Minutes of Meeting of Town Commission
Workshop Meeting
March 29, 1977 9:30 A.M.
Mayor Gilday called the meeting to order at 9:30 A.M.
Present were:

77.11 Town Insurance Policies
The representative from Hyden was not in attendance at
this time. Mayor Gilday took this opportunity to report
on a meeting he had attended in West Palm Beach relative
to the high cost of insurance. There were-a number of
Mayors from various municipalities throughout the county
in attendance. The Mayor felt the meeting had not been
prepared as well as it might have been due to the fact
that the insurance expert that spoke was concerned with
compensation and not various aspects of insurance. The
Mayor noted that the Town of Palm Beach had set up a
deductible form of insurance. Mrs. Roberts stated that
Mr. Hyden would be in attendance next week.
77.12 Proposed Ordinance - Amending "Signs and Advertising"
Mrs. Roberts noted that problems in the Sign Code relative
to hearings before the Board of Adjustment have been
changed to hearings before the Town Commission. This item

has been scheduled for the Regular Meeting on April
5, 1977.
77.13 Hoffmann R.P.U.D. - Extension
Mrs. Roberts wrote Mr. K. Slinkman, Attorney, and requested
him to be present for the Regular Meeting April 5, 1977.
This permit will expire on May 3, 1977. Mr. Sliney stated
that pertinent letters should be presented by April 5, 1977;
by some agencies to substantiate the request.
77.14 Vice Mayor Hults - Presentation
(Maintenance Man, Equipment and Truck)
Vice Mayor Hults noted that several months ago the Town
entered into an agreement for a maintenance program. This
contract was based on rate-per-hour with the contractor
furnishing all the equipment. Vice Mayor Hults stated
that if the Town furnished the equipment the hourly rate
• would be $4.50 per hour plus benefits.. The Vice Mayor
then gave approximate expenses for the purchase of
equipment. He suggested that the Town hire the maintenance
man and purchase the equipment for a definite savings.
Discussion followed relative to the truck to be purchased.
77.7 Town Garage
Vice Mayor Hults noted that he, Mrs. Roberts and the
Building Official have gone over this in detail. Vice
Mayor Hults suggested that the Town be the general
contractor and sub the work out. Vice Mayor Hults gave
his computations on the savings that would be realized
by these items. Discussion followed.
77.15 Cooperative Dispatch Center
Mrs. Roberts had attended a meeting relative to this
subject and since then she has received a copy of the
interlocal agreement - Boca Raton, Delray Beach and
Boynton Beach. The Mayor of Gulf stream and Mrs. Roberts
• are in touch each day to discuss this matter. Mrs.
Roberts will schedule a joint meeting (workshop) with
the officials of Gulfstream in the near future.

77.16 Sewage Maintenance Schedule Status

Mrs. Roberts had requested bids for sewage maintenance
and spent considerable time in research and review.
She presented a proposal of Mr. Howard's which she
will recommend after it is studied by the Commission.
She has set up a meeting between Mr. Howard, Mr.
Schott and herself on Wednesday, March 30 at 10:30 A.M.
Upon request by the Mayor Mrs. Roberts gave a brief
synopsis of Mr. Howard's proposal.
77.17 Discussion Ordinance entitled "Seawalls, Bulkheads,
Retaining Walls"
This item is scheduled for final reading and adoption on
April 5, 1977.
• 77.18 Policy for Notifying News Media
Mrs. Roberts noted that the Town had requests from various
reporters for notification of Special Meetings. The
past Commissions preferred to have the reporters call
the Town Hall. A survey had been made among various
municipalities in the area and it was established that
the three larger cities do call the newspapers and inform
them of their meetings. It was the consensus of the
Commission to notify the news media of all Special Meetings.
Commissioner Clark referred to the 201 Plan on which he
is a member of the technical advisory committee. Mr.
Cannon, Chairman of this committee, requested input
from elected officials on management of this project.
Commissioner Clark stated that at the next meeting of
the committee he will return with more definite information.
Town Manager, Reports, Correspondence and Recommendations
Mrs. Roberts noted that in her discussion with the
Planning Commission under the Land Use Plan the topic
of recreation facilities has come to the fore. She

she had attended. She noted that there is a proposal
to purchase 100' across from Palmetto Dunes just to
the south of Town Hall. She asked the Commission if
they wished her to write a very strong letter to the
County or did they wish her to propose a Resolution
for consideration opposing the purchase of the
property. Discussion followed relative to Policing,
lifeguard, parking, etc. It was suggested by Vice
Mayor Hults to have a Resolution ready for April 5, 1977,

Mrs. Roberts noted again that she had been assured by
the County Commission that they would not consider
purchasing beach property in Highland Beach.
Mrs. Roberts noted that she had been following up the
consulting engineers relative to the water plant. She
stated that the hold-up now seems to be with the
• Permutit Company. The consulting engineers will
finalize the evaluation of the Town's water plant
after the Permutit people make their recommendations.
The water meter has been recalabrated at the water
repump station. She asked the Commission to approve
replacing the propeller meter at the water plant at
approximately $425.00 plus installation.
There is no definite information on the pay for
Policemen when appearing in Court. The Town has
taken the stand to pay the Officers $15.00 when
they must appear. So far all cases have been traffic
cases that were scheduled-for the County Court.
Mrs. Roberts announced that the Chief had submitted a
memo to her informing that Patrolman Simon was
scheduled for surgery and would be off from work
four to six weeks. The Chief has also asked for an
extension of Patrolman Simon's probationary period
due to the seriousness of this illness. Mrs. Roberts
recommended approval of the extension. The
Commission was in agreement.
• Mrs. Roberts had been instructed by the Commission to
obtain proposals for mosquito control from Delray
Beach and Boca Raton.

Delray Beach made a proposal of $50.00 per hour with
a two hour minimum and Boc Raton proposed $72.11 a
trip with a total of 20 trips. This was tabled.
Mrs. Roberts read from a Resolution passed by
Boynton Beach to request toll free service from
Southern Bell. Mr. Burson, District Manager,
requested to be heard by the Commission before
this Resolution was passed. This item will be
scheduled for the meeting April 5, 1977.
Complaints have been received about the height of
the hedge outside. Vice Mayor Hults stated that
• people looking for Town Hall have noted that the
building is hidden. It was decided to lower the
hedge about 1' or 1~'. Mayor Gilday asked that
the sign designs be presented at the next meeting.
Mr. Sliney stated that he had distributed the
Ordinance proposing the extension of the building
moratorium which will be scheduled at the
Special Meeting immediately following this
Workshop.
Upon a question relative to a survey of the
Town property by Mr. John O'Grady - Vice Mayor
Hults noted that there was no survey that could
be found at this time. A survey has been done
in preparation for construction of the Town
garage.

Being no further business, the meeting
Mr. Dent stated that if the Commission should call
a Special Meeting and if specific persons are to
be discussed they, too, should be notified. Mr.
Dent referred to a Special Meeting held on March
11, 1977. Mayor Gilday stated that he felt, under
the circumstances, that a meeting was warranted and
he called the Special Meeting based on this.
