Vice Mayor William S. Hults presided in the absence of the Mayor.

77.25 Recommendation from Chief of Police re: Officer
Leonard Tremitiedi
Mrs. Roberts read a memo to her from the Chief of Police dated
May 6, 1977, for the record. This recommendation was for
Officer Tremitiedi to receive his 5th year merit increase on
May 16, 1977 as opposed to February 16, 1978.
Mrs. Roberts stated that she, the Chief and Officer Cecere
had all met with Officer Tremitiedi at various times in the
interim. His quality of work is now at the standard the
Chief requires.
Commissioner Mumford questioned the date of the next raise.
Discussion followed relative to the merit plan, cost of living
increases, evaluation, etc.
Mrs. Roberts asked the wishes of the Commission relative to the
merit pay plan and Commissioner Clark noted that the Commission,
• in the Charter, tells the Town Manager what to do. He noted
that this type of thing should not be brought to the Commission.

He stated it is the business of the Town Manager to give raises.
He went on to state that if he did not agree with either the
Chief or the Town Manager speaking in favor of this subject he
would say go ahead and do it you're the boss. He elaborated
on the benefits of the merit pay plan.
It was the consensus of the Commission that all Department Heads
adhere to the merit pay plan.
Commissioner Mumford made the recommendation that when a Policeman
is hired, he should come to the Town highly recommended, with
his references thoroughly verified.
Commissioner Clark asked the Town Attorney if the Town could
pass an Ordinance that an employee could not file suit against
the Town while employed. The Town Attorney replied that he
doubted it.
Mrs. Roberts spoke about responsibility of employees and her
• opinion of goals and objectives of local government.
Vice Mayor Hults stated that there should be no deviation from
the Pay Plan the Town Commission had passed.
It was the consensus of the Town Commission to leave the decisions
up to the Town Manager.
Commissioner Clark gave a very extensive report on the Technical
Advisory Committee, South Central Regional Waste Water Treatment
and Disposal Board, which he is a member of. He submitted the
voluminous report for the Commission to see. He noted that this
Plan will be presented to the Commission very shortly for a vote.
He presented a history of this Plan to the Commission. He noted
that in the report it was suggested that each one of the-Towns
have a member appointed to an advisory board. He made references
to various costs that Highland Beach will have to pay if this
plan is adopted. At the time the new facility goes on line the
law requires a new agreement between Highland Beach and Delray
Beach. Commissioner Clark asked the Commissioners not to forget
the public meeting to be held on June 29, 1977 at Boynton Beach
Town Hall.

77.26 Review of Agreement for Wastewater Collection and
Treatment System Maintenance.
Vice Mayor Hults noted that this agreement is between Mr.
Carl Howard and the Town which has been in the process of
negotiation. After discussion today this item will be
presented at the Regular Meeting of June 7, 1977 for a
vote on this contract.
The Town Attorney will review this contract with the changes
made since he last reviewed it.
Vice Mayor Hults reiterated his pleasure with Mr. Carl Howard
and his performance during a crises period in the Town during
the Florida Power & Light power failure two weeks ago.
Discussion followed relative to Lift Station No. 1 and the
trees surrounding it, the proposal from Southern Bell for a
• monitoring system to be installed in the Fire Station,
adding a buzzer along with the warning lights on the Lift
Stations, insurance, etc.
77.27 Proposal for Installation of Gutter on East Side of
the Town Hall.
Mrs. Roberts named alternates to correct the problem; Robinson
Roofing has submitted proposals to the Town, 1) a gutter may
be placed across the entire length of the east-.side of the
building, diverting it at the corner. A copper gutter would
cost $589. - that includes the standard downspout at each
corner.
2) aluminum would cost $410. plus painting.
3) along the section that covers the porch only a diverter
could be placed, ($120.). The Building Official explained
this. Mrs. Roberts recommended the copper because of its
durability. Discussion relative to the price followed. This
item will be placed on the agenda for June 7, 1977.
77.28 Recommendation from the Chief of Police re: Officer
Henry Maher.
• Mrs. Roberts noted that this also is an administrative decision
and she will handle. It was the six month evaluation and the

end of the probation period. She will make her decision and
report to the Town Commission.
Mr. Dent asked if when Department Heads work overtime is it
true that they do not receive overtime pay. Mrs. Roberts stated
none of the Department Heads receive overtime and she feels
the Police Chief should be receiving overtime when he acts as
Patrolman in addition to being-the Chief.
Mrs. Roberts stated the Federal Law, the Safe Water Drinking
Act, is to become effective July 1st this year. This will
require a great deal of revision on the operation of the Town's
water plant. She noted that in her office there is pertinent
information relative to this subject. She noted that there
will be workshops to gather public reaction pertaining to the
South Florida Water Management Plan. She has included this in
a memo to the Town Commission. Wednesday, June 8 at 9:00 A.M.
in the County Commission Chambers, is the next meeting. She
noted that there is a danger toward regionalism and now is the
• time to fight it.
Mrs. Roberts reported on the status of the Town Garage. She
stated that the trusses are on and shortly they will pour the
cap and finish the roof.
At the regular meeting of the Community Appearance Board, the
memo from Mrs. Roberts was read relative to the landscaping
for the garage. She did inform the Chairman of the Town
Commission's decision to spend no more than $300.
The Town has received from the consulting engineers a water
distribution system evaluation proposal which has been
distributed to the Commission. Mrs. Roberts expressed her
concern due to the fact that most of the condominiums are on
the old water main.
The old water main is on the east side of the highway. She
stated that advice has been received that condominiums should
be cut into the new main. She stated that Jesse Arney is
experimenting with the system. She explained the system for
the benefit of the C~smmission. She noted that in April when
• one of these experiments took place that water that had
remained in the system (cross-over) got into the water system
at Seagate about 18 or 20 hours later. She noted that it had
also reached the Ambassadors. She stated that she had called

on the consulting engineers to help Mr. Arney in his project. The
cost of the proposal is in the amount $3,850. She stated that Mr.
Arney felt the Town did not need to spend this amount of money and
he would continue his experiment. She noted that so far everything
has worked out quite well. She went on to explain about the chlorine
content in the water. She asked if the Commission desires spending
the $3,850. Vice Mayor Hults instructed Mrs. Roberts to have the
engineers present at the Regular Meeting to be held on June 7, 1977.
Mrs. Roberts reported on well #2 bacterial count and refitting with
new casing.
Mrs. Roberts has received a proposal from the Municipal Code
Corporation for an analysis and update of the code to include and
comply with current laws of Florida. The proposal is in the amount
of approximately $750. to $1,000. After the reading of the proposal
the Town Attorney stated that he thought this would not be a bad
idea if the Town wished to spend the money. The Town Attorney was
directed to check with other communities in the area to evaluate
this proposal.

Discussion followed relative to the division of the County and a
proposal for a new County that would include several municipalities
in South Palm Beach County, including Highland Beach.
Mr. Dent requested that at the Regular Meeting, June 7th, that Mr.
Arney be invited along with the consulting engineers. Vice Mayor
Hults agreed.
