Present were: Mayor Morton E. Gilday Vice Mayor William S. Hults Commissioner Ruth E. Mumford Commissioner Leslie W. Joy Commissioner Robert D. Clark Also present: Elaine W. Roberts, Town Manager Kennth Jones, Chief of Police • M. Maree Birkbeck, Finance Director Wally E. Schott, Building Official Kathryn M. Borgemenke, Town Clerk Mayor Gilday announced that this was a Public Hearing for the purpose of discussing the proposed use for Federal Revenue Sharing Funds and the submission of Preliminary Draft #1 - General Operating Budget for Fiscal Year 1977-78. Mayor Gilday also noted that the Town Commission had tabled, until this date, an Ordinance amending Chapter 6 entitled "Beaches and Boats". He noted that this Ordinance will again be tabled pending the work of the Planning Commission on new zoning for the Town. The Mayor called attention to the fact that there is a proviso in the present zoning code which provides against using boats for living purposes within the Town. Mrs. Roberts explained for the benefit of all that a Public Hearing had been held on July 19, 1977 in compliance with the Federal Guidelines relative to Federal Revenue Sharing. This is the second Public Hearing to be held before the • submittal of the No. 1 draft of the 1977-78 Budget. Minutes Highland Beach Town Commission Public Hearing and Special Meeting July 26, 1977 Page 2 of Mayor Gilday noted that suggestions had been made at the first Public Hearing that the Federal Revenue Sharing monies be deposited into General Administration. This had been done in previous years. Mayor Gilday called for a Motion. MOTION by Commissioner Mumford/Commissioner Clark: "I move that these funds go into the General Administration fund as had been done in previous years". ROLL CALL on the Motion Carried Unanimously. Mrs. Roberts presented the proposed draft Budget for 1977-78 to the Commission (Draft #1). She referred to Page 1 and the breakdown of the mills required under the proposed budget. (Operating 2.703/M plus debt service 1.178/M equals 3.881 as opposed to last year's millage rate of 4.991) Mrs. Roberts explained "income" as well as "expenditures" under each department line by line to the Town Commission. Mrs. • Roberts noted that the Anti-Recession money was not used in figuring the budget. Discussion evolved relative to the word "contingency". Mrs. Roberts explained that this would cover any unforseen expenditures. Commissioner Clark registered his general objection to the word "contingency". Mrs. Roberts noted that any of this money would not be expended without Commission approval. Mrs. Roberts noted that on "Salary and Wages" she had three alternatives for the Commission. She had previously explained to the Commission that the Police Budget included a request for a 5/ Cost of Living or Economic Adjustment. She noted that the Police Committee had approved this and also three weeks' vacation after five years of service. Discussion then followed re: revision of the merit pay plan. Further discussion relative to the title "Building and Zoning" resulted in a change of this category to "Building" only. • After a very thorough explanation of the budget, Mrs. Roberts informed the Commission that they have not received, as yet, Minutes Highland Beach Town Commission • Public Hearing and Special Meeting July 26, 1977 Page 3 of 3 the managerial budgets used for the utilities. These will be forthcoming in the future. Mayor Gilday recognized Mrs. Nick Johnson who asked the Commission if something could be done about the landscaping along AIA, namely beautification. Mrs. Roberts invited Mrs. Johnson to meet with her on more specific recommendations. Bills for Approval The Finance Director, M. Maree Birkbeck, presented the bills to the Town Commission for their approval. MOTION by Vice Mayor Hults/Commissioner Joy: "I move that we accept and authorize the payment of the bills". ROLL CALL on the Motion Carried Unanimously.
