• Minutes of Meeting of Town Commission
Workshop Meeting
December 27, 1978 9:30 A.M.
Mayor Horton called the Workshop Meeting to order at 9:35 A.M. In
attendance were: Mayor Horton, Vice Mayor Mumford, Commissioners Bauer,
Genovese and Storm. Also in attendance were Elaine W. Roberts, Town
Manager, Police Chief Kenneth Jones and Helen Carpenter, Secretary.
78.79 Amendment to Town of Highland Beach Sewer Francise
Agreement - Proposed Ordinance
This is still not ready to be acted on because of the problem of
justifying the numbers. The purpose of this amendment is: (1) to
determine what is left to be written off by the Highland Beach
Utilities Company and (2) to set a flat fee of $500.00 per con-
nection. In other words, this amendment is to see that the fee
is kept at about the present rate so that the system can be written
• off and the Town take over sooner.
It is hoped that by the next Town Commission meeting, the numbers
problem will be resolved; if not, this can be put off for another
month or so, possibly just before the Interim Sewage Treatment
Plant is phased out. Until such time as this happens, the current
rate will pertain.
78.74 Monitor for the Sewage System
Mrs. Roberts stated that on December 12th she met with Carl Howard,
Mr. Levine and Bill Jones of Edwards Electric Co. They spent
several hours looking at all the lift stations and the treatment
plant, trying to decide what type of monitoring system to use and
also where to put some battery-pack lights to be used if the power
fails.
Mrs. Roberts further related several alternatives in regard to the
monitoring system. There is empty space on the new Regional Waste-
water Treatment Plant computer which we might be able to use.
This is located on Congress Avenue. Carl Howard also has space
on some telephone lines on their sewage treatment plant which is
next to the bridge on Atlantic Avenue in Delray Beach. These two
new alternatives are being investigated, therefore, no decision
has been made on this matter.

78.85 - Proposed Ordinances
(a) Ordinance No. 344 - Amending Ordinance No. 329, Section
901.6(3), which amended Chapter 7 of the Code of Ordinances
entitled "Building Code".
(b) Ordinance No. 345 - Amending Chapter 10, Section 10-1 of the
Code of Ordinances entitled "Fire Prevention".
These two Ordinances will be put on the Agenda, for first reading,
at the Regular Meeting of the Town Commission to be held on Wed-
nesday, January 3, 1979.
78.47 Urbanek Law Suit
The Court Order has been signed and distributed and we are waiting
for the Recorded Unity of Title which should be sent shortly.
78.75 Braemer Isle - Boca HI RPUD

The opinion of the Town's Counsel has been forwarded to the Boca.. _.

78.80 Vacancies on Boards
(a) One on Planning Commission
(b) One on Community Appearance Board
It was decided to wait for response from the Bulletin before
filling these vacancies. One resume' was received from Mr. Gilbert
Lorenze of Regency Highlands, who is interested in the vacancy on
the Community Appearance Board.
78.81 Storm Drain - Lot 4, Block 5, Bel Lido Subdivision
This item was TABLED because of further study.
78 82 Proposals Regarding Police Department
Mrs. Roberts stated that this is a status report only. She has
discussed her proposals and findings with Commissioner Bauer.

Commissioner Genovese had been out of town but will be meeting
with Mrs. Roberts within the next day or two.
78.83 Bids for Paving Southwest Parking Area behind Town Hall
Mrs. Roberts repored receiving four (4) bids and an up-dated
bid from Hardrives which was the number two bid. The biggest
problem is with the 6-inch base: local rock, shell rock or lime
rock.
Mayor Horton suggested possibly expanding the work and paving
the area in front of the Police Station and the entry way which
has some pot holes and a dip where water lays.
78.84 Recommendation from Tom Virgin regarding Lethal Yellow
Inoculations
About two years ago, when this program was started, a policy was
set as to how many grams would be given to people to inoculate
their trees. Then about a year ago this dosage was increased
• from 1 gram to 2 grams, so that the dosage which we gave out to
the people who borrowed the gun was more that what we gave Mr.
Virgin. We then had a complaint from a property owner whom Mr.
Virgin was working for and said that he was being charged for the
extra doses because we were still only giving Mr. Virgin 1 gram.
Mrs. Roberts then asked Mr. Virgin to give us his recommendation
as to the number of grams that would be needed to inoculate the
trees, which he has done in a letter. Therefore, this would be
an authorization for us to give Mr. Virgin the same amount that
we are giving other people who inoculate their own trees.
The Commission concurred with the recommendation of Mr. Virgin
on extra dosage.
Before getting into the item of Town Manager Reports, Mayor Horton
said he thought the Commission would be interested in hearing the
latest on the drug bust boat.
Mrs. Roberts stated that this matter is to go to trial within the
next 5 to 6 weeks. We should be hearing about the scheduled trial
around the end of January.

