2009.09.23_TC_Minutes_SpecialTOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING BUDGET PUBIC HEARING Wednesday, September 23, 2009 5:01 PM Mayor Jim Newill, CPA, called the budget meeting to order in Commission Chambers at 5:01 PM. CALL TO ORDER: Roll Call: Members present: Mayor Jim Newill, CPA; Vice Mayor Miriam S. Zwick; Commissioner Doris M. Trinley; Commissioner John J. Sorrelli; and Commissioner John J. Pagliaro. Also present: Town Attorney Tom Sliney; Town Manager Dale S. Sugerman; Town Clerk Beverly M. Brown; Deputy Finance Director Cale Curtis; and members of the public. Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence in honor of members of the military, both living and deceased. Civility Pledge: Town Clerk Brown recited the Civility Pledge for the Commission and public. 1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Agenda accepted as presented. 2. PUBLIC COMMENTS AND REQUESTS: Dennis Sheridan - 3114 S. Ocean Blvd. I have one question. Is there a COLA in the budget for the Town employees and police officers? Town Manager Superman -Included in the budget is a merit or performance adjustment but not a COLA. The COLA adjustment is calculated using the Bureau of Labor statistics for the month of April. In April of 2009, the cost of living adjustment was -0.7%. Instead of using a minus percentage, the budget was presented with a 0% COLA. READING OF BUDGET RESOLUTIONS A) Town Clerk Brown read Resolution No. 09-011 R and Resolution No. 09-012 R into the record: RESOLUTION N0.09-011 R A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MILEAGE RATE OF 3.3542 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2009 AND ENDING SEPTEMBER 30, 2010; PROVIDING THAT THE FINAL MILEAGE RATE OF 3.3542 MILS IS 11.49 PERCENT LESS THAN THE COMPUTED ROLLED-BACK RATE OF 3.7898 MILS; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. RESOLUTION N0.09-012 R A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2009 AND ENDING SEPTEMBER 30, 2010; DETERMINING AND FIXING THE AMOUNTS NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. 4. TOWN COMMISSION DISCUSSION: Commissioner Pagliaro - No Comments. Commissioner Sorrelli - No Comments. Commissioner Trinley - No Comments. Vice Mayor Zwick - No Comments. Mayor Newill - It appears the Commission will be adopting a favorable rate. There are a couple of items that I do not agree with and would have picked a different way to fund them, but will go along with my fellow Commissioners and vote favorably. 5. ADOTPION OF RESOLUTONS: A. Resolution No. 09-011 R -Final Millage Rate MOTION: Vice Mayor Zwick moved to adopt Resolution No. 09-011 R -Final Millage Rate; seconded by Commissioner Pa liaro. B. Resolution No. 09-012 R - 2009/2010 Budget MOTION: Commissioner Pagliaro moved to adopt Resolution No. 09-012 R - 2009/2010Budgety seconded by Vice Mayor Zwick. ROLL CALL: Commissioner Pagliaro - Yes Commissioner Sorrelli - Yes Commissioner Trinley - Yes Vice Mayor Zwick - Yes Mayor Newill - Yes Motion passed with a 5-0 vote. 6. PUBLIC COMMENTS AND REQUESTS: None 7. ADJOURNMENT There being no further business to come before the Commission at this time, a MOTION was made by Commissioner Trinley and seconded by Commissioner Pagliaro to adjourn at 5:10 PM.
