• TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting March 29, 1977 10.55 A M Mayor Gilday called the Special Meeting to order at 10:55 A.M. Present were: Mayor Morton E. Gilday Vice Mayor William S. Hults Commissioner Leslie W. Joy Commissioner Robert D. Clark Absent: Commissioner Ruth E. Mumford Also present: Elaine W. Roberts, Town Manager • Thomas E. Sliney, Town Attorney Kenneth Jones, Chief of Police Jane E. Barker, Deputy Town Clerk Absent: Kathryn M. Borgemenke Town Clerk Proposed Ordinance Extending Building Moratorium Ordinance No. 311 was read in its entirety by the Town Attorney. Mayor Gilday called for a Motion to adopt this emergency ordinance as read. MOTION by Commissioner Clark/Vice Mayor Hults: "I'1i move the adoption of the ordinance as read with one minor correction; the South Central Flood Control District has a new name; now it is called the Water Management District. With that correction, I so move". ROLL CALL on the Motion Carried 4 - 0. • Proposed Approval of Town Garage - Construction Schedule Mrs. Roberts stated that the total cost would be $40,236.00. Minutes Highland Beach Town Commission • Special Meeting March 29, 1977 Page 2 of The Town Commission approval of this project is needed before construction can commence. After a question by Vice Mayor Hults, Mrs. Roberts noted that $78,000. remained after the audit of last fiscal year. She noted that 50/ would be charged to Capital Cost, 25/ to each of the Sewer and Water funds. MOTION by Vice Mayor Hults/Commissioner Clark: "I'll move the approval of the schedule." ROLL CALL on the Motion Carried 4 - 0. Proposed Approval of Vice Mayor Hults' Presentation (Maintenance man, equipment and truck) Mayor Gilday noted that this item had previously been discussed during the Workshop that had proceeded this Special Meeting. Being no further discussion on this .matter, the Mayor called for a Motion to approve the • presentation of Vice Mayor Hults. MOTION by Commissioner Clark/Mayor Gilday: "I so move". A brief discussion followed relative to the truck that will be purchased for the Town. ROLL CALL on the Motion Carried 4 - 0. Bills for Approval Mrs. Roberts asked the Commission to strike the invoice from Hyden Insurance Agency in the amount of $15,603.00. She explained that she was not prepared to have this approved at this time. Mrs. Roberts noted that there was one bill (invoice) not included on the itemized list presented to the Commission. A bill from Strock Engineers for a survey in the amount of $650.00 was presented to the Commission for their approval. MOTION by Vice Mayor Hults/Commissioner Joy: "I move that these • bills be accepted and paid". ROLL CALL on the Motion Carried 4 - 0. She presented a proposal for the replacement of the propeller meter at the water treatment plant in the amount of $525.00. (Not to exceed this amount) MOTION by Vice Mayor Hults/Commissioner Joy: "I move that we approve the estimate of $525.00 and instruct the manager to proceed on that basis." ROLL CALL on the Motion Carried 4 - 0. Mrs. Roberts rec©mmended to the Commission that the probationary period of Patrolman Simon be extended from April 4, 1977 through July 4, 1977. MOTION by Mayor Gilday/Vice Mayor Hults: "I would be very happy to move that extension of the probationary period be extended considering the circumstances. Discussion followed relative to a temporary replacement • for Officer Simon. Chief Jones stated that a replacement for this three month period was not necessary at this time. ROLL CALL on the Motion Carried 4 - 0.
