1977.04.26_TC_Minutes_Workshop• TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Workshop Meeting April 26, 1977 9:30 A.M. Mayor Gilday called the meeting to order at 9:40 A.M. Present were: Mayor Morton E. Gilday Commissioner Ruth E. Mumford Commissioner Leslie W. Soy Commissioner Robert D. Clark Absent: Vice Mayor William S. Hults • Also present: Elaine W. Roberts, Town Manager Thomas E. Sliney, Town Attorney M. Maree Birkbeck, Acting Finance Director 77.26 J. Thomas Petillo, Manager, Florida Power & Light Mayor Gilday recognized Mr. Petillo who, in turn presented the Town Commission with a framed plaque. The plaque was read in its entirety by Mr. Petillo and expressed appreciation to the Town. Mayor Gilday, on behalf of the Town and the Commission, extended his thanks not only to Florida Power & Light but to Mr. Petillo as well. 77.19 Flood Insurance Ordinance - HUD - Discussion Mrs. Roberts read a reply from the Department of Housing and Urban Development. Attached to this letter was an excerpt from the Rules and Regulations, and a model ordinance. • HUD is requiring a separate ordinance to comply with the flood plain management requirements to enable the Town to remain in the Flood Insurance Program. Minutes Highland Beach Town Commission • Workshop Meeting April 26, 1977 Page 2 of 5 Mrs. Roberts requested the Commission to review the Rules and Regulations and the model Ordinance. It was recommended, at the City Managers' Conference which Mrs. Roberts attended, that this Ordinance should be passed by June 1, 1977. 77.20 _Retirement Plan - Eligibility After Probation Period Mrs. Roberts requested the Commission to delete this item until such time as it has been considered by the Retirement Board of the Town. 77.21 Workman's Compensation Policy A brief discussion followed relative to this matter. Mrs. Roberts noted that at this time she was not ready to submit a recommendation to the Town Commission. This item will • be rescheduled as soon as Mrs. Roberts receives the additional information she had requested at the annual City Managers' Conference. 77.22 Proposed Comprehensive Land Use Plan Mr. Sliney, the Town Attorney, noted that there was a delay in the letter of transmittal from the Planning Commission to the Town Commission. He then referred to the requirements of Florida State Statutes and their ambiguities. He suggested that a Workshop Meeting be scheduled to determine a date for a Public Hearing. He stated that a continuation of the building moratorium be extended when it expires in May. Commissioner Clark suggested that a request for buildings, where the number of units is below the requirements of the plan, be considered. Mr. Sliney agreed on this suggestion. This item will be workshopped in the near future. 77.23 August Urbanek - Law Suit Against Town • Mayor Gilday noted that there has been a new action Minutes Highland Beach Town Commission • Workshop Meeting April 26, 1977 Page 3 of 5 instituted by Mr. August Urbanek. He called on the Town Attorney to explain the suit briefly and he did so. • • 77.24 Proposal Received from Siver and Associates Mrs. Roberts stated that a proposal in the amount of $750.00 was received from Siver and Associates to be the Risk Management Consultant for the Town. She discussed this matter with Vice Mayor Hults and because of his insurance background he suggested that he perhaps could develop an insurance program of this caliber for the Town. Avery brief discussion followed relative to subject. Mrs. Roberts spoke on self-insured programs briefly. Mrs. Roberts called to the attention of the Town Commission that at the Palm Beach County Municipal League meeting to be held on May 13, 1977, an insurance expert will speak re: self insuring. 77.12 Proposed Ordinance Amending Chapter 23 This Ordinance, upon request by the Mayor, was read in full by the Town Clerk. There was no discussion relative to this Ordinance and the final reading is scheduled for May 3, 1977. 77.25 6 Months' Financial Budqet Statement Mrs. Roberts presented the 6 Months' Financial Statement (October 1, 1976 to March 21, 1977). She explained that under revenues some additional information had been received regarding procedures on how to spend the anti recession monies and also information on public hearings relative to Federal revenue sharing. It was noted that during a meeting among the Town Clerk, Town Attorney and Acting Finance Director that a budget amendment is not necessary within departments at this time. Each department in the budget and their expenditures was explained in full by the Town Manager. • Minutes Highland Beach Town Commission Workshop Meeting April 26, 1977 Page 4 of 5 Commissioner Clark noted that he felt it was unnecessary to budget each line item. He stated that if the total were met generally speaking, the Department Head should be able to shift the money around among the line items. He stated that his main interest is the bottom line. Mr. Sliney agreed with Commissioner Clark on this matter. Town Manager, Reports, Correspondence and Continuing Reports Mrs. Roberts referred to a memo to her from the Chief of Police. He gave his recommendations relative to communications for the Town of Highland Beach. She asked each Commissioner to study these recommendations. She also noted that the members from the "Task Force" comprised of the three larger cities offered to come • and appear before the Town Commission. Gulfstream has asked to attend this meeting when it is scheduled. A report from the Police Committee was submitted to the Town Commission for their consideration. When the Commission has reached a decision Mrs. Roberts will follow their direction. Mrs. Smith has reported on Lethal Yellow to Mrs. Roberts that stated 18 trees have been removed from Town due to Lethal Yellow. There are now 15 jars of terramycin in reserve. The cost of the terramycin will be forthcoming. Mrs. Roberts noted that there were. bills that she would like to have the Commission give their consensus for approval of payment, until the Regular Meeting on May 3rd when they will be formally approved. One of these bills is in the amount of $880. for the labor on the Town Garage, the bill for the electrical inspector's bill for February and March is in the amount of $300. and the plumbing inspector's bill for • March is in the amount of $270. Formal approval will be May 3, 1977. Mayor Gilday recognized Mr. Dent who asked questions relative to C.D.C. and a report from the Police Committee.
