Clark - No report REPORTS OF VARIOUS AGENCIES O$' THE TOWN • (a) Planning Commission - Mrs. Roberts reported that the next meeting of the Planning Commission will be on Wednesday, June 29, "1977 at 7:30 P.M., Regular Meeting. Minutes Highland Beach Town Commission • Regular Meeting June 7, 1977 Page 2 of 12 (b) Board of Adjustment - Mrs. Roberts, reporting for Mr. Horton, stated that a public hearing was held on June 6, 1977 to hear a petition from Mr. Gruenthal. The request was to erect a building that exceeded the maximum length allowed in that district. (Lots 8 & 9, Block 1, Bel Lido) The petition was denied. (c) Housing Board of Adjustment and Appeal - No report. (d) Community Appearance Board - No report. (e) Police Committee - Mrs. Roberts again reported for Mr. Horton stating that there had been no meeting and there was no report. ORDINANCE - Proposed An Ordinance Amending Chapter 6 of the Code of Ordinances entitled "Beaches and Boats" was read by title only by the Town Attorney. • PUBLIC WORKS - Review A reement for Wastewater Collection and Treatment System Maintenance - Carl Howard Vice Mayor Hults noted that the Town Manager requested that this be put aside but approve the status of Carl Howard as he is now until the end of June. Mrs. Roberts noted that she and the Town Attorney reviewed the contract again and found a couple of points that still needed to be reconciled. Vice Mayor Hults requested a Motion to extend this contract to the end of the month, to work out the details. MOTION by Commissioner Clark/Commissioner Mumford: "I so move" ROLL CALL on the Motion Carried 4 - 0. TOWN HALL - Proposal for installation of gutters over porch. Mrs. Roberts noted that at the last workshop meeting the Commission requested a proposal on a diverter (24" copper) for over the entrance of the Town Hall. The Commission also • requested a cost quotation to carry this diverter over to the south end of the Town Hall. Mrs. Roberts stated that the total price would be $200. Minutes Highland Beach Town Commission • Regular Meeting June 7, 1977 Page 3 of 12 Mrs. Roberts stated the four alternatives for the benefit of the Commission: A total gutter across the front of the building (copper) - $589. A total aluminum gutter across the front of the building - $410. A diverter that would be placed over the entrance only - $120. and to carry the diverter to the south end of the building - $200. Discussion followed relative to diverters, gutters, downspouts, copper as opposed to aluminum, etc. It was the consensus of the Commission that the Town Manager • research the cost of installing a gutter across the front entrance leading into a leader to take the water from the gutter with a downspout on the south side only. Commissioner Clark asked for verification of the cost of copper as to aluminum. PERSONNEL - Job Descriptions - Revised and New Submittals Vice Mayor Hults stated that this item will be placed on the agenda for the Workshop Meeting to be held on June 28, 1977. Vice Mayor Hults noted that in view of the fact that the consulting engineers had not arrived yet, he would request Mrs. Roberts to present her: REPORTS AND/OR RECOMMENDATIONS - Town Manager, Elaine W. Roberts She reported on the May Meeting of the Palm Beach County Municipal League that was held on the 13th in West Palm Beach. Both the Mayor and Mrs. Roberts attended this meeting. She noted that "self-insurance" for the Town was not feasible due to the amount of insurance fees the Town pays. Self-insuring • is equitable only for $250,000 and above annual fees. Minutes Highland Beach Town Commission Regular Meeting June 7, 1977 Page 4 of 12 The Planning Congress met on Monday evening, May 9, 1977, in West Palm Beach and Mrs. Roberts attended this meeting. The Treasure Coast Regional Planning Council met in Stuart on Thursday, May 12, 1977; the Mayor and Mrs. Roberts attended this meeting. The next scheduled meeting is June 9, 1977. At 1:45 P.M. Mrs. Roberts announced that the Consulting Engineers had arrived. WATER DEPARTMENT - Ross, Saarinen, Bolton, Wilder, Inc _- Report on Proposal r Vice Mayor Hults recognized Mr. Saarinen who, in turn, introduced Mr. Dean Patrinely. The Vice Mayor referred to the report on May 5, 1977 submitted to the Town Commission. Mr. Patrinely reported that approximately one month ago Mrs. Roberts indicated there were some problems regarding the • maintenance of chlorine residuals in the extremities of the water system. At that time it was decided that there should be better methods of balancing the system. Most of the units now served (water) are off the 8" line and the 6" line on the east side of AIA. He noted that there is also a 14" line on the west side of AIA. He noted that this caused hydraulic flow problems in maintaining