Minutes of Meeting of Town Commission
Recessed Meeting from May 3, 1977
May 4, 1977 11:00 A.M.
Mayor Gilday called the recessed meeting to order at 11:00 A.M.
Mayor Gilday took this time to repeat the results of the election
that was held on Tuesday, May 3, 1977. Mayor Gilday noted that
the public of the Town are very aware and civically conscious.

Commissioner Ruth E. Mumford
Commissioner Leslie W. Joy
Commissioner Robert D. Clark
• Also present:
Elaine W. Roberts, Town Manager
Thomas E. Sliney, Town Attorney
M. Maree Birkbeck, Acting Finance Director
Kathryn M. Borgemenke, Town Clerk
Mayor Gilday announced that this part of the meeting would be
dedicated to the swearing-in ceremony. The Mayor called Mrs.
Joy, Mrs. Clark and Mrs. Gilday to join their husbands in
front of the digs. Elaine Roberts officiated at the ceremony.
PUBLIC REQUESTS - None
MOTION by Vice Mayor Hults/Commissioner Clark: "In the interest
of brevity, I move that we dispense with the reading of the minutes
since they have all been approved by the Commission".

REPORTS OF THE TOWN COMMISSION

(a) Mayor Morton E. Gilday stated that the election
which was held was a very hotly contested one and
the incumbents were overwhelmingly re-elected. The
Mayor stated that the citizens will receive good
representation keyed to the interest of the citizens.
He noted that the Commission will listen to any
suggestions with. respect to the running of the
affairs of the Town.
The Mayor reported that with respect to litigation
there is a new action instituted by Mr. Urbanek and
is in the hands of the Town Attorney.
(b) Vice Mayor Hults stated that he was glad the team
is intact and regular business will be continued
as in the best interest of the Town.

(c) Commissioner Mumford stated she was glad to have
the present Commission all present.
(d) Commissioner Leslie W. Joy thanked all the people
that voted and returned the incumbents into office.
(e) Commissioner Robert D. Clark thanked everyone.
REPORTS OF VARIOUS AGENCIES OF THE TOWN
(a) Planning Commission - No Report.
(b) Board of Adjustment - No Report.
(c) Housing Board of Adjustment and Appeal - Judge
Santangelo stated that this was a very happy
moment, especially when he could work with the
same Commission.
(d) Community Appearance Board - No Report
• (e) Police Committee - Mr. Genovese expressed his
congratulations on a splendid victory.

(b) Soil Stewardship Week - This proclamation was read
in its entirety by the Town Clerk.
Mayor Gilday called for a Motion to adopt this
proclamation to be issued by him.
MOTION by Commissioner Mumford/Commissioner Clark: "I so move".

(c) Palm Beach County Sports Hall of Fame Day - This
proclamation was read in its entirety by the
Town Clerk.
MOTION by Vice Mayor Hults/Commissioner Joy: "I am very happy
• to move this proclamation".

(d) Municipal Clerk's Week - This proclamation was
read in its entirety by the Town Clerk.
MOTION by Commissioner Clark/Commissioner Mumford: "I'll move
the adoption of this proclamation".
COMPREHENSIVE LAND USE PLAN - Submittal
Mrs. Roberts presented the Town Commission with the
proposed Land Use Map and the original final draft
of the Comprehensive Land Use Plan, which was
approved by the Planning Commission on April 29, 1977.
Mrs. Roberts stated that she would like to take this
time to tell the audience that she is associated with
a fine team. She is very proud to have been with this
Tcawn for nine years and she does not regret one minute
of it. She stated that she has much respect for these
elected officials and the electorate. She also gave
• her thanks to the audience.

