Minutes of Meeting of Town Commission
Special Meeting and Public Hearing
August 29, 1978 9.30 A M
Mayor Horton called the Special Meeting and Public Hearing to
order at 9:30 A.M. In attendance were: Mayor Horton and
Commissioners Bauer, Clark and Storm. Vice Mayor Mumford was absent.
Also in attendance. were Elaine W. Roberts, Town Manager, and
Mrs. Jane E. Barker, Acting Town Clerk.
Mayor Horton announced that this Public Hearing was advertised in
the Boca News on August 16, 1978 for the purpose of discussing the
proposed use of Federal Revenue Sharing Funds and the General
Operating Budget for the Fiscal Year October 1, 1978 - September 30,1979
Mayor Horton called for suggestions as to the use of
Federal Revenue Sharing Funds. One suggestion was made
to finish paving the parking lot in the rear of Town Hall.
Mrs. Roberts reported that the amount of Federal Revenue
• Sharing had been reduced from $8,640. to $6,482, which,
Mayor Horton said, should be more than enough to pay for the
parking lot paving.
The General Operating Budget was discussed next and Mrs.
Roberts reviewed this item by item for the Commission. This
reflects an increase from $592,849 to $600,696. The Police
Budget was then discussed thoroughly.
Each item shown on the Police Budget was discussed in great
detail. Item 1 - it was the consensus of the Commission
that a 5.5% cost of living increase be granted; Item No. 2 -
with the cost of living being reviewed each and every year,
this item should be left as is; Item No. 3 - it was the
opinion that $1,400. should be included in the Police Budget
for cleaning of uniforms; Item No. 4 - the Health Plan should
be retained as it now is; Item No. 5 - Paid Holidays should
remain at nine each year.
There was a great deal of discussion as to the number of
vacation days and it was the consensus of the Commission to
leave the vacation schedule as it now is. Item No. 8 -
Compassionate leave days will be left as is and Item No. 9 -
. the Pension Plan is being amended.

It was decided by the Town Commission that $8,000.00 whould
be budgeted to Communications. Commissioner Bauer questioned
whether the Federal Revenue Sharing funds could be used to
purchase the new emergency generator and he was inf ormed
that this would be considered.