the chlorine residuals in the extremities of the system. Mr. Patrinely noted that Mr. Arney attempted to balance the system, properly so. Mr. Patrinely noted that this should be accomplished by pushing more water into the 14" line to better equalize the flow so that the 14" line does not become a storage tank. He went on to explain why the chlorine residuals decline. He then went on to explain when this program was initiated there were complaints mainly from Seagate relative to sediment in the water. He noted that this was probably due to the changing of the flow pattern which stirred something up that had been sitting in the 14" line and made its way into the Seagate complex. He noted that the former consulting engineers recommended a general flushing of the system periodically. He then spoke on the subject of • velocity. He went on to reiterate the report dated May 5, 1977. Mr. Patrinely noted that the water was "safe water" and the chlorine residuals never were to the point of being unsafe. Minutes Highland Beach Town Commission • Regular Meeting June 7, 1977 Page 5 of 12 Commissioner Mumford asked about the flushing of the lines and Mr. Patrinely noted that the lines should be periodically flushed out. He noted that Mr. Arney has done this since this particular report had been submitted and obtained no problems. Mr. Patrinely explained that the whole system must be looked into very carefully before a definite answer could be submitted. Commissioner Clark asked if the consulting engineers were proposing to study the system, figure out a way to flush it and then present the Commission with this method of flushing. Mr. Patrinely replied that the proposal is to design a flushing method with Town personnel actually flushing the system; note changes and inspect the system. From that the consulting engineers could make recommendations to what connections should possibly be moved from the 8" to the 14" (lines). He noted that they have already recommended that the Seagate • complex be removed from the 8" and hooked on to the 14". He noted that this should balance the flow quite a bit. If this should prove not to remedy the problem then they would-have to perform a Hardycross engineering analysis or distribution analysis to balance the flow to insure that each area of the system will have the same quality of water. It was noted that since most of the larger buildings in the Town were built prior to the installation of the 14" line - most of them are on the 8" line. Discussion followed relative to the pressure of the water in the Town . Mr. Patrinely went over previous recommendations made by his firm to the Town. Vice Mayor Hults recognized Mr. Jesse Arney and asked him if all the crossovers were open at this time? Mr. Arney gave a history from May 31 forward for the benefit of all. Discussion followed regarding chlorinating the elevated tower, • the ground storage tanks, the cross-over placement between the ground storage tanks and the elevated tank, etc. Minutes Highland Beach Town Commission • Regular Meeting June 7, 1977 Page 6 of 12 Mr. Dent questioned the use of all the water lines in the Town all of the time to eliminate stagnant water. Mr. Patrinely stated that both lines should be functioning. Mrs. Roberts noted that she had recommended this when the line was installed and the suggestion was not taken by the previous engineers. She also had suggested that all the condos be connected to the 14" line. Mr. Patrinely stated that this would take a study. Commissioner Clark noted that since Mr. Arney had performed preliminary work; would the engineering firm consider modifying their proposal. Mr. Patrinely agreed with Commissioner Clark. Commissioner Clark stated the Commission was most anxious to get on with this matter and they would act fairly quickly if they received a proposal. Vice Mayor Hults requested a proposal on phase two also. • Mr. O'Grady questioned the filtering system at the water plant and Mr. Patrinely stated that they are in the process of this investigation. Mr. O'Grady noted that he had begin in touch with Mr. Jim Williams, County Health Department, relative to bacteriological problems and Mr. Williams spoke to the fact of chlorine use. Mr. Arney stated that since he has reversed the flow of the system this problem has abated. Discussion followed pertaining to the chlorine residual again. Discussion then followed about unfiltered water and Mr. Arney replied there was no unfiltered water. The engineers responded to different types of filters. They did recommend an "open filter" for the water plant. Mrs. Roberts announced that Mr. Dodson of Permutit would be in Town this weekend. Mr. Saarinen asked the Town; accept their recommendations and they in turn would incorporate the manufacturers