Workshop Meeting

Mayor Gilday called the Workshop Meeting to order at 11:50 A.M.

• 77.32 Ordinances - Proposed
Mrs. Roberts noted that the first Ordinance is to amend one
of the sections entitled "Administration", "Power and Duties
of the Town Manager". Mrs. Roberts read the amendment for
the benefit of the Commission. This item is scheduled for
First Reading at the Regular Meeting, August 2, 1977.
Mrs. Roberts explained that the next four Ordinances are a
result of the Building Officials' Association year long work.
Mr. Schott noted that the intent of these amendments is to
codify, update and amend all the Ordinances to date so they
would be passed throughout the county. The amendments are
to the Air Conditioning Code, the Building Code, the
Electrical Code and the Plumbing Code. Mr. Schott spoke on
the subjects of Standard Building Code, doing away with the
West Palm Beach Amendment, Adoption of amendments to Standard
Building Code, Fee Schedules, etc.
Commissioner Clark stated that the changes the Commission is
being asked to amend, to a large extent, they know nothing
about originally. Commissioner Clark suggested that the
Standard Code be amended by the Building Code Congress. Mr.
Schott stated that this is not possible.

Vice Mayor Hults asked if the Building Official could make
reference to the changes to enable the Commission to under-
stand the amendments. Mr. Schott stated he would be willing
to do this.
Mr. Schott went on then to give the Commission a specific
example.
Mayor Gilday noted that these changes are recommended by
the Palm Beach County Building Officials and are relavent
to this area only. He requested that the Building Official,
in a Workshop Meeting, explain page by page, what the Code
provides for now, what proposed changes would do, etc. He
noted that this would be of great assistance to the Commission.
Mr. Schott agreed with Mayor Gilday's request.
Mayor Gilday, after polling the Commission, set a Workshop
Meeting for Thursday, July 29, 1977 at 9:00 A.M.
• Mrs. Roberts went on to explain the amendments to Chapter 28Z
entitled "Trees, Shrubs and Vegatation". Discussion followed
relative to the posting of a $1,000. bond. This item will be
scheduled for the Regular Meeting to be held on August 2, 1977.
77.33 Ross, Saarinen, Bolton & Wilder, Inc. - Consulting
Engineers Report Dated 7/18/77
Mrs. Roberts stated that she had not read this report in detail
as yet.
She suggested that this item be workshopped in the future with
Mr. Saarinen.
Commissioner Clark stated that perhaps the engineers should
be allowed to start on one of these phases so something is
being done. Mrs. Roberts stated that she shall make a
recommendation at the regular meeting August 2, 1977.
Mayor Gilday asked Mrs. Roberts the amount of monies available
that could be devoted to this project. Mrs. Roberts will
check with the Finance Department for monies available in the
• Water Improvement Fund.

Reports, Correspondence and Continuing Reports, Elaine W. Roberts,
Town Manager
Mrs. Roberts noted that the Commission had received corres-
pondence from Farish and Farish, the attorneys for Hoffmann,
I~.P.U.D., requesting to be heard at the regular meeting,
August 2, 1977, relative to an extension of their R.P.U.D.
which expires September 3, 1977. Mrs. Roberts will notify
them of the Town Commission's acceptance to hear their
petition.
Mrs. Roberts attended a meeting in the Palm Beach Town Hall
last Wednesday, held by the Palm Beach County Municipal
• League, Executive Board, of which she is a member. There is
a drive on to have the School Board reduce their millage
and she requested that all citizens write the elected
school board members and ask them to roll back their millage.
Mrs. Roberts stated that she will prepare a Resolution
pertaining to this subject and present it to the Commission
at the regular meeting.
Mrs. Roberts read a Resolution from the City of Boca Raton
requesting that the Board of County Commissioners of Palm
Beach County adopt a budget for the Palm Beach Sheriff's
Department which does not spread the cost of the Sheriff's
Patrol to properties lying within Palm Beach County
Municipalities. This item will be placed on the agenda
for the regular meeting.
Mrs. Roberts referred to a letter written by the Guard and
Reserve, asking for employers support of that. She noted
that this might effect the Police Department and she
would make an investigation before she answers this letter.
Thursday night (July 28, 1977) there is to be a public
• hearing at the Area Planning Board in West Palm Beach
regarding discussion of the Comprehensive Plan for the
County. Mrs. Roberts stated that she would attend this

meeting in order to protest parts of the plan which
mandate merger, consolidation and regionalization.
There is a notice of a conference on the Safe Drinking
Water Act, to be held in this area on August 3.Oth in
West Palm Beach. Mrs. Roberts has notified the
Consulting Engineers and Jesse Arney.
Being no further business to come before the Commission Workshop,
the meeting ADJOURNED at 11:50 A.M. ~ ~
