• Minutes of Meeting of Town Commission
Special Meeting
November 3, 1978 2:00 P.M.
Mayor Horton called the Special Meeting to order at 2:00 P.M. In
attendance were Mayor Horton, Vice Mayor Mumford, Commissioners Bauer,
Genovese and Storm. Also in attendance were: Mrs. Elaine W. Roberts,
Town Manager, Mr. Thomas E. Sliney, Town Attorney, Police Chief
Kenneth Jones and Town Clerk, Jane E. Barker.
There were many Town residents in the audience, plus Mr. Urbanek and
Mr. Totz.
Mayor Horton announced that this Special Meeting had been called for
the purpose of trying to reach a decision in regard to a proposal
from the Urbanek Corporation in relation to a pending law suit.
Mayor Horton then called for comments from the audience.
The following Townspeople spoke: Mrs. Blankenship, Vice Mayor
• Mumford, in answer to Mrs. Blankenship, Mr. Stano, former
Mayor Gilday, Mrs. Fairchild, Commissioner Peter J. Genovese,
Mr. Dent, Mr. Halla, Doris Rome. Mr. Urbanek spoke then and
Vice Mayor Mumford answered him. Col. Hauck then addressed
the Commission on behalf of the Civic League and also for
himself, questioning the availability of water. Mayor Horton
explained that the Town is working with the South Florida Water
Management District and the Engineers re: water allocation.
Mr. Jack Kay from Ambassadors East then spoke and Mayor Horton
answered his question. Other Town residents who spoke were:
Mr. J. Conroy, Mrs. Lawrence of Penthouse Towers, Mr. Robert
Myers, Monterey House, Mr. A. Schiff of Seagate.
The Town Attorney, Mr. Sliney, then addressed the Commission
and the audience, informing them that due to the Sunshine Law,
it is most difficult to discuss a case such as this with the
Commission. Mayor Horton questioned whether other developers
could file suit should Mr. Urbanek win. Mr. Sliney informed
him that this suit had been filed under the old zoning ordin-
ance and none have been filed under the new zoning ordinance.
Commissioner Bauer discussed bottom line figures, the general
confusion as to the difference in the amount of units Mr.
Urbanek is seeking and asked if one Commissioner would be

permitted to meet with Mr. Urbanek to see if a further
compromise could be reached.
Commissioner Storm then expressed his opinion of the matter.
Further comments were heard from Mayor Horton, Mr. Urbanek,
Vice Mayor Mumford. Discussion took place for more than an hour.
MO~'TON by Commissioner Genovese that Mayor Horton be appointed as a
negotiator to meet with Mr. Urbanek to agree upon a mutually satis-
factory compromise, with this Special Meeting being recessed until
November 16, 1978 at 9:30 A.M. Commissioner Bauer seconded this
MOTION, providing that a final decision be made at the recessed
meeting. Mr. Urbanek was consulted as to whether he would be avail-
able and he stated he would make himself available to talk with
Mayor Horton.
In Polling the Commission, the vote was unanimous in favor of
recessing the. meeting until November 16, 1978 at 9:30 A.M. after
Mayor Horton and Mr. Urbanek have met.
Meeting RECESSED at 3:45 P.M.