REPORTS AND/OR RECOMMENDATIONS - TOWN MANAGER, ELAINE W. ROBERTS
The next meeting of the Palm Beach County Municipal
League will be held on May 13, 1977 and the topic
will be primarily on "self-insuring".
Planning Congress met on Monday evening in April. They
will be meeting again in May.
Treasure Coast Regional Planning Council meeting will
be held on Thursday, May 12, 1977 in Stuart.
Mrs. Roberts thanked the Commission for her participation
in Florida City and County Managers' Conference which
was held the last part of April in Ft. Lauderdale. She
noted that many timely items were discussed. One of
the items that will take priority will be the Federal
Flood Insurance regulations.
• The Commission's clipboard contains an item called "Issues
of Regional Concern". This was sent to the Town by Barker,
Osha and Anderson requesting the Commission's remarks about
community concern and regional issues.
A memo from the Community Appearance Board has been
distributed to the members of the Town Commission
requesting plans for landscaping of the Town Garage.
BUILDING DEPARTMENT:
Mrs. Roberts noted that Mr. O'Grady had taken out a
building permit as the contractor on a multi-family
unit in the south end of Town. A C/O was issued on
another multi-family unit in the south end of Town.
FINANCE DEPARTMENT:
Mrs. Roberts asked if the Commission had any questions
relative to the six months' financial report. There
were no questions. Approximately $40,000. is out-
• standing in tax monies to date. Mr. Ray Hyden, the
new insurance agent from Tarpon Springs, will be here
some time next week to meet with the Vice Mayor, the
Acting Finance Director and the Town Manager.

Mrs. Roberts and Miss Birkbeck met with two members
of the audit firm, one an expert on anti recession
monies and Federal Revenue Sharing. Mrs. Roberts
has submitted in memo form her suggestions for the
expenditure of anti recession money to the Town
Commission. Mrs. Roberts noted that the auditors
recommended the expenditure of this money toward
the purchase of the new truck. There is a balance
of $5,163 and the new truck would cost $4,732. and
perhaps with the remaining money a mower could be
purchased.
Mayor Gilday called for such a Motion.
MOTION by Vice Mayor Hults/Commissioner Clark: "I move that
we make that allocation".
ROLL CALL on the Motion Carried Unanimously.
• Mrs. Roberts took this time to inform the Town
Commission that public hearings will be necessary
relative to the Federal Revenue Sharing money.
HEALTH DEPARTMENT:
Mrs. Roberts recommended that the Commission purchase
100 bottles of terramycin in order to continue the
lethal yellow preventive program. The cost per bottle
is $4.25, total $425.00.
MOTION by Vice Mayor Hults/Commissioner Joy: "I would recommend
that we approves the purchase of this".
ROLL CALL on the Motion Carried Unanimously.
Mrs. Roberts reported that the March of Dimes Walk on
April 30th (Saturday) went very well along the beach,
and through the Town.
Quite a few sea grape trees have been distributed.
• There are about 100 left.

POLICE DEPARTMENT:

Mrs. Roberts reported that Officer Simon is recuperating
very slowly. He may possibly not return to work.
TOWN CLERK DEPARTMENT:
The Town Clerk has been working all month on the election.
Mrs. Roberts thanked everyone for their patience in
waiting to vote.

PUBLIC WORKS AND UTILITIES:
The Consulting Engineers have made a recommendation
relative to the connection of new condominiums being
placed on the new water main in order to have a better
distribution through that main. Seagate, due to the
many internal problems, will be number one.
Mrs. Roberts asked the Commission approval for the sewage
maintenance contract for another thirty days in the
amount of $1,030. The contract has not yet been executed.
MOTION by Commissioner Joy/Commissioner Clark: "I'll so move".
ROLL CALL on the Motion Carried Unanimously.
Mrs. Roberts reported that the water consumption for the
month of April was down one million gallons from what it
was iri March.
UNFINISHED BUSINESS - None
BILLS FOR APPROVAL
The Acting Finance Director presented the bills to
the Town Commission.

pay these bills".
ROLL CALL on the Motion Carried Unanimously.
Being no further business to come before the Town Commission,
