Minutes of Meeting of Town Commission
Workshop Meeting
November 29, 1977 9:30 A.M.
Present were: Vice Mayor Horton, Commissioners Mumford, Joy and
Clark.
Also in attendance: E. W. Roberts, T. E. Sliney, M. Borgemenke.
Vice Mayor Horton recognized former Mayor Morton E. Gilday,
who said a few words to the audience.
Vice Mayor Horton called for anyone that wished to speak
to any item on the agenda. At this time. he recognized
approximately five citizens.
77.52 Discussion - Appointment to fill vacancy - Town Commission
• Vice Mayor Horton read three letters for the record submitted by
Mrs. Beatrice M. McLean, John P. O'Grady and Michael H. W. Dent.
The Commission also heard from Mr. Harold Storm. Action on this
item might be taken at the December 6th meeting or it might be
put off shortly before December 15, 1977.
77.53 Town Attorney report - Regency Highland's delinquent
utility bills
Mrs. Roberts read a letter to her from the Town Attorney with a
proposed letter to the residents of Regency Highland - re:
delinquent bills. After a great deal of discussion the Town
Manager was instructed to write to the Attorney representing the
developer answering his letter of November 16, 1977 and agreeing
with the last paragraph. This letter will be drafted with the
approval of the Town Attorney.
77.54 Discussion of Ordinance amending Chapter 2, Section
2-52(b), 2-52(c), 2-54 entitled Administration, as
advertised 11/21/77 Boca Raton News
• This item will have second and final reading on December 6, 1977.

77.55 Recommendation - Police Committee

A letter dated November 16, 1977 to Vice Mayor Horton from the
Police Committee was read for the record. The Committee recommended
that an additional police officer be appointed (Police Chief and
six (6) officers), and that Officer William Cecere be appointed
Sergeant (see letter attached). Discussion relative to this item
followed. The Vice Mayor then read the letter of recommendation
from the Chief of Police to the Town Manager. These items are
scheduled for December 6 , 1977, Regular Meeting.
77.56 Letter - Highland Beach Utility Company - 11/7/77
The letter mentioned above was read by the Vice Mayor for the
record (see letter attached). It was the consensus of the Commission
to meet with Mr. Delaney. A meeting is tentatively scheduled for
the December 27, 1977 Workshop Meeting.
77.57 Appointment to Technical Advisory Committee (James Farrin,
• Adm., Ret. - Volunteered)
Mrs. Roberts explained the intent of this Committee. Appointment
will be made on December 6, 1977.
77.58 Mutual Aid Agreement - Palm Beach County Civil Defense
The agreement was discussed by the Town Commission and it was
the consensus that this item not be placed before the Commission
at this time.
77.59 Bus service on AIA within Highland Beach
Mrs. Roberts referred to a memo from her to the Commission dated
November 15, 1977. She asked the Commission if they would be
interested in this matter. It was the consensus of the Town
Commission to take no action at this time.
77.60 CETA Program - Federal Funding
Mrs. Roberts requested that this item be tabled.
• 77.48 Request from Palm Beach Junior College
The request was for a "Performing Art Center" donation and passage
of a Resolution relative to establishing this center. It was the

consensus of the Town Commission to take no action on this item.
77.50 Spearfishing Regulations - 370.172 F.S.S.
Mrs. Roberts stated that she had received a petition relative to
this matter and control over spearguns. After discussion it was
decided that no action be taken due to the fact .that Florida
Statute speaks to this item.
Reports, Correspondence and Continuing Reports, Elaine W. Roberts,
Town Manager
Mrs. Roberts reported that Southern Bell will be doing work north
from Bel Lido Drive to Highland Beach Drive (installation of buried
cable) .
Two bids have been received for installing flood lights at the
water plant. If the electrical inspector does the work the cost
will be approximately $650.00. Edwards Electric submitted a bid
• in the amount of $625.00 for four double flood lights plus two
more in the area plus timer. It was the consensus of the Commission
that the Town Manager take action on this and the bill be presented
at a later date.
Mrs. Roberts reported that the "Notice of Bids" (for work at the
water plant) had been placed in the Ft. Lauderdale Sun Sentinel,
Palm Beach Post and Palm Beach Times to be advertised on Monday,
November 28, 1977. The second advertisement will appear again
on Monday, December 5, 1977. Bids are to be open December 13, 1977,
at 2:00 P.M. An evaluation by the consulting engineer will be
available to the Town Commission within three days. A Special
Meeting will be held to hear the evaluation Friday, December 16, 1977
at 2:30 P.M.
Vice Mayor Horton gave a brief report relative to the proposed
purchase of the land south of the Town Hall.
The Vice Mayor noted that this would be the period for
new business and he recognized a Town resident.
