i • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Workshop Meeting June 28, 1977 10:30 A.M. Mayor Gilday called the Workshop Meeting to order at 10:30 A.M. Present were: Mayor Morton E. Gilday Vice Mayor William S. Hults Commissioner Ruth E. Mumford Commissioner Leslie W. Joy Commissioner Robert D. Clark Also present: Elaine W. Roberts, Town Manager Thomas E. Sliney, Town Attorney Kenneth Jones, Chief of Police Kathryn M. B©rgemenke, Town Clerk • 77.26 Review of Agreement of Wastewater Collection and Treatment - Carl Howard Mrs. Roberts asked that this item be tabled until such time as Mr. Howard receives his insurance requirement cost from his agent. 77.27 Proposal for Installation of Gutter on East Side of Town Hall Mrs. Roberts referred to previous alternates requested by the Commission at previous meetings. She presented another bid from the north side of the porch to the south end of the building and extending around the "L" where there is an entrance at the south side of the building. The bid from Robertson Roofing (presented in a memo from the Building Official) required-about 50 feet of gutter with a downspout. - From Robertson Roofing: copper gutter in the amount of $415. and the aluminum white finish would be $321. Minutes Highland Beach Town Commission • Workshop Meeting June 28, 1977 Page 2 of 5 From Modern Roofing: 43 feet of gutter plus two downspouts. Copper - $990. and the aluminum white enamel $247.50. It was suggested that Mrs. Roberts determine the size of the gutter, try to obtain a third bid, etc. And have this information ready for the Regular Meeting July 5, 1977. 77.28 Ordinance - Proposed - Amending Chapter 6, entitled "Beaches and Boats" as advertised on June 20th and re-advertised on June 21, 1977 - Boca Raton News Mr. Sliney, the Town Attorney, explained that this ordinance would not be read today due to the fact that the legal ad was published incorrectly. This item will be advertised for Tuesday, July 19, 1977 at 1:30 P.M. 77.29 Personnel - Job Descriptions - Job Ratings - • Revised and New Submittals Mrs. Roberts noted that the Commission had been presented a packet for each one of the Departments. She noted that the Police Department never had job descriptions and these are included as well as the maintenance man. She stated that she had gone over these with Commissioner Clark and this is to track the job descriptions to the job ratings. She also wishes to update certain jobs as now required. Commissioner Clark stated that he had spent three hours going over this material and questioned additional points awarded to a certain category. He did this with the Town Manager and stated that he is personally satisfied. Mayor Gilday stated that this item will be scheduled for the Regular Monthly Meeting July 5, 1977. It will be advertised accordingly. Mrs. Roberts stated that she has brought this matter to the Town Commission due to the fact that the Commission adopted these originally. In 1974 the original job descriptions • were adopted and in 1976 the pay plan was adopted and out of respect to the Commission, Mrs. Roberts wishes the Commission to approve these revisions. Minutes Highland Beach Town Commission Workshop Meeting June 28 19 77 Pa • e 3 of 5 g Further discussion relative to this matter followed including Mr. O'Grady, Mr. Dent and Mr. Gilday. 77.30 Recommendation - Municipal Code Corporation The Town Attorney, Mr. Sliney, noted that the Municipal Code Corporation is in a position to update Municipal Codes now in existence within the state. Mr. Sliney noted that after discussion with the Town Manager he felt it was a worthwhile venture. Mrs. Roberts stated that her main concern is the conformance with new state laws, the code agreeing with the Charter and vice versa. Mr. Sliney suggested that this question be posed to the Municipal Code Corporation. Mrs. Roberts stated that she would write to the company with the approval of the Commission. 77.31 Request for use of Town Hall - Administrative Hearing re: August Urbanek • Mrs. Roberts stated that she had submitted a memo to the Commission relative to the request she had received from the Division of Administrative Hearings. The original request was for the use of Town Hall for two days in July. The request was changed to four days in September. Discussion followed regarding the meeting days. The request was for September 6, 7, 8 and 9. September 6th, being a regular meeting date presented a problem at this time. Mr. Totz explained for the benefit of the Commission the reasons for this hearing. Mayor Gilday requested the Town Manager to call this agency and inform them that the date of the meetings was inconvenient due to the scheduling of the regular meeting; perhaps they could rearrange their schedule. Discussion followed relative to the Town going back to the Commission Meetings in the evenings. He stated that this could be discussed at the Regular Meeting July 5, 1977. REPORTS, CORRESPONDENCE AND CONTINUING REPORTS - ELAINE W. RO:BERTS, TOWN MANAGER - • Mrs. Roberts reported that the surrounding municipalities have been getting in touch with her relative to the increased r Minutes Highland Beach Town Commission Workshop Meeting June 28, 1977 Page 4 of 5 assessments. She noted that the school board and county commission should be aware as to the feelings of the municipalities regarding these agencies not to increase their millage rate. There will be a meeting for this purpose on Tuesday, July 12 at 7:30 P.M. in the Palm Beach Town Hall. The Preliminary Assessment Roll for the Town was received June 27, 1977. The gross millage is $82,551,479. This amount as opposed to the amount of last year's gross millage $69,826,025 reflects the new buildings added to the tax roll. Mrs. Roberts reminded the Town Commission of a public hearing in the Boynton Beach Commission Chambers on June 29, 1977 at 2:00 P.M. relative to Regional Waste Water Treatment. She and Commissioner Clark will be attending this meeting. The subject of spear fishing along the beach was discussed briefly. The Tawn Manager is working on this item. Mrs. Roberts stated that, at the request of the Commission, she has investigated bus service in the Town and has not, to this date, received a reply. r1 U Minutes Highland Beach • Town Commission Workshop Meeting June 28, 1977 Page 5 of 5 Discussion followed regarding the posting of "No Wake" signs along the Intracoastal shore line and in particular at Regency Highland.