that there are a number of new residents who have asked questions
from time to time about the Town - what its background is and all
sorts of questions which we tried to answer in the booklet which
was prepared about 5 years ago.
Mayor Horton said the thought was that with the 30th Anniversary
of the founding of the Town and the fact that a new booklet is
needed, we might combine the two efforts and have a day, sort of
an open house, with a number of visual displays showing the popu-
lation growth, growth in the tax base, etc. We will publicize
this and hope that the townspeople, on this particular day, would
come into Town Ha11 and see the facilities, the Fire Station,
Police Station, Water Tower, Garage, etc.
Commissioner Bauer has been working on this project. He has made
a comprehensive layout with every element and every photo which
they intend to take. This will be sort of a blueprint preparatory
to incurring some expenses for type setting and art work. One of
the Town's residents, Mrs. Louise Johnson, has volunteered to do
the writing, however, Commissioner Bauer has reserved the right
• to do the final editing.
Commissioner Bauer asked the Commission to authorize an expend
iture of $300.00 to cover the art work and type setting in order
to proceed and have a final view of the booklet before it goes
to press.
Commissioner Bauer also stated that he would like to take pictures
of the Commissioners, either. before or after the next meeting.
After some discussion on the up-coming 30th Anniversary of the
founding of the Town, the date of Sunday, February 25, 1979 was
set for the "celebration".
Reports - Town Manager
Mrs. Roberts reported that there are new faces around the Town
Hall. Helen Carpenter is doing the taping at the meeting today
as Bette Barker is on vacation. The new face in the Post Office
is Margaret Arnieri who is working all this week as Mary is on
vacation.
• Kay Christensen will not be leaving. Her husband did not want to
move to Atlanta.

Mrs. Roberts said she received a memo from the Police Chief, asking
to be excused from the Town Commission Regular Meeting next week
in order to attend the Police Standards & Training Commission
Meeting at Palm Beach Junior College. The Police Sargeant will
sit in on this meeting of January 3rd.
The C.D.C. meeting which is usually scheduled for the first
Tuesday of each month has been postponed until January 9th at
9:00 in the Delray Beach City Hall. Commissioner Genovese and
Mrs. Roberts will attend.
A public notice about the Coastal Construction Control Line was
• received. A notice was posted on the front door of the Town Hall
to let people know that the plans are here. The setback has been
established. It was in the newspapers that the Florida Cabinet,
on December 19th, passed rigid construction setback lines along
Palm Beach County's coast line. These newspaper clippings have
been put on the Clipboard, given to Mr. Hamzik, Building Official,
and put on the bulletin board outside the Town Manager's office.
Re: Preliminary Audit Review - The Auditors, Mayor Horton, Com-
missioner Storm, the Finance Department Staff and Mrs. Roberts
will meet on Friday, December 29th at 2:00 to go through the

Insurance bids are being readied and Mrs. Roberts and Commissioner
Storm will discuss this after the meeting today. Most of the in-
surance policies come due in February.
Re: Highland Towers Seawall: Back in July 1978, the Town Com-
mission approved the form letter received from the Department of
Natural Resources involving four items. Mrs. Roberts reported
that the D.N.R. has submitted a form Resolution to be passed by
the Town Commission, then asked that it be included on the regular
meeting agenda next week (January 3, 1979) to allow these people
to fill an existing boat slip and construct 35 feet of bulkhead
at the mouth of the existing 35 x 37 boat slip and back fill with
300 cu. yds. of clean sand.
