1977.07.19_TC_Minutes_Regular • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Public Hearing - Federal Revenue Sharing Funds July 19, 1977 1:30 P.M. Mayor Gilday announced that this is a Public Hearing and Special Meeting called to consider the Federal Revenue Sharing Funds (Public Hearing) and the items listed on the agenda for the Special Meeting. Present were: Mayor Morton E. Gilday Vice Mayor William S. Hults Commissioner Ruth E. Mumford Commissioner Leslie W. Joy Commissioner Robert D. Clark Also present: • Elaine W. Roberts, Town Manager M. Maree Birkbeck, Finance Director Wally E. Schott, Building Official Kathryn M. Borgemenke, Town Clerk Proposed Use - Federal Revenue Sharin Funds Mrs. Roberts explained the new requirements set up by the Federal Government pertaining to Federal Revenue Sharing. She noted that this allocation was for a period beginning July 1, 1977 and ending June 30, 1978. The amount is $12,096. Mrs. Roberts noted that last year the money was placed in General Administrative category and was not specifically allocated for one purpose. She also stated that this year there are no specific requirements which the allocation must be spent for unless designated by the Commission. Mayor Gilday called for public participation and Commissioner Clark gave the Town Clerk a letter from Arthur C. R©y, 3100 So. Ocean Boulevard, Ha~ghland Beach, Florida. The Clerk read the letter aloud for the record. Mr. Roy requested that the Revenue Sharing money be allocated toward beach cleaning and maintenance. Page 2 of 2 Mayor Gilday stated that he felt the monies should be put in the General Revenue Fund then decide the use to be made of it as time goes by. Mrs. Roberts stated that she would like to investigate further the suggestions made by Mr. Roy. Mrs. Mumford commented on debris and tar on the beach and she asked that a letter be written to the County, the State and the Federal Government telling them to do something about the boats that are littering the beaches with objectional material. Mr. Kroll suggested that copies of these letters be forwarded to the local Federal representatives of this area. Mrs. Roberts replied that she would be happy to write the letter. There were no additional comments from the audience after a call for same by the Mayor. It was suggested that the Federal Revenue Sharing monies be placed in General Revenues and kept separately for control but not separately for expenditures. It was also noted that there will be another Public Hearing held on Tuesday, July 26, 1977 at 9:30 A.M. in compliance with the Federal law on this same item. Meeting ADJOURNED at 1:50 P.M.
