1978.07.25_TC_Minutes_Workshop • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission ' Workshop Meeting July 25, 1978 9:30 A.M. Mayor Horton called the Workshop Meeting to order at 9:30 A.M. In attendance were: Mayor Horton, Commissioners Clark and Storm. Absent were: Vice Mayor Mumford and Commissioner Joy. Also present were: Mrs. Elaine W. Roberts, Town Manager, Chief Jones and Mrs. Jane E. Barker, Acting Town Clerk. Mayor Horton reported that the Healy case decision is included in the Zoning Bulletin. Mayor Horton then asked if any one in the audience wished to speak to any of the items on the agenda. A resident stated that she would like to see the Town settle with Mr. Urbanek out of Court. 78.28 Highland Beach Utilities Company • Mr. Tom Delaney, representing Highland Beach Utilities Company, spoke to the Commission regarding the matter of re-negotiating the sewer connection fees. There was much discussion on this subject and Mayor Horton informed Mr. Delaney that consideration would be given to this matter and he be advised at a later date. 78.42 Request from Mr. Pooley - Contractor for_ Boca Cove - South Property Mr. Pooley, of York Development Company, stated that he had appeared before the Planning Commission on July 12, 1978 regarding the south property of Boca Cove to see if he c%uld get relief under the new zoning ordinance, regarding setbacks. Mayor Horton advised him to apply to the Board of Adjustment for a variance. Mayor Horton also stated that he would attend the Board of Adjustment meeting and apply some background to this matter. 78 43 and 78.41 Proposed Ordinances . Mayor Horton read a proposed ordinance increasing water connection fee from $200.00 to $300.00. He further stated it is expected it will be necessary to have a bond issue at the next Election Minutes Highland Beach Town Commission Workshop Meeting • July 25, 1978 Page 2 of 5 for expansion of the water treatment plant. Proposed Traffic and Parking Ordinance - 78.43 Discussion was held on this proposed ordinance after being read by Mayor Horton. The matter of boats being docked side by side in navigable waters was also discussed at great length. Commissioner Clark stated that the ordinance covering "Public Nuisance" should apply in this case. Mayor Horton stated that he would work further on this for inclusion at the next meeting. 78.41 Propos_e_d Ordinance "Interim Services and Facilities Fee" This ordinance had a first reading on July 5th and was published in the Boca Raton News on July 13, 1978. It will be considered for a second reading and possible adoption at the next Regular Meeting on August 1, 1978. 78.44 Preliminary General Operating Budget for Fiscal • Year 1978-79 Mayor Horton announced that the proposed operating millage is 2.519. Mrs. Roberts asked for the Commission's direction on proposed legal expenses and for the Contingency Fund. Some of the items charged to this fund will not come up again, so the amount budgeted might be enough. 78.45 Nine Months' Financial Statement Mayor Horton asked if there were any questions regarding the nine months' financial statement that was presented. Mrs. Roberts stated that she would figure out the number of Public Hearings necessary for the upcoming budget and when they should be held. She also said that the new budget reflects a 5.5/ increase in the pay plan. She further informed the Commission that the Town was ahead with their matching portion in the Retirement Plan and temporarily would not be adding any money to the Plan. Letters from Penthouse Towers and Monterey House, requesting • low taxes, were read for the record by the Mayor. Minutes Highland Beach Town Commission Workshop Meeting • July 25, 1978 Page 3 of 5 78.46 Air Conditioning Work Mrs. Roberts announced that on Saturday, July 8, 1978, she met with Commissioner Storm, Mr. 5tano, and Mr. Martin, of Gulfstream Air Conditioning:. Mr. Martin presented a proposal in the amount of $3,324.00 which Mrs. Roberts thinks can be reduced to $3,200.00. An estimate was received from Hill York Company in the amount of $6,811.00. Formal approval will be given next week at the regular meeting. Mayor Horton reported that Florida Cooperative Extension Service of the University of Florida is having a Rice Field Day on August 8th in Belle Glade, 78 47 Urbanek Law Suit A letter dated July 21, 1978 from Mr. Totz was read into the record by Mayor Horton, and a memo from the Planning Commission to the Town Commission, dated July 21, 1978. Discussion took place, Mayor Horton stated that some sort of a decision would • be made next week at the Regular Meeting of the Town Commission. 78.48 Correspondence (a) Mrs. Roberts wrote to the Post Office, asking for an increase in the Post Office remuneration end was informed as to the procedure of writing the Post Office, stating the Town could no longer run the Contract Station for the amount of money being received, and then re-bidding for the Contract, It was the consensus o,f the Commission that this matter be held in abeyance at this time. Mayor Horton then stated that he had received a letter of a proposed retainer increase from Tylander, deClaire and Van Kleeck, which item will be placed on the agenda for the Regular Meeting - August 1, 1978. Letters also read into the record by Mayor Horton were from the Muscular Dystrophy Association and regarding the Annual Royal Palm Festival to be held in August in West Palm Beach 78.49 Appointment to Board - Community Appearance Board • The name of Norman Hile has been mentioned as an alternate member on the Community Appearance Board. It is expected that Minutes Highland Beach Town Commission Workshop Meeting • July 25, 1978 Mr. Hile will attend the next meeting of th 1978, and upon receiving the .recommendation matter will be placed on the agenda for the next regular meeting. 78.50 Resolution for Mr. Milton M. Beekman Page 4 of 5 Board, July 27, of the CAB, this Town Commission's This will be prepared for inclusion at the Regular Meeting next week. 78.51 Workmen's Compensation Check - E. Giordano The Town is holding a Compensation Check made out to former employee, E. Giordano, which is now invalid. The Town should have received the check and steps will be taken in correspondence with the insurance company to insure this. Commiss. meeting • back to Reports Roberts Toner Clark stated that he would be attending a this afternoon of the "201" Committee and would report the Commission. Correspondence and Continuing Reports, Mrs. Elaine W. Town Manager Mrs. Roberts reported on the population figures received from the Census Bureau; that Walter Engdahl has left Tylander, deClaire and Van Kleeck and former Assistant Boca Raton City Attorney, Cormac Conahan will be joining their staff shortly; Edwards Electric looked over our generator requirements and will be submitting a proposal. Charlotte Reece had an emergency appendectomy on Tuesday, July 18th and will be away from work for three or four weeks. Mrs. Roberts said that she had received a memo from Chief Jones concerning alert work done by Patrolman Kasten. Mrs. Roberts reported that she had received a proposal from Mr. Donald MacDonald who has been working on updating the Town's Retirement Plan, to bring it into conformity with IRS requirements. Mr. MacDonald has been, up to this time, doing the work at no charge but now has submitted a proposal of $500.00 which would include the revisions to the Retirement Plan. Mayor Horton • requested that Mrs. Roberts give the Commission a breakdown on his figures. :7 Minutes Highland Beach Town Commission Workshop Meeting July 25, 1978 Page 5 of 5 Mrs. Roberts also reported that the Town Engineers are requesting approval for subcontractors. Mr. Cox, the General Contractor, has selected Edwards Electric and if the Commission approves, she will notify Mr. Patrinely to proceed with negotiations. There were no objections. Mrs. Roberts further reported that there had been a breakdown last week in one of the water plant old transfer pump motors. Mayor Horton stated that he had talked with Jesse Arney and the pump has been repaired.
