Mayor Horton called the Workshop Meeting to order at 10;55 A.M. Those in attendance were: Mayor Horton,_Vice Mayor Mumford, Commissioners Bauer, Genovese and Storm. Also in attendance were Mrs. Elaine W. Roberts, Town Manager, Chief of Police, Kenneth Jones and Jane E. Barker, Acting Town Clerk. Mayor Horton asked if anyone caxed to speak to any of the items on the Agenda. There. was. no response. 78.64 Proposed Resolution to honor. Robert D. Clark Mayor Horton read the Resolution honoring former Acting Mayor-Town Commissioner Robert D. Clark. Inasmuch as this is a Workshop Meeting, no action can be taken, however, this Resolution will be passed and adopted at the Regular Meeting on Tuesday, October 3,.1978. • 78.13 Hoffmann RPUD - Petition for Extension Mr. Hugh Lindsey, Attorney for Mr. Hoffman~,.stated that Mr. Slinkman had filed with the Town Commission a motion for an extension of Mr. Hoffmann's RPUD, which expires October 4, 1978:. Mr. Lindsey explained that there has been a delay in obtaining approvals from both the Department of Environmental Regulation and also from the Army Corps of Engineers. Mr. Lindsey then introduced Mr. Mike Egan, Attorney from Tallahassee, who has been negotiating with the DER and the Army Corps of Engineers. Mr. Egan explained that good progress has been made with these two agencies, but that more time is needed to work this matter out, without pushing for a hearing at this time. Mr. Hoffmann then addressed the Town Commission and he, in turn, introduced Mr. Robert Snider, Planning Consultant. Mr. Snider explained that with the passage of the Federal Water Pollution Control Act in 1972, development, particularly in the coastal zone, has become very complex. • This matter will be decided at the Regular Meeting to be scheduled for October 3, 1978. Mayor Horton then read a letter • Minutes Highland Beach Town Commission Workshop Meeting September 26, 1978 Page 2 of 5 that he wrote to Mr. Woodard, Assistant Director of the Division of Resource Management of the Department of Natural Resources in Tallahassee, stating that the Town of Highland Beach had no objection to the Oliver Hoffmann Corporation dredging a portion of the Intracoastal Waterway, providing approvals had been received from all agencies. 78.65 Vacancies on Town Boards (a) Community Appearance Board - Reappointment - Betty Jean Stewart's term expires in October and she has indicated that she is willing to serve another term. This matter will be handled at the Regular Meeting on October 3, 1978. (b) Police Committee - There are two vacancies on the • Police Committee; one for a member and the other for Police Commissioner. Mayor Horton stated that a letter had been received from Mrs. Martha Joy asking to be con- sidered for a vacancy on the Police Committee. These two vacancies will come up for consideration next week at the Regular Meeting. 78.66 - Correspondence - Reported by Town Manager (a) Ambulance Service - Mrs. Roberts stated that there has been. correspondence with the Emergency Medical Service Agency which establishes zones for ambulances. Commissioner Bauer then stated that he and Commissioner Storm had an appointment that evening at 7:30 P.M. before the Emergency Commission. in West Palm Beach. At this point Mayor Horton read into the record a letter received from Commissioner Bauer, dated September 8th, commending Officers Blonder and Guthlein. He also read for the record a letter of thanks from Mrs. Martha Joy dated September 11th. (b) Sign - Town Lots 123 and 124 - Philip Connor, Jr. has requested relief from the .Sign Ordinance for these two ,,~ lots. This will be read into the record at the Regular ~, -*~'r'r • Meeting on October 3, 1978. There was some discussion on this matter, and Mayor Horton stated that it would come up for definite action on October 3rd. (c) The Area Planning Board has sent a letter to the Chief of Police containing information regarding a Law En- forcement Applicant Processing Center to be located on the campus at Palm Beach Junior College. This would provide for a central application screening center. Inasmuch as the Chief of Police has recommended this, it was the con- sensus of the Commission that a letter be forwarded to the Area Planning Board, advising them that the Town of Highland Beach is in favor of this. (d) Department of Community Affairs regarding Personnel Grant. This Department has been awarded a personnel grant from • the Federal Government which could include municipalities. However, the municipalities would have to supply a propor- tionate amount of money. After discussion, it was the con- sensus that this would not be needed in Highland Beach. (e) Resolution from Royal Palm Beach. A Resolution was received from Royal Palm Beach which provides for re- lief from taxes levied for municipal services. Mrs. Roberts suggested that the Town adopt a similar Resolution and requested that this matter be placed on the Agenda for next week's meeting. This will be done. (f) March of Dimes request to solicit. The March of Dimes has requested that they be allowed to solicit in Town prior to the main. solicitation in January. After discussion , it was decided to answer them stating that the Town was not in favor of this. (g) Florida League of Cities delegate. Mrs. Roberts announced that the Executive Board of the Palm Beach County Municipal League is meeting Friday morning at 8:00 A.M. for the purpose of forming their legislative platform. One of the main issues is Unemployment Compensation. and Mrs. Roberts feels that ~ Highland Beach should be represented at this convention in ~~r" • Hollywood, Florida October 19 - 21st. This will be on the '~..~ " Agenda for next week. • Minutes Highland Beach Town Commission Workshop Meeting September 26, 1978 78.58 Personnal Matters Mrs. Roberts stated there were a few on the rating schedule for the Chief the Commission to kindly make these Page 4 of 5 corrections to be made of Police, and she asked changes on their copy. 78.53 (b) Resolution and Signature Cards Mrs. Roberts stated that this Resolution will come before the Town Commission at the Regular Meeting to be held on October 3, 1978. 78.67 Ordinance to Amend Ordinance No. 331 This Ordinance will come up for a First Reading at the Regular Meeting next week. • 78.68 Appointment to Committee regarding Proposed New County Mrs. Roberts stated that she had received an offer from Mrs. Zimmerman to serve on this Committee. She further stated that an elected official should be appointed to the "208" Committee. Town Manager - Reports Mrs. Roberts reported that she had received the Minutes of the C.D.C. meeting that was held on September 5th. She stated that she had not been notified of this meeting, which was unfortunate because at that meeting it was decided that the surplus funds of $90,000. would be divided among the three larger cities; namely, Boca Raton, Delray Beach and Boynton Beach. She further stated that she talked with Mayor Koch of Gulfstream who, in turn, talked with Mr. Mariott of Delray Beach regarding this, however, neitrher Highland Beach nor Gulfstream will receive any of this money. Mrs. Roberts suggested to the Town Commission that a letter be written to the C.D.C. requesting some proportionate share. . She further announced that the Water Management District Meeting is being held tonight.