recommendations with theirs. Mr. Patrinely explained the state rating of the filters and the actual filtering capacity. He stated that there is no raw water going through the lines, all water is filtered. • Vice Mayor Hults asked that the consulting engineer get together Minutes Highland Beach Town Commission • Regular Meeting June 7, 1977 Page 7 of 12 with Mr. Arney as soon as possible and also give the Commission an adjusted figure on the proposal and include the second phase in this too. Mrs. Roberts asked if this analysis would include the discrepancies that exist between the water that is metered between the treatment plant and the orifice plate that meters the treated water. Would the consulting engineers have a recommendation relative to this item, would there be a proposal to meter the back- wash water and if the wells should be rotated, what wells would be used and what rotation would be recommended and whether all of the water goes through the spiractor or whether some is diverted and not measured. The consulting engineers stated that they would make recommendations on the correction of the meters. Mr. Totz asked about the two lines under the Intracoastal Waterway. Mr. Arney stated that both lines are still in operation. Mrs. Roberts noted that one of the long range projects offered by • the. previous engineers was the replacement of the line. This was to be performed in addition to replacement of part of the line on the east side of AIA plus some of the valves. She noted that because of lack of use some of the valves are frozen and not able to be used. Mrs. Roberts referred to the letter dated April 29, 1977 from the engineers. Discussion followed regarding Seagate and their problems. Mrs. Roberts stated that the Town should know for certain the type of installation and the size. (At Seagate) Vice Mayor Hults requested Mrs. Roberts to continue with her reports and recommendations. Mrs. Roberts announced the meetings to be held relative to the Water Management Plan and Water Quality in Palm Beach County: June 8, County Commission Chambers at 9:00 A.M., June 9, Water Management District Building on Gun Club Road; she also noted that there will be additional meetings on July 14 and August 11. Commissioner Clark stated that he will attend the meeting to be held at the Area Planning Board • on Friday, June 10, in West Palm Beach. There is a meeting Minutes Highland Beach Town Commission • Regular Meeting June 7, 1977 Page 8 of 12 on the "201 Sewer" "Public Hearing" to be held in Boynton Beach on June 29, 1977; Commissioner Clark will also attend this. The Regional Water Supply, Water Quality for Palm Beach County will be held June 8, 1977 in the Area Planning Board office at 10:00 A.M. (Technical Advisory Committee, 1:30 P.M. for the Citizens'-Advisory Committee and on the 10th it is the Policy Advisory Committee) Mrs. Roberts noted that the executive summary is available in her office. The West Palm Beach Urban Transportation Study meeting will be held on Wednesday, June 8 at 7:30 P.M., in the .Delray Beach Chamber of Commerce. The County Commission is calling a Public Hearing on June 14, for the purpose of Mass Transportation at 10:00 A.M. The Solid Waste Authority meets June 8 at 10:00 A.M. Mrs. Roberts announced that Patrolman Simon passed away on Sunday, June 5, 1977 and she will be attending his funeral June 8, 1977 in Ft. Lauderdale with most of the members of • the Police Department. The new afternoon Postal Clerk, Mary Kleintop, started work on May 31, 1977. Mr. Meyers left June 3, 1977. Senator Chiles will send a representative to the Town Hall on June 30,.1977 from 9:00 to 10:00 A.M. to receive any complaints relative to the Federal Government from the citizens of Highland Beach. Mrs. Roberts announced that Jim Smoot moved to Atlanta and Mr. Dick Brumback will be available to the Town Commission to discuss the Comprehensive Land Use Plan - specifically Density Transfer. - A Public Hearing will be scheduled for June 28, 1977. Mrs. Roberts suggested that the first publication date be on June 10, 1977 to qualify with all the requirements. The second publication will be June 21, 1977. BUILDING DEPARTMENT Mrs. Roberts noted that during the month of May the Building • Department had received monies from licenses and permits. Permit Fees $1,189.50. There are new homes, four-plexes and tri-plexes being constructed and the Boca Hi foundation permit was issued. No C.O.'s were issued and the Town Garage - the Minutes Highland Beach Town Commission • Regular Meeting June 7, 1977 Page 9 of 12 walls are up, the roof joist is set and decked and the roof is to be poured Thursday A.M. barring any more rain. The work on the Bel Lido bridge has been delayed due to the high water. FINANCE DEPARTMENT