1978.10.27_TC_Minutes_Special• TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting October_27, 1978 3.00 P M The Special Meeting of the Town Commission was called to order at 3:00 P.M. on Friday, October 27, 1978 by Mayor Horton. Those in attendance were: Mayor Horton, Vice Mayor Mumford, Commissioners Bauer, Genovese and Storm. Also in attendance were the Town Manager, Mrs. Elaine W. Roberts, Town Attorney Thomas E. Sliney, Police Chief Kenneth Jones and Jane E. Barker, Town Clerk. There were many Town Citizens in the audience; also Mr. Urbanek, Mr. Totz and Mr. Faust, Attorney for Mr. Urbanek. Bills for Approval This matter was discussed first and Mrs. Roberts presented the bills for approval. There was discussion regarding the bill for storage charges for the confiscated boat. Mayor • Horton stated that inasmuch as the Town has not been awarded the boat as yet, he would hesitate to recommend that this storage charge be paid until the matter is finalized. He then called for a Motion that other three items be approved for payment. MOTION by Commissioner Bauer/Vice Mayor Mumford that the three bills be approved and withhold payment on the charges from Hypoluxo Marina. The voice vote on the Motion was unanimous. Item No. 1 on the agenda, the Urbanek Law Suit, was then dis- cussed at great length. Mayor Horton announced for the benefit of all that this being a meeting of the Town Commission, he would ask for comments from the audience at the beginning of the discussion only; thus allowing the Commission to continue uninterrupted. Mrs. Louise Johnson, a resident in Town, then read her letter for the record, which included letters from residents of Seagate of Highland (one being Ed Bennett) dated February 1974 and April 1974. Former Mayor Gilday requested that he be allowed to reserve his comments until later in the meeting • and Mayor Horton stated that this opportunity would be given at the Workshop Meeting on Tuesday, October 31, 1978 or at the Minutes Highland Beach Town Commission • Special Meeting October 27, 1978 Page 2 of 2 Regular Meeting on Wednesday, November 8, 1978. Mr. Halla, of Seagate, stated that he would reserve his comments until a later meeting. Mayor Horton then gave a brief summary of the Urbanek case and read for the record his memo of October 19, 1978 to the Town Commission. (Attached) He also read a letter from Mr. Totz, which is also attached, dated October 25, 1978 for the record. Mr. David Faust, Mr. Urbanek's Attorney, addressed the Com- mission. Commissioner Peter J. Genovese also entered the discussion, as well as the other Commissioners. This dis- cussion continued for approximately one hour. This matter will be discussed further at the Workshop Meeting on Tuesday, October 31, 1978. • Meeting ADJOURNED at 4:30 P.M.
