Minutes of Meeting of Town Commission
Workshop Meeting
May 91977 10:00 A.M.
Mayor Gilday called the Workshop Meeting to order at 10:00 A.M.
The Mayor announced that this meeting had been called to receive
and consider a Master Plan as prepared and submitted to the Town
Commission by the Planning Commission.
Present were:
Mayor Morton E. Gilday
Vice Mayor William S. Hults
Commissioner Ruth E. Mumford
Commissioner Leslie W. Joy

Thomas E. Sliney, Town Attorney
Kathryn M. Borgemenke, Town Clerk
Mayor Gilday read the letter of submittal from the Planning
Commission for the record. After the reading the Mayor asked
that the record show that the Town Commission acknowledges
receipt of the Plan together with the proposed map. The Town
Clerk was instructed to formally notify the Planning Commission
by notice to the Chairman of the Planning Commission.
The Town Attorney explained the time requirements for advertising
for Public Notice, copies to be distributed to various state
departments, the reply from the state, etc.
Mr. Sliney suggested that the Commission allow themselves plenty
of time to work on this plan. Mr. Sliney suggested that both
hearing dates could be set for September. Mr. Sliney gave the
dates of September 14 and 28, 1977 or October 12 and 24, 1977
and noted that the meetings must be held at night. It was
suggested that the Town Commission could hold an earlier
hearing for their suggested changes.

The Town Attorney asked for a basic consensus on the Plan
before it is submitted to the appropriate state agencies.
Mr. Sliney and Mr. Boscove, Chairman of the Planning
Commission, discussed the procedures on the zoning during
the interim.
Mayor Gilday asked Mr. Sliney to read the Introduction,
Page 1 of the Comprehensive Land Use Plan. Mayor Gilday
then recognized Mr. Boscove who gave his critique on the
• proposed plan.
Mayor Gilday then called on Mrs. Allen and Mr. Johnson, members
of the Planning Commission, who had no comments to make at
this time.
Discussion followed relative to holding another Workshop to
enable the Town Commission to review this proposed plan.
It was decided that Thursday, May 26th at 9:30 A.M. would
comply with the laws on advertising. Mr. Sliney noted that
due public notice must be advertised 14 and 5 days before
the Workshop.
Discussion followed relative to the continuation of the
building moratorium.
It was decided that a Special Meeting be held on May 26th
the same day of the Public Hearing to extend the moratorium
ordinance.
Mr. Sliney suggested that the Commission first concentrate
on the areas of the Plan they do not care for.

Mayor Gilday noted that there would be definite questions
on the proposed commercial zone.
Being no further business to come before this Workshop
Meeting the meeting ADJOURNED at 10:35 A.M.
