. Carberry, suggesting that Mr. Carberry draw up a water conservation plan for Highland Beach. Mr. Adams was pleased to learn that the Town is going to follow through on this. Mayor Horton read a letter regarding the dedication ceremonies being held for Anchor Park, in Delray Beach, on June 28, 1978 at 11:30 A.M. 78.41 Proposed Ordinance Re: Interim Services and Facilities Fees This proposed ordinance was discussed and is to be scheduled for a first reading at the next meeting - July 5, 1978. Reports, Correspondence and Continuing Reports, Mrs. Elaine W. Roberts, Town Manager Re: the Fiscal Year 1978/79 Budget, Mrs. Roberts asked • the Town Commission for direction about budgeting for legal fees, for the Commissioners, and State and Federal Revenue Sharing monies. Discussion also took place regard- ing the distribution of brochures received from the Water Resource Center. It was the concensus that this be held in abeyance. Minutes Highland Beach Town Commission • Workshop Meeting June 27, 1978 Page 5 of 5 Mrs. Roberts reported discussing with Chairman Rex the proposed procedure of the Community Appearance Board, appointing one member to accompany Mr. Hamzik when in- specting properties before a Certificate of Occupancy is issued, thus assuring that landscaping is according to approved plans. Mrs. Roberts reported re: the C.D.C. budget meetings; her Public Hearing re; Federal Revenue Sharing which she held last night; her scheduled meeting with Mr. Burson of Southern Bell Telephone tomorrow morning; a letter received from the Census Bureau re: population figures; an application from Highland Towers re: seawall repair; a letter from the Department of Natural Resources compli- menting our new Comprehensive Plan; an investigation she has made about purchasing a machine to read the microfilm from the Property Appraisers Office; Boca Hi's request to pour concrete early one day a week; a letter received from the Department of Commerce complimenting us on our • Industrial Safety; and a letter from the Library Task Force re: future County library needs.