Mrs. Roberts reported that work has started on the preliminary budget for the fiscal year 1977-78. Budgets from departments are to be submitted by June 10, 1977. Approximately $28,000. is outstanding in tax money. Miss Maree Birkbeck, Acting Finance Director, is on two weeks' vacation, commencing Friday, June 3, 1977. Mrs. Charlotte Reece is in charge during this time. There are two C.D.'s expiring in June and part of the money will go toward operating expenses and part to pay a bond issue payment on August 1, 1977. • HEALTH DEPARTMENT 100 bottles of uri-tet have been received. POLICE DEPARTMENT Mrs. Roberts stated that the visiting hours at Baird-Case Funeral Home for Officer Simon will be 2 - 4 and 7 - 9 today with the funeral to be held June 8, 1977 at 10:00 A.M. Mrs. Roberts stated that she had a $15.00 donation to the American Cancer Society sent to Mrs. Simon from the Town. Officer Raymond Guthlein started work on Monday, June 6, 1977. On Thursday, June 9, at 10:00 A.M. a C.D.C. meeting will be held in Boca Raton and Mrs. Roberts and Chief Jones will attend. At this time Mrs. Roberts read a memo from Chief Jones noting that Officer Cecere had successfully completed the Police Administrative Course at Broward College with a "B" average. TOWN CLERK • Mrs. Roberts noted that the Town Clerk has been researching Cable TV and a long questionnaire will be sent out to citizens i• Minutes Highland Beach Town Commission Regular Meeting June 7, 1977 Page 10 of 12 of the Town along with the Bulletin. Financial Disclosure and amendments to the Sunshine Law have been and are being researched. PUBLIC UTILITIES AND WORKS Mrs. Roberts noted that Mr. Carl Howard had submitted the maintenance report for the period of time he has been on duty. U WATER PLANT Well No. 2 has been taken apart and partially refitted and a quote of $1,750. was received from Joe Williams to complete the work. The replacement pump would cost $1,377., special machine work and material would be $125., and the labor and crane time would be $250. Williams suggested that the well be sampled before commencing work and this would cost 20 samples ~ $37.50. Mr. Arney suggested that this be put back together and then take the samples in an attempt to save the Town about $700. Commissioner Clark stated that he felt the Commission should follow the recommendation of Mr. Arney. Mrs. Roberts recommended an appropriation of $1,750. to put the whole thing back together again (Well No. 2) be made by the Town Commission. - MOTION by Commissioner Clark/Commissioner Mumford: "I'll make that in the form of a Motion". ROLL CALL on the Motion Carried 4 - 0. Mrs. Roberts noted that the Commission had received copies of the U.S.G.S. report on the three test wells and if there are any questions she requested the Commission to check with her. • Mrs. Roberts reported on the status of the E.D.A. application that was submitted and turned down last year. She noted that the resubmission forms are due to be received by her this week. On this request she will change the amount of money that was previously requested from $1,150,000. to $500,000. Minutes Highland Beach Town Commission Regular Meeting June 7, 1977 UNFINISHED BUSINESS Page 11 of 12 Vice Mayor Hults recognized Mr. Dent who spoke to the subject of unemployment insurance that is being paid to Mr. Drasal and Mr. Ryan. He asked for confirmation on the fact that Mr. Drasal is receiving $82.00 per week for one year, total $4,254; and Ryan $61.50 per week for one year, total $3,198. He then questioned Mr. Drasal's vacation pay and if it were being withheld. Mrs. Roberts stated that on the recommendation of the attorney this vacation pay had not been paid to Mr. Drasal due to the fact that Mr. Drasal has brought an action in "Small Claims Court". Mr. Sliney explained this for the benefit of the Commission, that Mr. Drasal as the plaintiff did not appear and the judge dismissed the suit. Mr. Dent noted that at the Workshop Meeting last held there was talk of suspending Officer Giordano for 7 days without pay. The Town Attorney was instructed to research the Police Bill of Rights. Mr. Sliney stated he is looking • into this matter. Mr. Dent went on to cite the suits that Officer Giordano has brought against the Town to date. Vice Mayor Hults noted that all this is in the hands of the Legal Department and until a recommendation is made to the Town Commission, no action can be taken. Mr. O'Grady noted that with the settlement made with Mr. Ryan, the unemployment compensation that might be paid, etc. equals $12,262.00. He noted that the matter of gutters around the building should be settled also. Mr. Totz referred to the matter of buses and their availability to the Town of Highland Beach. Discussion on this matter followed.
